1 2004 Specifications CSJ SPECIAL SPECIFICATION 7443 Radar Vehicle Sensing Device (RVSD) System Maintenance 1. Description. Furnish, install, replace, or remove components of a Radar Vehicle Sensing Device (RVSD) system as detailed in the special specification, at locations shown in the plans and as directed. Restore the RVSD system to normal operating condition, as defined in original equipment manufacturers specifications. 2. Materials. Unless otherwise noted on the plans, the Department will furnish: Radar Vehicle Sensor, Radar Vehicle Sensor Cable, Power Supply, Surge Protection Module, Data Communication Converter Module, Spread Spectrum Wireless Modem, Antenna, and In-Line Coaxial Surge Protector. Provide all materials not supplied by the Department necessary to restore the RVSD system to normal operating condition. Materials supplied by the Contractor will be approved by the Engineer before installation. All materials provided by the Contractor must be new and unused. Assume responsibility for the material furnished by the department. Return unused or removed materials deemed salvageable by the Engineer to the Department upon completion of work. Material deemed not salvageable by the Engineer, shall become the property of the contractor and shall be removed to disposal sites off the right of way arranged for by the contractor and approved by the Engineer. Upon identification of a failed Radar Vehicle Sensor; Radar Vehicle Sensor Cable; Power Supply; Surge Protection Module; Data Communication Converter Module; Spread Spectrum Wireless Modem; Antenna; or In-Line Coaxial Surge Protector, and issuance of a repair work order, return the failed equipment to TxDOT Traffic Management Maintenance Section, 2501, Southwest Loop 820, Fort Worth, Texas, The state will provide the contractor with a replacement for installation. 3. Work Methods. Conform to the National Electric Code (NEC), the requirement of this item, and the pertinent requirements of the following Items: Item 502, Barricades, Signs and Traffic Handling Item 620, Electrical Conductors Perform the following work as directed: A. Diagnose RVSD System. Test and troubleshoot radar vehicle sensor, radar vehicle sensor cable, power supply, surge protection module, data communication converter module, power panel equipment, power and communication cables, connectors, and all other components associated with the system, at locations designated by the Engineer
2 Determine what is necessary to be repaired to restore the system to normal operating condition. B. Diagnose Spread Spectrum Wireless Modem. Test and troubleshoot spread spectrum wireless modem, wireless modem antenna, in-line coaxial surge protector, power and communication cables, connectors, and all other components associated with the system; at locations designated by the Engineer. Determine what is necessary to be repaired to restore the system to normal operating condition. When antenna miss-alignment becomes evident, align antennas according to manufacturer s recommendations for proper link operation to reach the optimal signal strength. C. Replace Radar Vehicle Sensor. Remove, replace, install, and test sensor. Return nonworking sensor to the location designated by the Engineer. Install sensor according to manufacturer s recommendations to achieve the specified accuracy and reliability. Restore sensor to normal operating condition. D. Replace Radar Vehicle Sensor Cable. Remove, replace, and install sensor cable and all accessories and return all salvageable materials to the location designated by the Engineer. Furnish and install MIL-C connector that provide contacts for all data and power connection. Provide an environmentally sealed shell backshell that offers excellent inmersion capability. Encase all conductors that interface with the connector in a single jacket and ensure the outer diameter of this jacket is within the backshell s cable O.D. range to ensure proper sealing. Ensure the backshell has a clampbar style strain relief with enough strength to support the cable slack under extreme weather conditions. Restore sensor cable to normal operating condition. E. Replace Power Supply. Remove, replace, and install power supply and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the unit assembly to normal operating condition. F. Replace Surge Protection Module. Remove, replace, and install module and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the unit assembly to normal operating condition. G. Replace Data Communication Converter Module. Remove, replace, and install module and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the unit assembly to normal operating condition. H. Replace Spread Spectrum Wireless Modem. Remove, replace, install, and test modem. Return non-working modem to the location designated by the Engineer. Restore modem to normal operating condition. I. Replace Spread Spectrum Wireless Modem Antenna. Remove, replace, install, and align antenna. Return non-working antenna to the location designated by the Engineer. Align antenna according to manufacturer s recommendations for proper link operation to reach the optima signal strength. Restore antenna to normal operating condition. J. Replace In-Line Coaxial Surge Protector. Remove, replace, and install surge protector and all accessories and return salvageable materials to the location designated by the Engineer. Restore the equipment to normal operating condition
