4 1 System Characteristics 1.1 Logical Processing Controller (LPC) The Logical Processing Controller is used as the sub-component to the Security Management System for the purpose of initiating all decision making criteria as it relates to the cardholders, readers, and associated hardware connected. Decisions made by the LPC are uploaded to the host computer as historical events. Each LPC shall: The LPC shall be listed for Underwriters Laboratory (UL): UL294 (Access Control System) UL1076 (Proprietary Alarm Monitoring System) CE and FCC Mark Support Leap Year and Day Light Savings time periods without the need for future software or hardware updates Autonomous distributed processing which accommodates operation without the need for the LiNC-NET Host PC to be online to the controller. Thus no decisions shall be relied on this Host but are instead made entirely at the controller Utilize RS-232 Protocol for Direct Connect communications to a single controller at a distance of up to 25ft. Utilize RS-485 Protocol for Multi-drop communications of up to 16 controllers at a distance of up to 4,000ft. Utilize Ethernet Protocol for LAN communications of up to 100 meters per network segment. Utilize Auto Dial-up communications via an External U.S. Robotics Modem through RS-232 Protocol Have the ability of supporting a minimum of 2 individual readers that utilize the Wiegand Electrical Interface Standard at a cable distance of up to 500 feet within a single enclosure with the ability of expanding to 10 readers while consuming only one terminal address with the IQ 200 and a minimum of 4 and maximum of 12 for the IQ Have a minimum of 10 inputs and 6 outputs expandable to 46 input points and 42 output points (IQ-200 through IQ-1200/out) Include a supervised (180Ω by 300Ω or 1KΩ by 1KΩ) egress and door sense input for each door. Egress and door sense inputs may also be configured for unsupervised operation which eliminates the need for aforementioned resistor networks Detect Door Forced Open and Door Ajar. A separate action is possible for each Allow software assignment of a card reader, egress sense input, door sense input, door relay output, alarm control voltage output to any peripheral address within the same controller Support up to 64 time periods 32 Standard and 32 Holiday (only 30 of each are programmable) A total of 7 start/7 stop intervals, per time period, shall be included Support a minimum of 999 authorization groups with the potential of up to 99,999 based upon software version employed. 5 Each authorization group shall include one (1) time period Each cardholder shall support four (4) authorization groups Each authorization group shall have an alphanumeric description Support up to 365 user selected holidays or 366 during leap year Allow all unused door logic such as relays (Form C dry contacts rated at 24vdc power); egress sense inputs, door sense inputs, and alarm control outputs (open collector outputs rated at ma) to be re-assigned as general purpose resources Support optional modules for additional customization of inputs and outputs. The following modules shall be available: Supervised Alarm Modules. A minimum of 8 or 16 additional supervised sense inputs shall be provided for the detection of alarms Input Point Module: A minimum of 16 additional unsupervised sense inputs shall be provided Combination Module. Where inputs and outputs are necessary within the same enclosure, a combination of 16 unsupervised sense inputs and 16 Form C (rated at 24vdc) dry contacts shall be provided Support a minimum of 8,000 and expandable to 20,000 cardholder assignments Support a minimum of 4,000 history transactions in the event communication to the host is interrupted. Special firmware and expanded memory can provide up to 100,000 cards and 60,000 history transactions Each LPC transaction shall be time-stamped with the following: Date (Month, Day, Year) Time (Hours, Minutes) Message Text (Description of transaction) Support the downloading of cardholder names in addition to the cardholder number Support reader detection. In the event of an unplugged card reader or cut/disconnected wiring, a reader disconnected transaction will be logged and a corresponding alarm annunciated. Unused card reader ports may be silenced via installing a 470Ω 1W dummy load resistor at each unused card reader port. Using this dummy load will result in a reader connected status at each associated card reader port Backup programmed data for a minimum of ninety (90) days without AC power. Battery protected memory for non-volatility Maintain historical information for a minimum of ninety (90) days without AC power Support autodial-up communications via U.S. Robotics External RS-232 Modem. Protocol employed is 8 data bits, 1 stop bit, no parity, XON/XOFF software flow control at 9,600 bits per second baud rate Automatically adjust for Daylight Savings Time and Leap Year independently from the host system. And re-synchronize to the Host PC at the start of day or when brought on-line to the Host Be supplied with battery backup for a period of four (4) hours Page 5 of 10 IQ Series A&E Specifications

6 Support a variety of reader technologies. Only non-proprietary readers shall be approved. Include manufacturer, model number, and cut sheet with proposal Card readers shall be provided with the ability of illuminating a Red LED when the door is locked and a Green LED when the door is unlocked The LPC shall show the following characteristics using the bicolor LEDs: Power LED (constant red LED) Card data is being processed (winking LED adjacent to each card reader port) Access authorized (solid green LED) Denied access (constant red after card data processing) Escort authorized slow blinking of alternating Red and Green LED s for an interval of up to 12 seconds TPMOR (Two Person Minimum Occupancy Rule) slow blinking of alternating Red and Green LED s for an interval of up to 12 seconds Invalid PIN code If card holder incorrectly inputs their Personal Identification Number an invalid PIN counter is incremented from a count of zero. Upon a valid PIN code being entered the invalid PIN counter is reset back to zero. However, upon a 4 th improper PIN code being entered, the invalid PIN counter is reset back to zero and PIN Retry error is logged and annunciated The following card/reader technologies as a minimum: Magnetic Stripe (swipe/insert) Proximity Bar Code Biometrics (finger print/hand geometry) Wiegand (swipe/insert) Protech Barrium Ferrite (swipe/insert) Vehicle Information (proximity RF ID) Keypad Support multiple card reader technologies and card encoding formats simultaneously Support card plus pin, card, or pin only type readers Support a minimum of three (3) Card Classes, Class A, B, AB, or none, which can be utilized with User Programmable Logic to interact with external devices or functions, such as lights, sirens, or HVAC. Card access, card denied, or Durress output activation Integrate each physical input independent of its polarity: normally open or normally closed Maintain the expiration date for each cardholder. Once the date is reached the card will automatically be disabled. No access shall be authorized Maintain a second expiration date for each cardholder. The second expiration is only enforced for Park In and Park Out type card readers. This date shall be used to prevent access to a unique group of readers, such as parking lots Page 6 of 10 IQ Series A&E Specifications

