2 The beginning One day, few years ago, we decided to implement INSPIRE seriously 2

3 The sources The first step was to identify the available sources 3

4 The sources Cartographic base o Scales: 1: and 1: o No topological relationships o Divided and updated per tiles (about 4.000) o Designed to make paper maps o Several themes: HY, TN, BU, Administrative units o Official boundaries database at national, regional and local level Geographical names o More than 1,250,000 named places 4

5 The sources Addresses o Collaborative project (cadaster, statistics, postal codes, ) Others o Digital terrain model o Satellite and aerial photos o Land cover 5

6 The databases The second step was to populate a database 6

7 The databases From Oracle Spatial to Postgres/Postgis o Not license costs o A lot of geometric functions o Good performance o Pgpool for high availability and scalability migration 7

8 The view services The third step was to develop view services 8

9 The view services WMS and WMTS o Compliant with the Technical Guidance for the implementation of INSPIRE View Services 3.1 Spanish & English Capabilities Metadata for each layer (linked to the Discovery Service) Several services for several INSPIRE themes o Technology Open source software Varnish GeoServer: WMS (vector) & WMTS Mapserver: WMS (raster) 9

11 The transformation The next step should be to develop download services but 11

12 The transformation It s not necessary to have structured data to develop a WMS or WMTS but it s not possible to develop a WFS providing data INSPIRE conformant So, we started a transformation process TN HY AU INSPIRE 12

14 The transformation Unfortunately, it s not possible to structure all our data: o There are not topological relationships in order to create networks (TN, HY) o Some attributes are missing o Some inconsistences between tiles (updating) o CRS, formats, not integrated sources, 14

15 The WFS Now we have structured data in a database so we can implement WFS 15

16 The WFS Software o Deegree 3 o Matching between INSPIRE XML Schemas and fields and tables of our databases o Themes: AD, GN, AU URLs: o o o 16

17 The ATOM Finally, we decided to inspire our data download center 17

18 The ATOM+OpenSearch We are providing datasets by our data download center since 2007: o o o o You have to register and log in Only one file per session Two types of datasets: National Reference Datasets (AU, GN) Free and without license Others (cartographic base, topographic maps, ortophotos, ) Free but only for non commercial purpose Very successful service (ftp) 18

19 The ATOM+OpenSearch This year we have developed the ATOM + OpenSearch service o o o URL o Using the same database of the data download center For datasets related to INSPIRE themes (but non INSPIRE compliant) Not only for vector datasets but also for raster 19

20 Next steps We have to structure the rest of our data at 1: scale according to INSPIRE requirements (data reengineering ) Then we will be able to provide: o WFS for HY, TN at small scales for direct access and querying features o ATOM + OpenSearch for predefined dataset INSPIRE compliant New services adding value based on WFS: o Geocoding, route calculation, geoprocessing 20

21 Next steps New services adding value based on ATOM: o Automatic update of repositories o Some problems: Formats Multiple files Improve our data download center Easier, more friendly, multiple downloads Improve our data policy 21
