Yes No Executive Summary: In May, 2015, CDM Smith presented to the City Council a report on the proposed Facility Plan Update for the Wastewater Treatment Plant (WWTP) to comply with unfunded mandates for the new Phosphorous/Nitrate removal standards. During this discussion, the likelihood that the necessary communication as well as Supervisory Control and Data Acquisition (SCADA) software system upgrades would not be included within the overall construction project. This is due to the proprietary nature of the software and logic controls already in existence. In order for plant processes to make full use of the automatic adjustments to controls that will be available with the WWTP Facility Plan Update, communication improvements will be needed. Additional improvements other than the hardware and software improvements will include a fiber network to each building at the Wastewater Plant which will communicate to the SCADA computer and make automatic adjustments to controls based on set points. The current radio system is out of date with components that are no longer supported and lacks the capability to make the control adjustments the

2 203 equipment that will be installed with the WWTP Facility Update provides. Staff proposes to replace enclosures that will contain the electronics, interface terminals, and PLC s to communicate with the SCADA system at 5 plant processes, a map is attached for your review. The hardware that will be installed in this project are proprietary to Allen-Bradley CompactLogix. The Electric Utility has reviewed the plans to install the fiber optic network and determined that they neither have the equipment to install the equipment nor with their duty assignments, the scheduled time to complete the installation without necessitating significant overtime involving weekend operations. Finally, the existing SCADA system s programming is proprietary to Tri-R Systems. Even if the project was submitted to Bid Letting Process, that they would have to be included as a consultant for the project. Therefore, after reviewing the attached letter from Superintendent VanGyseghem, it is my recommendation that the City Council waive Competitive Bidding and award the WWTP SACAD System Upgrade and Fiber optic Network Installation Project as outlined in the attached proposal dated January 25, Attachments: (please list) Superintendent VanGyseghem Memo dated May 3, 2016 Tri-R Systems Incorporated proposal dated January 25, 2016 Resolution Recommendation / Suggested Action: (how item should be listed on agenda) Respectfully recommend that the City Council waive competitive bidding and authorize the acceptance of the proposal from Tri-R Systems Incorporated of DeKalb, Illinois to complete the 2016 WWTP SCADA System Upgrade and Fiber Optic Network Installation Project in the amount not to exceed $225,000.00

3 204 PUBLIC WORKS DEPARTMENT MEMORANDUM May 3, 2016 Memo To: From: Rich Babica, Public Works Director Bob VanGyseghem, Superintendent of Water & Wastewater Re: SCADA & Fiber Improvements at WWTP The Wastewater Plant has eight (8) different process stations that communicate to the SCADA system. Currently the eight stations communicate by radio wave in a circular pattern going to each station before returning to the main SCADA terminal. Older technology with slow communications will be problematic once the process improvements are made to comply with phosphorus limits. In order to improve the communication with the updated process stations, staff recommends that a fiber network be installed. The fiber network will allow for automatic adjustments to process equipment 24/7 based on programed set points. This will be very similar to how the Water Treatment Plant operates. Along with the fiber network, outdated control and communication enclosures will need to be replaced. Three (3) of the enclosures will be replaced as part of the construction contract for the phosphorus regulations. The remaining five (5) enclosures will need to be replaced prior to the phosphorus improvements. This will allow for a better integration process plan when the other three (3) enclosures are installed as part of the construction contract. While construction is underway, the plant will need to operate at the same time. Staff proposes to prepare and plan for optimal operation of the plant so not to exceed any of Geneva s NPDES Permit limits. In 1998 as part of the Wastewater Plant expansion project, the system integration portion of the project was included as part of the overall bid package and under the control of the general contractor. Significant problems occurred as a result of this. Construction delays, incomplete display screens, inability to trend or access historical data, no data acquisition or summary tables, and programing errors resulting in the catastrophic failure of a $50,000 piece of equipment are examples of issues that staff has had to overcome. The system integrator ended up filing for bankruptcy and staff was left with a system that has not worked properly since. In 2007 as part of the construction of the New Water Treatment Facility, the system integration portion of the project was taken out of the overall bid package due to the problems experienced at the Wastewater Treatment Plant. A contract for professional services was negotiated with Tri-R Systems and approved by the City Council waiving the competitive bid process. The Water Treatment Facility project as a whole went very well. The Water Treatment Facility was awarded Project of the Year by the American Public Works Association and when receiving the award special thanks and attention was given to Tri-R Systems for their work. As a result of their work Geneva was able to meet the deadline for compliance with IEPA radium regulations.

4 205 With Geneva facing another compliance deadline for phosphorus removal and after a very successful project with the Water Treatment Facility, it is in the best interest of Geneva to contract with Tri-R Systems for the system integration and fiber network for the Wastewater Plant. Tri-R Systems understands the plant processes, has a commitment to provide quality work, and has an interest in keeping Geneva a client for many years to come. Other clients of Tri-R Systems include St. Charles, Batavia, Elburn, Algonquin, Fox Metro Water Reclamation District, and City of Aurora. Recommendation: As Superintendent of Water and Wastewater, I recommend that the competitive bid process be waived and the City enter into a contract with Tri-R Systems in the amount not-to-exceed $225,000 for the Fiber Network and Control Enclosures as described above and in the proposal from Tri-R Systems.

8 209 RESOLUTION NO RESOLUTION AUTHORIZING EXECUTION OF A PROPOSAL TO CONDUCT THE 2016 WASTEWATER TREATMENT PLANT SUPERVISORY CONTROL AND DATA ACQUISITION AND FIBER OPTIC COMMUNICATION SYSTEMS UPGRADE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GENEVA, KANE COUNTY, ILLINOIS, as follows: SECTION 1: That the City Council waive competitive bidding to conduct the 2016 Wastewater Treatment Plant Supervisory Control and Data Acquisition and Fiber Optic Communications Systems Upgrade. SECTION 2: That the City Administrator is hereby authorized to execute, on behalf of the City of Geneva, a Proposal to complete the 2016 Wastewater Treatment Plant Supervisory Control and Data Acquisition and Fiber Optic Communications Systems Upgrade, in the form attached hereto at Exhibit A. SECTION 3: This Resolution shall become effective from and after its passage as in accordance with law.