7 or recreational facilities. Once the date has expired the card shall be disabled only for this group of readers Maintain three (3) access times for each door location: Standard, Long, and Egress STANDARD ACCESS time shall be used for the majority of the cardholders and shall support a range from seconds (STANDARD SHUNT = seconds) LONG ACCESS time shall be assigned to cardholders who require extra time to enter/exit a location, such a delivery persons, or to meet Americans with Disabilities Act (ADA) requirements. The LONG ACCESS time shall support from seconds. A LONG SHUNT time shall also be required to prevent a door held open alarm exceeding the standard shunt time (3 255 seconds). The time shall not require additional hardware nor be dependent on the host for the decision EGRESS time shall be used for request to exit devices and support a time between seconds Have the ability to maintain an automatic door unlock during specific hours and days Be required to activate the automatic unlock only after the first valid card access at that location within a pre-defined period of time Support three (3) zones of anti-passback: Building, Department, Parking Support three (3) levels of anti-passback: Strict, Soft, and Lenient STRICT anti-passback prevents tailgating in that in order for a cardholder to be granted access to or departure from a secured area, they must have first used their card to gain access into the secured area. Violation of this requirement to depart and an entry/exit error is logged and annunciated. Thus card readers are required on both sides of a door when employing any anti-passback enforcement SOFT anti-passback permits tailgating as it will not inhibit a cardholder from being granted access to or departure from a secured area although they did not use their card to gain access into the secured area. However, violation of this provision results in the cardholder generating an entry/exit error being logged and annunciated. Thus card readers are required on both sides of a door when employing any anti-passback enforcement LENIENT anti-passback permits tailgating, however upon the first occurrence the cardholder is denied access into/out of a secured area and an entry/exit error is logged and annunciated. Then upon a subsequent card presentation at the same reader the cardholder will be granted access. But again, an entry/exit error is logged and annunciated. With each additional subsequent card presentations the cardholder will alternately be granted and then denied access, although an entry/exit error is always logged and annunciated. 8 Utilize User Programmable Logic (UPL) for influencing door relays, alarm control (external shunt/local alarm output), open collector output transistors, and general purpose relay and transistor outputs Outputs may be influenced based upon: Card transaction Authorized Denied Sense input Violation Re-secured Time Period Standard Holiday Each LPC shall allow the following inputs to trigger UPL: Card Access / Card Denied Physical Input Point Time periods Each LPC shall support the following computations for UPL: Increment Count (range ) Decrement Count (range ) Increment by Seconds or Minutes ( ) Decrement by Seconds or Minutes ( ) Clear Reset Flip/Flop (Flip output-toggle) Each LPC shall support the following results from UPL: Activate / De-Activate Shunt / Un-Shunt Pause / Resume (suspend/restore) Override for 1 Cycle=1 transition into/out of a time period Escort/Visitor Control Maintain the assignment of access cards for Visitor Control. Each visitor shall be assigned an Escort Required status requiring an employee or Escort Capable cardholder to grant a valid entry. The decision shall not be dependent on the host All visitor badges shall expire automatically at midnight of the date issued without operator intervention based on programmed primary and secondary expiration dates Two-Person Minimum Occupancy Rule (TPMOR) for high security applications The TPMOR feature requires the first two- (2) people to badge into an area at the same time before access is granted. When the Room Occupancy Count (ROC) is zero (0), then the first 2 cardholders must enter together. As ROC=2, then individuals may enter individually. As long as ROC>2, then individuals may Page 8 of 10 IQ Series A&E Specifications

9 exit individually. However, once ROC=2, then the last two cardholders must exit together. Page 9 of 10 IQ Series A&E Specifications

10 2 Execution 2.1 The dealer shall install all system components and appurtenances in accordance with PCSC s instructions and shall furnish all necessary interconnections, services, and adjustments required for a complete and operable system as specified and shown. Control signal, communications, and data transmission lines grounding shall be installed as necessary to preclude ground loops, noise, and surges from adversely affecting system operation. Provide mounting hardware as required. 2.2 All low voltage wiring outside the control console, cabinets, boxes and similar enclosures, shall be plenum rated where required by code. Cable should not be pulled through conduits or placed in raceways, outlet boxes, junction boxes, or similar fittings with other building wiring. Care should be given to protect the cabling, panels and the enclosure from electrical surges or exposure to lightning. 2.3 The dealer shall perform system testing to ensure it is operable to PCSC s specifications. The test report shall be submitted to the client/end user for approval and sign-off. 3 Warranty 3.1 Warranty the complete system for a period of one (1) year from date of installation, provided equipment is registered with PCSC within ninety (90) days of the aforementioned installation. Warranty shall include repair or replacement of defective product not due to the result of normal wear and tear. 3.2 The dealer shall provide all services required to maintain the system in an operational state as specified by PCSC for a period of one (1) year after acceptance by the end user. 3.3 The system dealer shall include a line item bill of materials included in the project and the warranty associated with each. 3.4 The system dealer shall maintain equipment stock for any high-usage equipment.
