1 2004 Specification CSJ SPECIAL SPECIFICATION 6210 Texas Electrical and Lighting Management System (T-ELMS) 1. Description. Furnish and install a Texas Electrical and Lighting Management System (T- ELMS). TELMS consists of the following components and functions. Field Lighting Sensor (FLS), Field Data Logger (FDL), Field Circuit Sensor (FCS), Feature Sets 1,2,3,4, and 5 only, as shown below, T-ELMS Host Software Package 2. General. Provide 2 year manufacturer warranty on all equipment and components. Provide to the Department any software upgrades issued during the first 2 years after project completion. Provide software for reports and control of the system that can operate on a personal computer (PC) running Windows XP. Provide control for each luminaire shown on the plans. Monitor and control high mast luminaires at each individual fixture, and ensure that each fixture communicates to the FDL without the need for a signal repeater. Provide receptacles as needed on luminaires for connection of the T-ELMS devices. Provide training to Department personnel for maintenance and operation of the system. Training consists of a minimum of 6 hours of instruction for a maximum of 6 persons. Provide 3 copies of maintenance, installation, and operating instructions. Provide FDL s that are capable of communicating via standard dial-up modem or other approved communications device with a personal computer (PC). Locate the FDL at the electrical service. Provide a modem or other approved communication device at the electrical service. Provide a separate lockable aluminum NEMA 3R enclosure for the FDL and communications equipment, or incorporate the equipment into the service enclosure, as directed. Provide a NEMA 3R or NEMA 1 enclosure for FDL equipment incorporated into an electrical enclosure. Provide FDL s that are can operate at 120, 240, or 480 VAC. Ensure that the PC can communicate with the FDL, and retrieve information manually and via scheduled retrieval. Provide FDL s that are capable of storing 2 months of information, unless otherwise directed, as all information is to be stored until downloaded to the PC. Ensure that information is accessible in a read only format to non-departmental PC s. Provide software that allows the host PC to switch luminaires as follows:

2 (a) allow local luminaire control with photocell at service (b) allow local luminaire control with photocell at luminaire (c) manual control from PC (d) automatic control from PC running scheduling software (1) software/pc accepts analog photometer (2) software/pc accepts input from simple photocell (3) software/pc has internal astronomical timeclock Provide software that can do the following: (a) calculate and print reports of percent burn time of groups of luminaires, as assigned, per month suitable for paying maintenance Contractors hired on a minimum percent burning basis. (b) Energy management features (c) Display/print reports on electrical usage, base line circuit amperage. (d) Print daily trouble reports for maintenance Contractor s scheduling purposes. (e) Display/print individual luminaire history (f) Display/print equipment history (i.e. all lamps, all fixtures) with user defined sort and query tasks on any piece of information. (g) Keep backup records to reprogram and restore all information. (h) Manage data base to include the following minimum information: 1. 3 (1) System Description. An ELMS system is composed of field devices and server software. A Field Lighting Sensor (FLS) is a field device co-located with the luminaire. This device monitors a luminaire and reports its status via some transmission media to a Field Data Logger. A Field Lighting Sensor is required for each lamp being managed. A Field Data Logger (FDL) is a field device that receives and stores Field Sensor Data. A remote location with a single FDL is typically fitted with a communications device thereby allowing remote access. A Field Circuit Sensor (FCS) is a field device that measures such parameters as circuit current, leakage current, voltage, power, and energy. This device monitors a circuit and reports its status via some transmission media to a Field Data Logger. A Field Circuit Sensor is typically required for each circuit being managed. A Host is a generic term for any computer that communicates with a FDL through its Protocol Levels. (2) System Features The following table describes TELMS Information directly available from the Data Logger. This TELMS system shall consist of feature sets 1 through 5 only. Luminaire Status Feature Set Condition The luminaire is operating properly, or is day burning, or the 1 system cannot communicate with the field sensor associated with the luminaire. Provide FLS s that can monitor luminaires powered at 120, 240, and 480 VAC. Provide communications between the FLS and the FDL via wireless, powerline carrier (PLC), or as otherwise shown by the bid item descriptive code. Provide the capability to dim high mast poles by turning one or more fixtures off. The TELMS shall be capable of the following: a. determine the number of fixtures on each particular high mast pole scheduled to be turned on according to the dimming schedule b. determine if any lamps scheduled to be turned on are at end of life c. automatically modify the schedule to operate the appropriate number of working lamps. 4. Construction Methods. Perform work in accordance with the details shown on the plans, the NEC, and the requirements of this Item. Use established industry and utility safety practices when installing these items. Consult with the appropriate utility prior to beginning work. Rigidly mount enclosures inside poles and at electrical services by approved methods. Install any enclosures in breakaway pole bases above the base plate so as to not interfere with the breakaway characteristics of the base. Make all electrical connections at the roadway illumination assemblies on the load side of the pole fuses. Verify pole fuses are operational 10 amp time delay fuses, and replace nonoperational or improperly sized fuses

5 Label each roadway illumination assembly by stenciling in an approved manner. Information on the label shall include the unique identification number used by the software, the GPS position of the pole, and a number assigned by the Engineer. 5. Measurement. This Item will be measured as each FDL (wireless), FDL (PLC), FLS (wireless), FLS (PLC), FCS, or TELMS host software package complete in place. 6. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement will be paid for at the unit price bid for the various components specified. This price is full compensation for furnishing, assembling, and installing all components, enclosures, and mounting hardware; testing the completed system; providing any required training; and equipment, labor, tools, and incidentals. The Department will provide communications between the host PC and the FDL