3 K. Replace Power and Communication Cables. Remove, furnish, and install cables, connectors and return all salvageable materials to the location designated by the Engineer. Restore cables to normal operating condition. L. Replace Circuit Breaker. Remove, furnish, and install circuit breaker and all accessories and return salvageable materials to the location designated by the Engineer. Restore the equipment to normal operating condition. M. Replace Surge Protector. Remove, furnish, and install surge protector and all accessories and return salvageable materials to the location designated by the Engineer. Restore the equipment to normal operating condition. 4. Testing. Upon replacement of radar vehicle sensor, provide test data demonstrating performance as follows: A. Performance Testing. Verify volume accuracy by comparing manual counts to the RVSD detections, for a minimum of 50 vehicles per lane. Verify radar vehicle sensor alignment to minimize occlusion prior to manual counts. Record the number of missed vehicles and false detections. Calculate errors by dividing the difference between missed and false detections by the total number of vehicles. To ensure low variability in performance, missed and false detections must not exceed 15%. Provide such performance analysis for the following environments: Free flowing traffic (speeds greater than 45 MPH) Congested traffic (speeds from 15 to 40 MPH) All lanes simultaneously. If sensor needs recalibration, calibrate sensor and verify volume accuracy as described. Verify speed accuracy with laser speed gun. Record speeds for a minimum of 10 vehicles per lane. Average speeds recorded and compare with the speed shown in the RVSD interval data window to verify compliance of ± 15% accuracy. If speed adjustment is required, only the lane that has been adjusted will be required to be re-tested. 5. Responsibilities A. Contractor. Test and troubleshoot all items addressed in this specification to determine the cause of failure. When the cause of failure is determined notify TxDOT to receive an authorization, and then proceed with repair(s). Submit a written troubleshooting report to the Engineer 24 hours after completion of testing. Provide test results for equipment tested at each location. Submit a recommended list of needed parts for repair of each RVSD system inspected. Provide all materials and labor necessary for the repair of the RVSD system. Maintain an electronic record of all services provided, indicating the date of the service and all services performed
4 B. TxDOT. Provide the contractor a written work order to diagnose and repair RVSD system at each location. Inspect work in progress and accompany the contractor while repairs are being completed. 6. Experience Requirements. The contractor or subcontractor involved in the installation and testing of the RVSD must, as a minimum, meet the following experience requirements: Two years continuous existence offering services in the installation of RVSD systems. Two installed RVSDs where systems have been in continuously satisfactory operation for at least 1 year. Submit as proof, photographs or other supporting documents, and the names, addresses and telephone numbers of the operating personnel of the business or agency owning the system who can be contacted by the Department regarding the system. Provide necessary documentation of contractor or subcontractor qualifications pursuant to contract award. 7. Measurement. Measurement will be as follows: A. Diagnose RVSD System. By each radar vehicle sensor tested and troubleshot. This measurement shall include the diagnoses of all system components as described in Section 3.A. of this special specification or as directed by the Engineer. All connections and other work incidental to testing and troubleshooting the system shall be considered subsidiary to this item. B. Diagnose Spread Spectrum Wireless Modem. By each spread spectrum wireless modem tested and troubleshot. This measurement shall include the diagnoses of all system components as described in Section 3.B. of this special specification or as directed by the Engineer. All connections and other work incidental to testing and troubleshooting the system, and the work related to antenna alignment shall be considered subsidiary to this item. C. Replace Radar Vehicle Sensor. By each complete unit in place, tested and made fully operational. D. Replace Radar Vehicle Sensor Cable. By each cable complete in place and made fully operational. All connectors, connections, materials, and all other work necessary to make up a working unit shall be subsidiary to this item. E. Replace Power Supply. By each complete unit in place and made fully operational. F. Replace Surge Protection Module. By each complete unit in place and made fully operational. G. Replace Data Communication Converter Module. By each unit complete in place and made fully operational. H. Replace Spread Spectrum Wireless Modem. By each unit complete in place and made fully operational
5 I. Replace Spread Spectrum Wireless Modem Antenna. By each unit complete in place and made fully operational. J. Replace In-Line Coaxial Surge Protector. By each unit complete in place and made fully operational. K. Replace Power and Communication Cables. By the linear foot furnished and installed. All connectors, connections, materials, and all other work necessary to make up a working unit shall be subsidiary to this item. L. Replace Circuit Breaker. By each unit furnished, installed, and made fully operational. M. Replace Surge Protector. By each unit furnished, installed, and made fully operational. N. Barricades, Signs and Traffic Handling for main lanes of freeway will be measured by the unit of measurement (cycle). A cycle consists of one complete placement and removal, upon completion of work at the site, of all barricades, signs, barriers, cones, lights, signals and other traffic control devices necessary to handle the traffic. 8. Payment. The work performed and the materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for the various designations. These prices are full compensation for transportation and installation of all equipment described under this items; furnishing and installing all cables and connectors; testing; documentation; all labor, manipulations, materials, equipment, tools, and incidentals necessary to complete the work as specified
