9 Lessons learned from the ETS 2009 MARS Conference, th November, 2009, Taormina 9 Feasible to be done in relatively short time frame the whole procedure can be completed in 2-3 months More guidance is needed some quality measures are considered to be vague and complicated and require further clarification Parcels found to have potential critical defects, are not necessary erroneous Additional analysis and explanation of these potential defects in the national context is necessary The land cover mapping in that large scale is not a straightforward process Specific mapping/coding rules needed to be defined, especially if landscape features are to be mapped. VHR Orthoimagery from CwRS is a sufficient source for ETS, but in some cases the use of ancillary reference data, improves the decision process time factor needs to be considered when archive data is used some features are difficult to be mapped properly using the current VHR image profile

14 MS reflection after workshop: top MARS Conference, th November, 2009, Taormina 14 There is a general satisfaction on the development of the new quality indicators, replacing the 75/90% rule. Standardisation of LPIS inspection tests for unbiased evaluation (and comparison between past and current situation, as well as between countries) should be nr1-priority; The ongoing work on the QA framework should be more transparent to MS, working documents should be published asap, thresholds should be discussed and established with respect to the type and particularity of the reference parcels in each MS ( the biggest concern was expressed by MS who have relatively small parcels);

15 Member States reflection: top MARS Conference, th November, 2009, Taormina 15 Examples of MS with a developed QA policy demonstrated that a controlled way to upkeep LPIS is more cost-effective than getting important disallowances or than organising an overall upgrade of the system; For landscape features (LF), MS expressed that messages from Dublin and Tallinn workshops were confusing - register / not register, to digitize / not digitize. A consolidated position is needed. Cost-benefits of the registering of LF should be evaluated. No need for a standardized European landscape, local particularities should be preserved. We need to address the semantic problems for eligibility/land cover/land use, and elaborate more the temporal aspects of eligibility.

16 WS conclusion JRC view 2009 MARS Conference, th November, 2009, Taormina the WS was highly informative with open presentations of the MS. MS started sharing technical information and documentation. 2. the proposed quality framework is generally wellcomed, but the documentation and guidelines need improvement. A trial year (without compliance thresholds) was request 3. there is a discrepancy between the nominal specification of the Regulations/guidelines requirements (1/10.000, 2.5m RMSE, 0.1ha MMU) and many actual LIPS systems (1/2.500, 25cm resolution, 0.01ha measurement) 4. MS request mapping/registration guidelines on eligible landscape features 5. MS request quality compliance thresholds that take into account the local agricultural practices
