1 1993 Specifications CSJ , etc. SPECIAL SPECIFICATION 1606 ISDN Compressed Video Equipment 1. Description. This Item shall govern for the furnishing and installation of Integrated Services Digital Network (ISDN) Compressed Video Equipment (CVE) as shown on the plans, as detailed in accordance with these specifications, and as directed by the Engineer. All compression and decompression equipment shall be of the same manufacturer and model. The specifications referenced in this Item are as follows: - Special Specification, "Electronic Components". - Special Specification, "Testing, Training, Documentation, and Warranty". - Special Specification, "CCTV Field Equipment". - Special Specification, "High Speed ISDN Network Termination Unit". 2. General. The CVE shall be a state of the art digital transmission system capable of rapidly transmitting and receiving very high quality color video and integrated data and control information via an Integrated Services Digital Network (ISDN) line. (1) Functional Requirements. The compressed video equipment (field) shall accept video input, compress and transmit compressed video images and control video cameras in the field. The compressed video equipment (central) shall decompress incoming images and display video outputs, and to control video cameras in the field. The camera functions to be controlled by the CVE shall be as described in Special Specification, "CCTV Field Equipment". 3. Materials. All materials furnished, assembled, fabricated or installed under this Item shall be new, corrosion resistant and in strict accordance with the details shown on the plans and in the specifications. The compressed video equipment (field) shall include, but not be limited to, the following: - CVE Encoder. - ISDN Network Termination Unit. - ISDN basic rate interface service drop (2B + 1D channels). - The compressed video equipment (central) shall include, but not be limited to, the following: - CVE Decoder. - Central Setup Software. - ISDN Network Termination Unit. - ISDN basic rate interface service drop (2B + 1D channels). 4. Interface Requirements

2 (1) Video Signal. The CVE (field) shall accept via BNC terminal, as standard, a video input with a synchronization pulse amplitude between 0.2 and 0.4 volt peak to peak, a peak video amplitude with reference to the black level of between 0.5 to 1 volt, and for color systems, a minimum color burst level of 100 mv. The video input shall provide termination impedance of 75 ohms. The CVE (central) shall provide via BNC terminal, as standard, a video output of one volt peak to peak, designed to drive a 75 ohm load. The CVE shall be capable of both color and monochrome video transmission (2) Communications. The CVE shall communicate via an EIA-422 synchronous interface with data rates externally clocked or programmable by the user up to 2 Mbps. This port shall interface with the ISDN Network Termination Unit specified in Special Specification, "ISDN Network Termination Unit". (3) RS-232 Interface. The CVE shall provide 4 RS-232/RS-422 bi-directional, data channels which utilizes the same communication link as the video. The data rate for the 4 channels shall be programmable by the user up to 19.2 kbps each. Bandwidth of the data channels shall only be allocated if data is transmitted, else full bandwith shall be given to the video transmission. One port shall be used for programming the unit by way of the user interface software. A second port shall be used for controlling the camera and pan/tilt functions as described in Special Specification, "CCTV Field Equipment". A third port shall be used for remotely configuring and monitoring the ISDN ISU. The remaining port shall be auxiliary port available for future use. 5. Operational Requirements. (1) Equipment Setup. The CVE shall be setup using a laptop computer with the necessary software utilizing the programming port. All cables required to connect the laptop to the CVE for setup shall be provided. The CVE shall be supplied with 2 copies of the necessary setup software, unless otherwise indicated in the plans. This software shall be Windows 95/98 compatible. (2) Equipment Operation. At the central location, the programming port shall be connected permanently to the Transportation Management Server. One copy of the setup software shall be installed on this server allowing the operators the ability to adjust the frame rate for the video. This adjustment would be necessary if a slower, but clearer picture is necessary from the CCTV camera. The CVE shall utilize ITU-T H.261/H.263 encoding, and shall have separate filtering and processing for luminance and chrominance signals. The CVE shall support a maximum resolution of 720 X 625, and have the capability to support a maximum of 30 frames per second. (3) Equipment Diagnostics. The CVE shall have an 80-character LCD display for diagnostic purposes. The display as a minimum shall be capable of displaying the current data rate, quality level, frame rate, video status, and equipment temperature

