3 Visual Identity Guidelines for Contractors Of the European Commission s Initiative Better Training for Safer Food In 2012 Better Training for Safer Food, as a majority of the programmes of the European Commission, will have to phase out its existing logo. The name of the programme shall be used as a verbal brand and reference to it will be made without a regulated logo. Commission services will use the Commission s new visual identity when communicating about BTSF. Beneficiaries of BTSF funding shall use the European emblem in their communication to acknowledge the support received under this initiative. Last update June
4 General principles In the framework of the Better Training for Safer Food initiative (BTSF), contractors have to develop and use various communication tools to: a) provide clear and exhaustive information on available trainings, content of trainings, registration and calendar of sessions; b) ensure effective communication with the participants of the trainings; c) disseminate training material as well as the evaluations of the training sessions; d) give an account of the BTSF initiative implementation to other stakeholders, potential participants and possibly, raise awareness within the general public. Contractors have to publicly acknowledge the support received from the BTSF initiative; ensure adequate publicity to the actions they implement under the BTSF initiative and comply with the rules set by the new visual identity (NVI) of the Commission. At the same time contractors must pay special attention not to confuse their communication -including that related to BTSF- with the official communication of the EU institutions. The layout, graphical design, text and other content elements of online and paper publications must clearly be distinct from those used by the EU institutions. 3
5 Specific requirements for different communication tools WEBSITES As a general principle, the websites - whether they are created ad hoc under the EAHC contract concluded by EAHC or they are inserted in the usual company or organisation website- must be clearly identifiable as a service provided under the BTSF initiative of the European Commission. The layout of the pages and the graphical elements must contribute to such identification, avoid any possible misinterpretation, and always include the specific disclaimer. 1. All web pages related to BTSF must prominently display the European Union emblem in conjunction with the specific text, to acknowledge the support received under the BTSF initiative as follows: The emblem will have to be displayed on the left-hand upper corner of each concerned webpage (see ANNEX 1). 2. The specific disclaimer with a hyperlink to EAHC must also be clearly see non a portion of each web page and be visible without scrolling on the screen (see ANNEX 1). 3. Each website has to provide a page including the BTSF official definition (see ANNEX 2) and the links to BTSF pages in the websites of all the other contractors implementing BTSF training sessions. NB: design and content of the website, including page metadata (e.g. page titles), must ensure that users are aware that it is not an official communication of the European Union and that the pages are managed by the contractors. 4
6 LEAFLETS, BROCHURES AND NEWSLETTERS Publications such as leaflets, brochures (training material included) and newsletters are useful means for promoting and spreading information on training sessions as well as on the results of the actions implemented. All material produced in paper form should also be made available in electronic version, in order to be sent it by and to be posted on websites. For material in paper form, distribution capacity (mailing lists) has to be considered. All leaflets, brochures and newsletters on BTSF trainings must: incorporate the European Union emblem -in conjunction with the text acknowledging the support received under the BTSF initiative- and the disclaimer (see ANNEX 1); include information about project details, contact names, addresses, telephone, fax and ; leaflets and brochures produced by contractors must also incorporate a definition of the BTSF initiative. Leaflets can provide basic factual information and the addresses (such as a mailing address or web site) where further information can be found. Brochures can go into greater detail, highlighting the context, including interviews with stakeholders, beneficiaries, and so on; Newsletters are characterised by their regularity and should issued also to inform on the progress of an actions and upcoming events. Copies of the communication material produced by the contractors, including electronic versions, should be made available to the EAHC. 5
7 PRESS RELEASES A press release should be issued at the start of the training session. The general policy is that contractors should not issue press releases and make public statement unless approved by the EAHC, therefore when contractors launch a press release in the context of an action they have to liaise with the EAHC before divulgation. Similarly to the previous communication tools, press releases have to include the European Union emblem -in conjunction with the text acknowledging the support received under the BTSF initiative- and the disclaimer (see ANNEX 3). A newsworthy press release should contain: a heading, a strong leading paragraph summarising the essential facts, the main body of the story, quotes, some background information, and contact details for further information. Ideally it should be kept to one side of an A4 page. POWER POINT PRESENTATIONS Each slide has to display on the upper left-hand corner the EU emblem together with the text acknowledging the support received under the BTSF initiative (see ANNEX 1). The disclaimer has to be incorporated in the first and the last slide. DISPLAY PANEL European Commission BTSF display panels will have to be displayed at each training session. For this item the Commission NVI is applied. For details (see ANNEX 4). In addition, contractors, contractors partners and international organisations implementing training session for BTSF, may also produce display panels with which to promote their EU-funded action at the venues of training sessions. The shape, size and dimensions of panels vary depending on the amount of information that needs to be conveyed. The EU emblem (in conjunction with the acknowledgment text) should be well visible in the upper-left hand corner of the panel CERTIFICATE See ANNEX 5. 6
8 PROMOTIONAL ITEMS For the production of promotional material, contractors can either use the EU flag with text or apply the Commission new visual identity. In both cases contractors will ensure that all the promotional material produced in support to the BTSF trainings, will be in compliance with the basic rules set for the use of the blue emblem (see ANNEX 1).) or in line with the selection of samples set in the latest version of the European Commission Visual Identity Guidelines (see ANNEX 6). NB: due to legibility and visibility constraints the recommendation is not use the European Commission logo of the in a size smaller then 25mm. BADGES, CHEVALETS and OTHER VISIBILITY MATERIAL The applicable general rule is that the blue emblem with the acknowledging text (see ANNEX1) has to be on any item used for visibility purposes. REGULAR CORRESPONDENCE WITH STAKEHOLDERS For correspondence related to the execution of contracts with training participants, concerned authorities, suppliers and any other stakeholder, contractors should use their usual stationery in letterheads or fax headers sheets. However they will have to incorporate the following sentence This training is funded by the Better Training for Safer Food Initiative of the European Union 7

10 ANNEX 1 The name of the European Union shall always be spelled out in full. The typeface to be used in conjunction with the EU emblem can be any of the following: Arial, Calibri, Garamond, Trebuchet, Tahoma, Verdana. Italic and underlined variations and the use of font effects are not allowed. The colour of the font should be reflex blue (same blue colour as the EU flag), black or white depending on the background. The minimum height of the EU emblem shall be 1 cm. 11 ANNEX 2 BTSF DEFINITION Short version Better Training for Safer Food is an initiative of the European Commission aimed at organising an EU training strategy in the areas of food law, feed law, animal health and animal welfare rules, as well as plant health rules. Long version Better Training for Safer Food is an initiative of the European Commission aimed at organising a EU training strategy in the areas of food law, feed law, animal health and animal welfare rules, as well as plant health rules. Article 51 of Regulation (EC) No 882/2004 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules, provides the legal instrument for this initiative. Training is designed for staff of competent authorities of EU Member States involved in official control activities so as to keep them up-to-date with all aspects of Community law in the areas specified above and ensure that controls are carried out in a more uniform, objective and adequate manner in all Member States.. It is also essential that third countries and in particular developing countries are familiar with EU standards and import requirements. For this purpose, training organised for Member States in the EU is also available to participants from third countries and specific training activities are organised for third country participants on the spot. 10
