2 Following a disaster: Take care of your families, homes and immediate neighbors first. Proceed to the nearest Balboa Island CERT staging area wearing your CERT uniform (vest, helmet, gloves, protective eye gear, etc), and carrying your CERT Grab and Go supplies bag. All CERT team members shall report to the first fire or law enforcement official at your location and take direction from that person. The first CERT team member to arrive at the CERT neighborhood Staging Area will be the CERT team leader. If multiple to CERT team members arrive simultaneously, one CERT team member should be selected to lead the neighborhood team. The designated CERT leader shall: o Ensure the safety of disaster workers o Provide clear leadership for rescuers o Improve the effectiveness of rescue efforts o Stage Volunteers o Assign Resources o Organize Emergency Response units and roles o Provide job descriptions to each team member o Coordinate documentation / status communication As information becomes available, the Leader must prioritize actions and decide mission objectives. Based on the situation, the consider where in the neighborhood you will set up a Command Post to lead operations, a First Aid Station to treat the injured, a ns a shelter site to care for people. Each site should be located OUTSIDE, in an open area, away from building and power lines and NOT blocking ingress or egress for emergency vehicles. Draft 1.0 Page 2 March 2011
3 Functions that may be assigned to available CERT resources: - Fire Suppression o Fight Fires o Shut off utilities o Isolate Hazardous Materials - Medical o Triage o Treatment Area o Transport - Search and Rescue o Conduct Search o Rescue Victims o Evacuation As resources permit, designate the following assignments: - Neighborhood Leader - Block Leader(s) o Street Leader(s) - Logistics Team - Planning Team - Communications Team - Search and Rescue Team - First Aid Team - Shelter Team CERT members may train volunteers to lead others and enlist their support. Remember - It only takes ONE trained individual to make the difference, to lead an emergency response effort until public safety personnel respond. Staging Area Leaders should ensure status is communicated on a regular basis to CERT Communicators. CERT Communicators are amateur radio licensed and trained to communicate with the Newport Beach Emergency Command Center, which is staffed by licensed and certified RACES communicators. 4 RACES communicators are trained to communicate with Newport Beach public safety personnel and will relay information from the Newport Beach Emergency Command Center back to the neighborhood CERT communicators. This is also the location where residents with injuries may be directed for first aid treatment and emergency transport, as needed.
