17 The Arctic is RSVP: remote, severe, vast and populated by few indigenous peoples some which own the land they are living on. Consequences: large impact on feasibility and costs of establishing and maintaining infrastructure and on conducting operations in the Arctic. David Emerson: developing Canada s North will require enormous investments with very long payback. The costs of mistakes will be high, but the cost of neglect higher.