3 6. Installation Requirements. (1) Physical Characteristics. The CVE shall be a 2 U rack enclosure with 2 units mountable side-by-side in standard 19 in. wide openings or a 1 U rack enclosure mountable in a standard 19 in. wide opening. In the case of the CVE (field) units, the CVE shall be capable of being mounted on a shelf without obstructing necessary air vents. (2) Cabling. All power, video and control cabling shall be accommodated at the rear of the CVE chassis. 7. Power Requirements. (1) Chassis Power Source. The CVE shall operate at 110 Volts AC, 60 Hz, or 8-28 Volts DC, 20 Watts (maximum). The transient voltages, surges and sags normally experienced on commercial power lines, shall not affect the equipment operations. The Contractor shall check the local power service to determine if any special design is needed for the equipment. The extra cost, if required, shall be considered subsidiary to this Item and will not be paid for directly. (2) Telephone Service Surge Protection. The Contractor shall provide individual telephone line surge protection for each telephone circuit installed in the field cabinet. This surge protection shall be installed on the telephone interface panel, with direct connection to a ground rod and shall not degrade the data communication characteristics of the ISDN line. (3) Second Stage Power And Telephone Line Surge Protection. A second stage of power and data line surge protection shall be supplied by 2 conventional computer power and modem surge protectors. These surge protector units shall each consist of 4 NEMA 5-15R AC receptacles and 2 RJ-11 modular jacks for data line input and output, combined in a case attached to a 3 conductor power cord. The AC surge protected circuits shall be rated as follows: 15 amperes per socket. Transient suppression for up to 13,000 ampere spikes. Instantaneous response time. Initial clamping voltage of 140 volts AC RMS. Protection shall be provided for all three modes: hot to neutral, hot to ground, and neutral to ground. High energy noise suppression shall be greater than 20 db at 50 khz, greater than 40 db at 150 khz, greater than 80 db at 1Mhz, and greater than 30 db from 6 MHz to 1,000 MHz. The data line surge protected circuit shall be rated as follows:

4 Clamping voltage of 200 Volts peak ± 10%. Response time of 5 nanoseconds. Peak transient input voltage of 6 kv, 10 microseconds. Each of the high speed modems shall be connected to a separate surge protection unit, and the power input for the CVE shall be connected to one of the surge protection units. The surge protector shall have an on/off switch for AC power, and the switch shall be backlighted to indicate the on position. (4) Primary Input Power Interruption. The CVE shall meet all the requirements in Section 2.1.4, "Power Interruption," of the National Electrical Manufacturers Associations (NEMA) Standard TS for Traffic Control System, or the latest revision. (5) Power Service Transients. The CVE shall meet the requirements of Section 2.1.6, "Transients, Power Service," of the NEMA Standard TS2-1992, or the latest revision. (6) Wiring. All wiring shall meet the requirements of the National Electrical Code. All wires shall be cut to proper length before assembly. No wire shall be doubled-back to take up slack. Wires shall be neatly laced into cable with nylon lacing or plastic straps. Cables shall be secured with clamps. Service loops shall be provided at all connections. Coaxial cable between the cameras and the CVE shall be of the RG-59 type with a stranded center conductor and 100% shield coverage. All coaxial cable shall have a cellular polyethlene dielectric. (7) Transient Suppression. All DC relays, solenoids and holding coils shall have diodes or other protective devices across the coils for transient suppression. (8) Power Service Protection. The equipment shall contain readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. Circuit breakers or fuses shall be provided and sized such that no wire, component, connector, PC board or assembly shall be subjected to sustained current in excess of their design limits upon the failure of any single circuit element or wiring. (9) Fail Safe Provision. The equipment shall be designed such that the failures of the equipment shall not cause the failure of any other unit of equipment. 8. Environmental Design Requirements. The CVE shall be capable of operating in temperatures ranging from -4 to 158 F with noncondensing humidity levels up to 95%. 9. Mechanical Requirements. (1) Modular Design. The CVE shall be modular in design to allow portions to be readily replaced in the field

