6 VOLTAGE MANAGEMENT FOR DR Why is AEC using DR: TVA modified rate structures in April 2011 Moved from an energy-only rate to a demand + energy rate AEC wanted to push voltage as low as possible to shave peak demand and reduce wholesale power cost, but not sacrifice service quality AEC can save $9.03 for every KW reduced 6
7 LEGACY VOLTAGE MANAGEMENT Legacy Voltage Reduction Program Started program in April 2011 Control voltage at substation level with voltage regulators using SCADA Set for flat 2-3% reduction in non-extreme weather Unable to make further reductions/cost savings because of limited visibility Limited confirmation of operation Uncertainty of the voltage level of members at end of line Reliant on customer call-in for low voltage issues 7

10 WHAT IS CLVR? AMI-Enabled CLOSED LOOP VOLTAGE REDUCTION (CLVR) Uses AMI data to create feedback loop for SCADA voltage regulator operation. Dynamically raise/lower voltage to thresholds in real time, maximizing peak shaving ability Automatically prioritizes delivery of sag/swell notifications Integrates with SCADA using DNP 3 protocol Why is AEC using CLVR for DR: Easily integrated with existing SCADA system Provides needed end of line voltage information used in voltage reduction decision process Goal is to implement voltage reduction levels at 4% 10
11 VOLTAGE MANAGEMENT FOR DR How AEC is using CLVR: SCADA control of substation LTC s/regulators Control 80% of load/81% of customers Voltage reduction at bus (Normal 125.5V 7,970V) 1% Option volts (124.3V) (7,890V) 2% Option volts (123.0V) (7,810V) 3% Option volts (121.7V) (7,730V) Continuously monitor down-line voltage readings Use Beckwith LTC/Reg Controls and Advanced Control Systems Regulator Controls to initiate voltage reduction Operating Supervisor responsible for initiating & monitoring voltage control Provides decision support to determine when to trigger DR events CLVR application is currently being applied primarily for demand response to avoid peak demand charge 11
12 CLVR VOLTAGE CONTROL STRATEGY 1. Initiate voltage control on 1 st day of month during predicted peak hour to establish monthly peak demand 2. If future day of month exceeds 95% of established peak demand, initiate voltage control during predicted on-peak times to establish NEW peak demand 3. Continue same strategy, ratcheting peak demand each time. Provides high confidence that actual peak was captured during the month. A learning process for our Operating Supervisors!
