3 PERUTUSAN KETUA PENGARAH MAMPU PREFACE FROM DIRECTOR GENERAL OF MAMPU Assalamualaikum Warahmatullahi Wabarakatuh. Salam 1Malaysia, Rakyat Didahulukan, Pencapaian Diutamakan. Program Transformasi Negara (ETP) telah diperkenalkan oleh Kerajaan untuk melaksanakan Model Ekonomi Baru (NEB) yang diperlukan dalam usaha mentransformasikan Malaysia ke arah negara berpendapatan tinggi menjelang tahun Unit Pemodenan Tadbiran dan Perancangan Pengurusan Malaysia (MAMPU) sebagai agensi peneraju bagi program transformasi sektor awam telah dipertanggungjawabkan oleh Kerajaan untuk meningkatkan daya saing negara dan memperkasakan pengurusan organisasi dan ICT bagi seluruh agensi Kerajaan. MAMPU memainkan peranan yang penting dalam membangunkan sistem rangkaian ICT bersepadu utama kerajaan yang selamat dan diyakini bagi menyokong sistem penyampaian perkhidmatan Kerajaan secara dalam talian. Rangkaian ICT ini yang dikenali sebagai 1Gov*Net disediakan kepada semua agensi-agensi Kerajaan di seluruh negara. 1Gov*Net adalah projek usahasama di antara sektor swasta dan juga sektor awam yang dilaksanakan dengan kaedah Build-Operate-Own (BOO). Penswastaan Rangkaian Telekomunikasi Bersepadu Kerajaan iaitu 1Gov*Net telah dipersetujui dilaksanakan secara konsesi jangka panjang dengan syarikat GITN Sdn. Berhad (GSB) bermula 1 Januari Usaha konsolidasi infrastruktur ICT ini diyakini dapat mengoptimumkan penggunaan sumber, mengurangkan kos operasi serta meningkatkan keberkesanan dan kualiti perkhidmatan Kerajaan. Saya ingin merakamkan ucapan terima kasih kepada Telekom Malaysia Berhad (TM), pasukan projek MAMPU dan semua pihak yang telah bekerjasama dalam merealisasikan projek 1Gov*Net ini. The National Transformation Programme (ETP) was unveiled by the Government to implement the New Economic Model (NEM) in effort to transform Malaysia into a high-income nation by Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) as lead agency for the public sector transformation program has been entrusted to enhance the country s competitiveness and strengthen the organizational management and ICT. MAMPU plays an important role in providing a secured and trusted integrated government ICT network to support online delivery system for the Government services. Government agencies nationwide connected through the ICT network known as 1Gov*Net. 1Gov*Net is a collaboration project between the private and public sector, implemented through a Build- Operate-Own (BOO) method. It was agreed that the implementation of the 1Gov*Net Government Integrated Telecommunication Network would be managed by GITN Sdn. Berhad (GSB) through a long term concession beginning 1 January These efforts aim to transform the delivery system of public services by consolidating the Government ICT infrastructure in order to optimize resources, reduce operating costs and enhance the quality and effectiveness of Government services system towards public sector. Salam 1Malaysia : Rakyat Didahulukan, Pencapaian Diutamakan. Setinggi-tinggi terima kasih diucapkan kerana memberi peluang kepada saya untuk merakamkan sepatah dua kata dalam buku 1Gov*Net ini. Penerbitan buku ini diharapkan dapat memberi sedikit sebanyak gambaran kepada semua agensi-agensi Kerajaan mengenai perkhidmatan 1Gov*Net yang disediakan. Sistem rangkaian ICT 1Gov*Net disediakan untuk memberi kemudahan kepada agensi-agensi Kerajaan membuat capaian ke aplikasi Kerajaan Elektronik (EG), capaian ke aplikasi dalaman agensi dan capaian ke Internet. Rangkaian 1Gov*Net adalah nadi yang menyokong lebih 8,000 aplikasi online Kerajaan dalam memberi manfaat kepada rakyat dan perkhidmatan awam. Projek 1Gov*Net ini merupakan kesinambungan kepada projek EG*Net yang telah dimulakan sejak tahun Perkhidmatan utamanya adalah Wide Area Network (WAN) dan Putrajaya Campus Network (PCN). Pelbagai perkhidmatan pilihan berkaitan rangkaian juga turut disediakan bagi memastikan perkhidmatan 1Gov*Net dapat memenuhi keperluan semasa serta inisiatif-inisiatif Kerajaan pada masa hadapan seperti Big Data, Big Data Analytic dan aplikasi merentas agensi. Justeru itu, besar harapan saya agar perkhidmatan rangkaian 1Gov*Net ini terus menjadi pemangkin kepada sistem penyampaian perkhidmatan Kerajaan yang berkualiti dan berkesan. It is my hope that the publication of this book will help all Government agencies to have a better understanding of all the services available under 1Gov*Net. The 1Gov*Net ICT network provides all Government agencies with access to the Internet, E-Government (EG) and intra-agency applications. It is a conduit that supports more than 8,000 online Government applications that directly benefits the people and all public services. The 1Gov*Net project is an evolution of the EG*Net project which began in The main services are the Wide Area Network (WAN) and the Putrajaya Campus Network (PCN). 