ACF2/CICS UCP API calls will return the MRO default ID instead of the logonid which was explicitly signed on. Sign on at the TOR before CRTEing, so that ACF2/CICS logonid inheritance allows the ID you signed on with to be used on the AOR. The ENF 71 signal is issued to alert listeners to a possible change in a user's or group's authorizations to resources.