5 Modules and assemblies shall be clearly identified with name, model number, serial number and any other pertinent information required to facilitate equipment maintenance. (2) Connectors And Harnesses. All external connections shall be made by means of connectors. The connectors shall be keyed to prelude improper hookups. All wires to and from the connectors shall be color coded and/or appropriately marked. Connecting harnesses of appropriate length and terminated with matching connectors shall be provided for interconnection with the communications system equipment. All pins and mating connectors shall be plated with not less than 30 microns of gold. Connectors utilizing solder type connections shall have each soldered connection cover by a piece of heat shrink tubing securely shrunk to insure that it protects the connection. 10. Construction Methods. (1) General. The equipment design and construction shall utilize the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. The equipment shall be designed for ease of maintenance. All component parts shall be readily accessible for inspection and maintenance. Test points shall be provided for checking essential voltages and waveforms. (2) Electronic Components. All electronic components shall comply with Special Specification, "Electronic Components". (3) Mechanical Components. All external screws, nuts and locking washers shall be stainless steel; no self-tapping screws shall be used unless specifically approved by the Engineer. All parts shall be made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum or brass. All materials used in construction shall be protected from fungus growth and moisture deterioration. An inert dielectric material shall separate dissimilar metals. 11. Documentation. The documentation requirements shall be in accordance with Special Specification, "Testing, Training, Documentation, and Warranty," Article Testing. The testing shall be in accordance with Special Specification, "Testing, Training, Documentation, and Warranty," Article 2. Testing shall also include the following: (1) To verify operation of the RS-232 link from the central site to the field site, the Contractor shall set up the CVE (field) and CVE (central) side by side at a site approved by the Engineer. The site shall be at a location which has 2 ISDN lines available for this test. The Contractor shall furnish bit error rate test (BERT) equipment to measure data errors on the RS-232 link originating at the first serial port of the CVE (central) and terminating at the first serial port of the CVE (field). This test of the RS-232 link

6 shall confirm that the RS-232 link, operating at 2400 bps, has an error rate not to exceed 1 bit per 10 million bits transmitted and is not code sensitive. Additionally, the Contractor shall supply a dual trace oscilloscope and demonstrate that the time delay of characters transmitted over the RS-232 link do not exceed 500 milliseconds, and that the delay experienced is relatively constant to within 10 milliseconds. (2) To verify operation of the field site and central site CVE, together with operation of their ISDN link, the Contractor shall demonstrate that video images can be transmitted at a satisfactory rate from the field location to the central location. The Contractor shall supply a video cassette recorder (VCR) and tape of traffic scenes for this test. The VCR shall be connected to the CVE (field) and the traffic scene tape shall be played back, providing input to the CVE (central). The Contractor shall demonstrate that the traffic scene is being received at the central site and displayed on a video monitor. Further, there shall be a screen indication at both the field and office sites that the ISDN B channels are bonded. The frame rate demonstrated at the field site shall be at least 6 frames per second for a traffic scene which has 30% of the scene being updated by moving vehicles. Test Equipment. The Contractor shall furnish an ISDN Test Set for proper installation, testing and maintenance of the ISDN service drops. The test set shall meet, but not be limited to the following requirements: (1) Compatible with AT&T 5ESS, Northern Telecom DMS-100, and National ISDN-1 Switches. (2) U Interface meeting ANSI T (3) 40 khz tone generation (U Interface): 0dBm ± 2-dB output (when terminated with 135 ohms). (4) Ni-cad battery capable of 8-10 hours of use when fully charged. (5) AC wall adapter/charger for the Ni-cad battery capable of charging the battery in 4-5 hours. The test set shall also have, but not be limited to, the following features: (1) Single B channel or dual B channel BERT. (2) Automated call yourself BERT. (3) FEBE and NEBE testing. (4) 64-k and 56-k data and voice calls. (5) On-line assist key that explains complex messages in simple to understand language. (6) 20-location, 19-digit repertory dialer. (7) Last-number redial. (8) Low-battery indication

7 (9) 12 volt DC vehicle adapter/charger. 13. Training. The training shall be in accordance with Special Specification, "Testing, Training, Documentation, and Warranty," Article Warranty. The warranty shall be in accordance with Special Specification, "Testing, Training, Documentation, and Warranty," Article Measurement. The Compressed Video Equipment (field), Compressed Video Equipment (central), Smart Shelf and ISDN Test Set will be measured as each unit furnished, installed, made fully operational and tested in accordance with this special specification. 16. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement," will be paid for at the unit bid price for "ISDN Comp Video Equip (field)", "ISDN Comp Video Equip (central)", "High Speed ISDN Network Terminating Unit", or "ISDN Test Set". These prices shall be full compensation for all equipment described under this Item, all cables and connectors, all documentation and testing and furnishing all labor, materials, warranty, training and equipment necessary to complete the work
