On Design and Commercial Deployments of DVB-RCS Satellite Networks and Adaptation to Mobile Satellite Services Dr. Bjørn Roger Andersen Telenor Satellite Services
a satellite network operator s view on DVB-RCS
Agenda Presentation of TSS DVB-RCS solution DVB-RCS system design philosophy Commercial deployment Adaptation to mobile satellite services Mobile DVB-RCS
TSS DVB-RCS System Overview NSS 7 IS INTERNET INTERNET INTERNET DVB-RCS Southbury DVB-RCS Nittedal DVB-RCS Uvaly/Prague Terralink TM Service Provider Content Provider LE SME SOHO Organisations
TSS DVB-RCS Satellite Coverage Zones IS NSS 7
DVB-RCS What It Is DVB-RCS is an ETSI standardised protocol agreed upon between operators and industry for provision of Asymmetrical Broadband Satellite Services DVB-RCS shall ensure development of relatively low-cost satellite terminals through multi-vendor productions DVB-RCS is a transport platform for bringing IP data, audio and video to and from remote terminals DVB-RCS does not cover QoS classes TCP/IP enhancement Accounting and billing These are supposed to be operator specific
Operator Specific Functionality Capacity and Network Management Traffic handling Capacity assignments, administration and control Network administration and control TCP Enhancement Countermeasure the negative impact from satellite link delay on the TCP protocol Accounting and Billing
DVB-RCS System Design Philosophy Layered Design Model Customer Layer Service Layer Connectivity Layer Transport Layer TCP Acceleration Customer Requirements Customer Directed Services Network & Capacity Management DVB-RCS Transport Platform Accounting & Billing Customer DVB-RCS Services Operators DVB-RCS Equipment Manufacturers
Service Repertoire This system design philosophy supports implementation of services like: Internet access access VoIP Video conferencing Intranet solutions - Large enterprises - Small and medium enterprises - Organisations (humanitarian, governmental, military, health).satisfying different QoS requirements
Commercial Deployment of DVB-RCS Ku-band and Ka-band satellites power limited rather than bandwidth limited Most cost-efficient utilisation of satellite power resources when a DVB-S(2) forward link carrier saturates a transponder DVB-S forward link most traffic insensitive in most DVB-RCS systems Deployment scenarios Use of traditional satellites Use of multiple spot beam satellites Satellite capacity costs a major concern Multiple spot beam satellites yield lower satellite capacity costs Which is the most feasible deployment scenario?
Deployment on Traditional Satellites Few beams, wide beam coverage areas Cover large geographical areas Simple gateway with a few DVB-S forward channels Moderate investment Can tailor gateway complexity and investment to customer growth However: Low financial risk Existing Ku-band space segment tariffs a major concern regarding increased market penetration
Deployment on Multiple Spot Beam Satellites Allows smaller and more cost-efficient terminal designs Utilisation of frequency reuse to increase overall satellite capacity Significant reduction in satellite capacity costs Only feasible solution for satellite networks requiring high capacity However: Requires a complex gateway when all beams are to be served At least one DVB-S(2) carrier per beam DVB-RCS return carriers form all beam to be supported High upfront investment in gateway More risky business case
Comparative Analysis Mission: Evolve DVB-RCS service in Eorope & Middle East for 10 years Two deployment scenarios: Scenario 1: Use of traditional satellites whole period Scenario 2: Use of multiple spot beam satellites after 3 years Analysis performed by means of Net Present Value (IRR of 25 %) Investment in gateway Investment in satellite capacity lease Costs related to operation of gateway
Definition of Scenarios 10 years 3years 7years 7 years 7years 18 spot beams 40 spot beams 57 spot beams Scenario 1 Scenario 2
Comparative Analysis First exercise Mission: Quantify the improvement in the business case (NPV) choosing Scenario 1 over Scenario 2 Same end-user charging in both scenarios No reduction in end-user charge due lower satellite capacity cost in Scenario 2 Analysed for the following cases: Contention ratio distribution among end-users End-user charge Contention ratio 100/1 25/1 10/1 5/1 Case 1 20% 65 % 10 % 5 % 5.5 USD/kbps Case 2 5 % 25 % 45 % 25 % 5.5 USD/kbps Case 3 20% 65 % 10 % 5 % 2.25 USD/kbps Case 4 5 % 25 % 45 % 25 % 2.25 USD/kbps
