3 History of what's happened todate & going forward Proposed curriculum submission made in Nov 2014 Submission on AWOL till Jan 2015 NLA approved as AQP August 2015 SLA agreements signed in Feb 2016 for DQP Through Educations committee in July 2016 QAS workshop August 2016 Revamped qual based on QAS workshop proposed on 9 th Sept 16 Public comment closed 12 th Sept Revised docs now at QCTO for final approval & submission to SAQA for registration Hopefully before year end Delays possibly a good thing in getting the qual back to the basics & not the Rolls Royce it initially was 2017 finalising all the assessment requirements & testing the system Setting up of theory modules by approved providers 2018 roll out of 1 st delegate registrations
4 Philosophy of qualification a slight deviation to the previous approach To train laboratory testers In the theoretical components appropriate to their working conditions For all commercial, quarrying, readymix, fluid bituminous products, asphalt, clients & contractors laboratories To understand the basics of what is required for the testing of civil materials And to be able to undertake the basic test methods applicable to their operation NB!! It is NOT meant to deem them competent on EVERY SINGLE POSSIBLE TEST METHODS these can be added over time by some approved means Or added into the course where required by a particular client

Internal assessments Covers ALL theory modules ALL listed methods Record of results Theory modules Practical modules Work place modules Minimum pass mark 75 % across the board Successful statement of results allows access into external assessment
16 RPL Access to qualification: Accredited providers Approved workplaces may recognise prior learning against relevant access requirements. Readiness assessment Identify readiness to undertake qualification Identify gaps in knowledge Access to external integrated summative assessment: Accredited providers Approved workplaces must apply internal assessment criteria specified in related curriculum document to establish & confirm prior learning. Accredited Providers Workplaces Must confirm prior learning by issuing Statement of result Certified work experience record.
17 Accredited Providers, Mentors, supervisors, assessors & moderators Accreditation of providers done against criteria as reflected in relevant curriculum thru QCTO Facilitators, Assessors & Moderators competencies related to 10 years laboratory experience Education, Training and Development (ETD) related experience &/or qualification to facilitate, plan & conduct assessment &/or coaching competency as the minimum requirement. Practical modules Facilitator/learner ratio 1 to 15. Assessor/learner ratio 1 up to a max of 10. Work place modules Supervisor/learner ratio 1 up to a max of 10
18 Physical & Legal Requirements - PM Physical Legal Access to simulated or working laboratory Access to categories of tools / equipment in order for learners to practice the skill including: Equipment for tests of various complexities for identification Equipment for tests of various complexities for simulated or working assembly and setting up Access to specified test methods, standards and stationary Compliant with SHE (HSE), Risk & Quality (SHERQ) requirements Compliant with Compensation for Occupational Injuries and Diseases Act (COIDA) requirements Compliant with Occupational Health and Safety Act, 1993 Construction Regulations, 2014 Relevant Regulations and requirements for handling nuclear density gauge (where applicable)
19 Physical & Legal Requirements - WM Physical Access to operational laboratory Access to categories of tools and equipment in order for learners to experience the skill including: PPE Equipment for applicable tests Access to specified test methods, standards & stationary Legal Compliant to all relevant labour relations & employment legislation Compliant with SHERQ requirements Compliant with COIDA requirements Compliant with Occupational Health and Safety Act, 1993 Construction Regulations, 2014 Relevant Regulations & requirements for handling nuclear density gauge (where applicable)
20 External summative assessment External assessment conducted through combination of written assessment practical registered assessment facility. by QCTO registered assessors. Combination of both assessment will be conducted over a period of 1 working days per material type. During both theoretical & practical assessments, learner must demonstrate knowledge and understanding of executing sampling, sampling preparation laboratory testing to predefined standards of construction materials for civil engineering construction works
21 External Assessors, moderation & certification issues CRITERIA FOR THE REGISTRATION OF ASSESSORS & MODERATORS Minimum of 5 years' experience as TS in specific focus (part qual) area in a SANAS accredited laboratory OR Minimum of 5 years' experience as TS in ALL focus areas in case of full qualification in a South African National Assessment System (SANAS) accredited laboratory OR Registered TA with SANAS OR Registered with ECSA as an engineering professional with 5 years laboratory experience in assessment focus area(s) Registration done thru NLA
22 Assessments formative, internal & external integrated summative INTERNAL Statement of results Must cover ALL outcomes KM - knowledge/theory PM - practical training WM - work place experience Includes ALL methods named in the qualification doc This allows them access into the external integrated summative assessment thru the AQP EXTERNAL (by AQP = NLA) Doc revised to reflect reduced test methods & intergrade assessment If not - it'll be an exact replica of what s already been internal assessment Need to integrate all components into external assessment of test methods Remove tests by name allowing for only a selection of methods for each assessment HSE, 17025, sampling, maths, house & record keeping, apparatus setup, calibration & verification, etc all to be covered in an integrated manner
23 Example of internal outcomes vs external outcomes using an aggregate example INTERNAL OUTCOMES PM-12, Determine particle distribution and particle shape of aggregates, NQF Level 5, Credits 5 The learner will be required to: PM-12-PS01: Determine particle size distribution of aggregates by sieving PM-12-PS02: Determine the average least dimension of aggregates by direct measurement PM-12-PS03: Determine the flakiness index of coarse aggregates PM-12-PS04: Determine sand equivalent of fine aggregates Internal Assessment Criteria IAC0101 The sample is prepared for sieving as required by the test specification IAC0102 Equipment is set up and prepared in accordance with the test requirements IAC0103 The sample is subjected to the test procedure specified EXTERNAL OUTCOMES (proposed changes) Associated Assessment Criteria A representative test sample is extracted using a sample reduction method in accordance with test method requirements; Undertake basic aggregate shape and size tests in accordance with test method requirements; Determine strength, and durability and various density characteristics of aggregates in accordance with test method requirements; Material properties of aggregates are determined through chemical and other special tests all in accordance with test method requirements; A fundamental knowledge and understanding of the key terms, rules, concepts, established principles and theories are demonstrated of sample preparation, physical testing, calculations and submission of results for aggregate materials. IAC0104 The test results are computed as per the test specification and documented in accordance with the testing laboratory procedures
