Nevada Department of Transportation EGL(Event GeoLocator) System OVERVIEW Advanced Geo-location System for Crashes and other linear events Utilized to accurately locate crashes from all Public Safety Agencies within the State of Nevada. Supports locating of crashes from 25 Public Agencies, plus per year. CHALLENGES / OPPORTUNITIES Identifying clustering of crashes is critical to making improvements to save lives Past methods only allowed Nevada to accurately locate 50% of its crashes SOLUTIONS Oracle Database 11g Release 2 Enterprise Edition Oracle Spatial and Graph Oracle Fusion Middleware MapViewer EGL-Event GeoLocator gspell MapSpeller 1 crashmover RESULTS Increased crash location from 50% to 90%+ Reduced crash location from months to days Improved identification of road safety hazards Resulted in enhanced overall GIS network Created foundational statewide GIS/LRS road network Provide ability to create additional safety tools

Problems Solution A) PROJECT OVERVIEW 8
Project Review Problem: Maintaining Accurate Crash Locations In Time Space - relative (LRS) and absolute (X/Y) Repeatable and centralized application Solution: Event Geo Location Tool (EGL) Web and Database Driven Application 9
Problem Location is the key data element needed for tying together safety data elements Summary Data (Crash Book) Available Infrastructure (Bridges, Signage, Pavement) Traffic Data Crash Location is sensitive to many parameters: Map Data Availability Different Lingo for Routes and Roads Collection methodologies and variations (GPS at the Starbucks) 10
Building the Location Variables Location and Aggregation Modeling (Building Section Segment Dimensions) County X Intersection Node City A US50 City B Collision Location 11
Solution (EGL System) Spatial Database Development Leverage /enhance the basic GIS and LRS to a fully integrated data model for linear event processing using Oracle Spatial and Graph Crashes Linear Events EGL Database Routes Names & Alias Ramps Milepost Intsxns 12
EGL Solution Street Types Event Location Engine Classify reference type and clean/parse data Match events to Intersections, Mileposts, Addresses, GPS RegExp Dictionaries Hierarchical Matching Route Names Ramp Names City Route Intsxn gspell Spell Checking Address Matching 13
EGL Solution Resulting Oracle Spatial/MapViewer Framework Provided For New Opportunities Easy-to-build applications Solid data foundation for routes and linear events Easily extend through MapViewer Examples Collision Diagram Straight Line Diagram 14

Example Parsing Using RegExp in Oracle to Classify and Scrub data: Remove extraneous information Standardize Data Example Strings: US HWY 50 East, HWY 6, US-50 Alt Westbound Use Search Pattern: (US-?)?\s*(HI?G?H?WA?Y)?(\d+\s*A?)\s*(LT)?\s*([NWES]).+ Replace with US\3[\4] Results: US50[E], US6[], US50A[W] 17

Example Dictionaries Using GIS/LRS as a basis for Oracle Based Processing: Route Dictionary Scrubbed for local lingo Built by Parsing LRS and Spatial Data and generating unique routes by Region (County FIPS) Spelling Functions use these Dictionaries Intersection Dictionary Route Pairs for every combination of cross-streets 19
Dictionaries Alias Dictionary Used as a backup to generate match candidates Milepost Dictionary To compare and measure candidates as intersections Generates initial Location X/Y (and Lat/Long) with a Milepost measure Accommodate alias milepost systems Ramps Dictionary Special handling for ramps 20
Example Spellcheck Reviewed using Googlespell but it did not give a context to the service (eg our route names are from Nevada not the entire english language) Uses customized open source methods to compare string data Route name dictionaries are built for each county to reduce false positives Example: select spelling_utils.suggest('510', NYLES') from dual; 21 SPELLING_UTILS.SUGGEST('510','NYLES') <results> <search-term>nyles</search-term> <suggestion> <term>myles</term> <rank> </rank> <distance>1.0</distance> </suggestion>

System Feature Review 1 Basic user management System create users system to segregate query definitions between users 2 Query Management System system tables to create SQL queries on the fly 3 Query Tree List Client 4 Query Builder Client 5 Data Reviewer Client 6 Map Data Reviewer Client a web form interface to manage query definitions and data actions per user and per definition a web form interface to define SQL elements and permits a user to manage basic query definitions and add them to a users query tree a web datagrid that pages through data sets and highlights crashes with processed locations and creates links to a map viewer an integrated mapping widget that places crash locations and milepost locations in a 3rd party mapping environment. Has multiple layers and crash decluttering capabilities 30 7 Source Data schema Database 8 Data Dictionary Elements Database Oracle materialized view structure to pull together disparate data into one common pool of source location information most data configuration and system lookups are performed against these dictionary tables. The system also includes Oracle packages to maintain these dictionaries
Benefits NDOT considers this system a mission critical component of their statewide safety system Resulting system has been placed in three different states EGL continues to expand in its capabilities and utility 31
