2 Lunch - Hank Garie, Executive Director of GOS Keynote Speaker Geographic Information for the Nation Thinking About a Vision for a Preferred Future We need a: National GI System National GI Strategy National Blueprint for GIS Technology Positive indicators that the time is now right: The technology has matured Coordination is becoming institutionalized NSGIC is a force Increased national visibility Mapping services are increasingly common What would it [GI for the nation] look like? How can GOS contribute? Here are the elements needed to support a National Geographic Infrastructure

3 PARTNERSHIPS - Government should be real, commonplace, & meaningful. We need to be able to exploit the potential of Public/Private partnering Partnerships are based on Mutual Respect Shared Risks Shared Benefits Building Local Capacity through Geo-Partnerships

4 Geo-Partnerships Expectations Standards Metadata Stewardship Incentives Tools Training Software Grants Outcome: improved public services through stewardship and data sharing. INCENTIVES Steps to using incentives to leverage geospatial grant funds 1) GOAL: Leverage Fed resources to seed capacity and coordination activities 2) EXAMPLE: GOS [portal], FGDC [outreach], and TNM [data] are coordinating the planning of complimentary goals for FY04 grant funds 3) Define a common set of expectations in concert with state activities [inkind match] 4) Coordinate w/ E-grants initiative 5) Invite private sector involvement

5 STANDARDS & DATA MODELS Framework Standards Draft Standards available at Air Rail Roads Elevation Transportation Transit Geospatial One -Stop Base Standard Waterways Cadastral Geodetic Control Hydrography Governmental Units Orthoimagery Source INCITS/L1 Development of Framework Standards is an Inclusive Process Goal: Minimum standards to facilitate the exchange of data [information] It has been an aggressive schedule in support of HS This is an important first step (ANSI ISO - ) The next need is to move towards data models using Best practices Practical guidance NETWORK ARCHITECTURE We need a GI blueprint - Who needs what to support GI for the Nation - This blueprint would guide incentives We had better plan for a high-production environment (much more than we might be used to today) mirrored servers, security, etc.

One Stop wants Communities of Interest to come together under the GOS umbrella to evaluate & drive slices of the portal(s) INTEROPERABILITY Support the continued development of interoperable standards Encourage the use of standards via incentives Cooperative/coordinated development of incentives for interoperability should be implemented with the IT and Library communities and the OGC Take Home Points We need a renewed national vision Clear message Understandable A commitment to share common threads of the vision Understand how we all contribute to the vision Focus on commonalities Don t sweat the small stuff Take appropriate actions
