Iowa s Statewide Road Centerline Cooperative Program Bill Schuman, GIS Coordinator Iowa Department of Transportation
Session Outline Current goals of Statewide Road Centerline Project Project challenges Technical environment Current strategies and directions Case study of one success
Project Goals Create and maintain a statewide public road centerline database Accuracy at least 5 m - most will be better (metadata provided) Make the road centerline database the source when looking for regional and statewide road database information The road database is a linear referencing system for much of the transportation data in the state
Project Goals Statewide Needs Increasing need for good statewide road centerline Emergency management applications Homeland security initiatives Intelligent Transportation Systems Related data capture is more accurate GPS locations (signs, crashes, structures, ) Aerial photography used for reference Cadastral layers very accurate Use road designs for data updates
Project Goals Accuracy Improvement
Project Goals Centralizing the Road Database Reducing number of contacts needed to get an accurate road centerline database Four levels of road centerlines being developed (Fed, state, county, city) Integration after-the-fact is difficult Difficult to get a large geographic area Reducing the number of road databases to maintain in Iowa Again four levels of government developing road centerlines Want to make the maintenance timely
Project Goals Centralizing Road Database Maintenance Data User 1 Data User 2 Data User 3 Road Centerline Database Latency Problem x100s DOT Data Maintainer GIS Latency Problem Local Gov t Data Maintainer
Project Goals Centralizing Road Database Maintenance Data User 1 Data User 2 Data User 3 Road Centerline Database Smaller Latency Problem DOT Data Maintainer GIS Local Gov t Data Maintainer
Project Goals Linear Referencing Model Provides a means for integrating many different databases Business data referenced to road using LRS Linear location (mile post, milepoint, address, literal description) Spatial location (x,y pair; lat, long pair) Segmental locations (control segments) Maintain the LRS not just the centerline Allows more data to be integrated Business data can be maintained independent of the road centerline
Project Goals Linear Model - Fixed Segment Length Business Data 0.1 mi 0.1 mi Cartographic Representation
Project Goals Linear Model - Variable Length Segments road_info road_name pavement_type no_of_vehicles jurisdiction guard_rail structure City A Main Street Asphalt Concrete City B city_info structure guard_rail
Project Goals Linear Model - Dynamic Segmentation Pavement Types Traffic Volumes Lane Widths Bridges Data are maintained in individual tables, limiting data redundancy Attributes describe varying extents along a section of roadway Graphic representations of attribute data are generated on the fly
Project Goals Staging Data using Dynamic Segmentation Stage data into segments need by the end users General Maintenance Systems External Data Analysis System #1 System #2 System #3 Various Centerline Data Staged Data LRS Central Data Library Web Application Download Data DOT Internal Analysis CTAMS System #4
Project Goals Statewide Navigable Network link table Link_id from_node to_node node table node_id traversal Link_id
PWR OK WIC0 ACT/CH0 ACT/CH1 WIC0 ACT/CH0 ACT/CH1 ETH ACT COL Technical Environment Architecture of the Maintenance App DOT Internal Data Maintainers LRS Maintenance Application (Thick Client) LRS Maintenance Application (Thick Client) LRS Centerline Database Iowa DOT Ethernet LAN LRS Maint Application w/ Citrix Server VPN Access External Data Maintainers County #1 County #2
Project Challenges Statewide Road Centerline Large number of entities to coordinate 99 counties Approx 25 cities (920+ total) Entities at different development levels Many have no intelligent centerline Some are very sophisticated Funding situation Limited funds for system development Fewer resources available
Current Strategies Getting Partners in Place Finding strategic projects Find win-win projects Find projects where centerlines are needed Find partners Look for progressive agencies/entities Vested interest in the project success Commitment Putting formal agreements in place DO NOT over commit
Current Strategies Current Partner Profiles Projects County/city road centerline development Local gov t gets centerlines and maintenance tool DOT gets very timely centerline updates Want to integrate available data Partners Local gov t gets more data DOT gets additional LRS attribute data Typically early in the centerline process Vested interest in the project success Provide good aerial photography of area
Technical Environment What the Iowa DOT Provides Storage facility for the road centerline data (network, servers, backups) Maintenance application and database for the road centerlines and attributes Road centerline data downloads on a scheduled cycle Supplemental data that the DOT maintains as part of the roads
Partner Case Study City of Des Moines and Metro Emergency Response System E911 call/dispatch center Eventually an eight county area Fire, police (smaller area) Hazmat (larger area) Multiple agencies involved All counties Des Moines MPO Emergency Management Division Census Bureau
Partner Case Study Des Moines Metro Emergency Response All public roads in Dallas, Story, Warren and Polk Counties. Complete NCHRP data model populated for these counties Anchor point/section Transport node/link Route traversals Address range initial population from TIGER
Partner Case Study Des Moines Metro Emergency Response Interagency Agreement Details of what DOT provides LRS Maintenance Application Server/Network access Regular cycle of centerline data for project Initial address ranges Details of what City of Des Moines provides Data maintenance of four county area $50,000 one-time support for the project Support for system development and testing
Statewide Road Centerline Future Goals Work through process with more sophisticated GIS user Continue to develop additional formal interagency agreements - Iowa Road Centerline Consortium (IRCC) Develop a tool to not only maintain the LRS data, but also the road attribute information (web based) Create an official I-Team initiative from this work
Statewide Road Centerline Summary Provides a data source for most road transportation information systems Minimizes redundancy City Government (Utilities, Engineering) County Government (Engineering, Assessor) State Government (DOT, Emergency Mgmt) Federal Government (Census, FHWA) Expend resources to build better and more data, rather than similar copies Benefits homeland security and emergency management