Comparative Analysis Improvement in NPV Improvement in NPV in % Accumulated no. of terminals after 10 yers Case 1 Improvement in NPV in % Accumulated no. of terminals after 10 years. Case 2 Improvement in NPV in % Accumulated no. of terminals after 10 years. Case 3 Improvement in NPV in % Accumulated no. of terminals after 10 years. Case 4 18 spot beams, transparent transponders 40 spot beams, transparent transponders 57 spot beams, transparent transponders 18 spot beams, transparent transponders & OBP 40 spot beams, transparent transponders & OBP 57 spot beams, transparent transponders & OBP
Comparative Analysis Second Exercise Mission: Quantify the impact on the business case (NPV) when reducing the end-user charges due to lower satellite capacity cost associated with spot beam satellites Use Scenario 1 with no end-user charge reduction as reference. End-user charges reflects the prices to the market as for today Reduce satellite end-user charges in accordance with lower satellite capacity costs 18 spot beam satellite: Reduction by 3 40 spot beam satellite: Reduction by 8 57 spot beams satellite: Reduction by 10
Comparative Analysis Impact on NPV NPV in MUSD Accumulated no. of terminls after 10 years. Accumulated no. of terminals after 10 years. Case 1 Case 2 NPV in USD.
Comparative Analysis Findings and Conclusions Business case (NPV) more sensitive to low end-user charging than to low satellite capacity costs Reducing end-user charges when using spot beam satellites, the operator must increase the terminal sale significantly to maintain a good business case Requires considerable investments in increased sale and distribution efforts Scenario 2 more risky than Scenario 1 When using spot beams satellites low end-user charges should be carefully chosen to maintain a good business case, considering a realistic market penetration Spot beams satellite also important to provide sufficient satellite capacity to a reasonable costs for bandwidth intensive satellite networks
Adaptation of DVB-RCS to Mobile Services Put on the agenda by some industrial players and operators Have been debated in DVB-TM No modifications or extension of existing DVB-RCS standard Additional annex to Guideline Document Wavecall (maritime DVB-RCS) solution have been in operation for some years No commercial success yet New maritime DVB-RCS systems introduced this year Nera EMS
Adaptation of DVB-RCS to Mobile Services Major concerns: DVB-RCS air interface not adapted to mobile satellite channels, and the performance may be degraded due to No guarantee for line of sight to satellite Doppler effects Shadow effects and complete blockage Multi-path transmissions Rigid synchronisation solution supposing the terminal to be fixed Mobility may cause sever timing errors if caution is not taken Use extended guard times between time slots Increase the interval for the SYNC bursts transmissions Pre-correction of timing locally at the terminal based on GPS information Reduces efficiency regarding bandwidth utilisation
Adaptation of DVB-RCS to Mobile Services Some feasible solutions Earth Station on Vehicle (ESV): - Maritime DVB-RCS on slow maritime vessels - Land-mobile DVB-RCS, operated when vehicle is parked - Requires licence for operation in Ku-band For land-mobile vehicles in motion, the performance of DVB-RCS services will be degraded - Frequent loss of line of sight to the satellite - Shadow effects - Doppler effects DVB-RCS may not be well suited
Mobile DVB-RCS Future trend in mobile satellite services Utilisation of Ku-band and Ka-band Services requiring higher bandwidth/capacity Convergence with broadcast services DVB based solutions are interesting in this context Must adapt the solution to mobile satellite channels Air interface System solutions Extend the standard to cover RF and antenna specifications Major emphasis on cost efficient terminal designs
Mobile DVB-RCS - Conclusion Mobile DVB-RCS requires a major extension of the existing DVB-RCS standard DVB-RCS ESVs described previously only interesting for a limited time frame Not regarded as a significant market potential Thank You!