1Gov*Net provides a variety of network services to ensure 1Gov*Net services always meet current demands as well as fulfill future Government initiatives such as Big Data, Big Data Analytic and interagency applications. Syukur Alhamdulillah, dengan usaha pelbagai pihak, buku 1Gov*Net bertajuk Transformasi Ke Arah Perkhidmatan Lebih Efisien dan Berkualiti ini telah berjaya diterbitkan. GITN Sdn. Berhad (GSB) sebagai satu unit khas Telekom Malaysia Berhad (TM) telah dilantik oleh Unit Pemodenan Tadbiran dan Perancangan Pengurusan Malaysia (MAMPU) sebagai pembekal rasmi perkhidmatan rangkaian 1Gov*Net dalam menyediakan rangkaian pintar kepada aplikasi Kerajaan Elektronik (EG) dan agensi-agensi Intranet. 1Gov*Net menghubungkan rangkaian ke seluruh agensi-agensi Kerajaan di bawah selian MAMPU. Kerjasama ini telah dirangka secara strategik bagi melaksanakan aplikasi dalam perkhidmatan dan juga capaian internet kepada sektor Kerajaan dalam menyediakan perkhidmatan komunikasi data, suara dan sidang video kepada agensi-agensi Kerajaan. Ia merupakan satu cabaran yang besar buat GSB dalam memastikan agar perkhidmatan yang disediakan benarbenar menepati keperluan dan kepuasan pihak Kerajaan dalam mencapai Service Level Guarantee (SLG). Sebagai agensi yang bertanggungjawab dalam mengurus dan menyelenggara rangkaian 1Gov*Net, isu-isu keselamatan rangkaian juga amat dititikberatkan. Bagi mencapai matlamat utama GSB dalam memastikan keselamatan dan kualiti akses rangkaian sentiasa berada pada tahap yang memuaskan, GSB turut menawarkan produk-produk rangkaian berteknologi tinggi termasuklah kepada penyelesaian perkhidmatan keselamatan rangkaian. Kepercayaan dan sokongan yang berterusan daripada pihak MAMPU kepada GSB adalah amat dihargai. We are grateful that the efforts by various parties have resulted in the publication of the 1Gov*Net s Coffee Table Book, Transformation Towards Efficient and Quality Services. GITN Sdn. Berhad (GSB), as a special unit of Telekom Malaysia Berhad (TM) was appointed by Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) as the official network provider of 1Gov*Net in providing an intelligent network for E-Government (EG) and Intranet agencies applications. 1Gov*Net integrates all Government agencies into a single network under supervision of MAMPU. This collaboration was strategically designed to provide in-service applications and internet access to the public sector, thus making data communication, voice and video conferencing services available to all Government agencies. It has been a great challenge for GSB to ensure that these provided services meet the expectations of the Government in achieving Service Level Guarantee (SLG). As the agency responsible for the management and maintenance of the 1Gov*Net network, providing top tier security has always been our priority. GSB also offers a range of high technology products and network security solutions to ensure the safety and quality of network access is always on a satisfactory level. We appreciate the trust and support that GSB have continued to receive from MAMPU. We pledge our full commitment to ensure that the Government receives the best quality products and services. 7 MANDAT PELAKSANAAN PROJEK PROJECT IMPLEMENTATION MANDATE MANDAT PELAKSANAAN PROJEK PROJECT IMPLEMENTATION MANDATE HALATUJU INFRASTRUKTUR ICT NEGARA Rangkaian 1Gov*Net dilaksanakan untuk merealisasikan agenda transformasi negara seiring Halatuju Prasarana ICT Negara. Program Transformasi Kerajaan (GTP), Program Transformasi Ekonomi (ETP) dan Rancangan Malaysia ke-10 (RMK-10) merupakan penggerak utama program pengurusan dan pembangunan ICT secara holistik bagi Malaysia mencapai status negara maju menjelang NATIONAL ICT INFRASTRUCTURE DIRECTION The implementation of 1Gov*Net aims to realise the national transformation agenda in line with the National ICT Infrastructure Direction. The Government Transformation Programme (GTP), Economic Transformation Programme (ETP) and 10th Malaysia Plan (RMK-10) Malaysia Plan are the key drivers for a holistic ICT management and development programme for Malaysia to achieve developed nation status by

8 MANDAT PELAKSANAAN PROJEK PROJECT IMPLEMENTATION MANDATE RMK-10 (BAB 7) PELAN STRATEGIK NASIONAL PROGRAM TRANSFORMASI KEPUTUSAN KABINET Bab 7 dalam Rancangan Malaysia ke 10 menyatakan bahawa Kerajaan akan terus memperbaiki produktiviti secara menggabungkan keseluruhan infrastruktur ICT Kerajaan. Ini akan meningkatkan produktiviti, mengurangkan pertindihan dan menambahbaik kecekapan melalui pengurusan dan penyelenggaraan berpusat bagi infrastruktur yang dikongsi bersama. Satu Pelan Strategik Negara yang menyokong Pelan Strategik ICT Sektor Awam telah digubal dengan hasrat untuk memenuhi dasar Rancangan Fizikal Negara ke-36 menerusi penggunaan ICT di semua peringkat Kerajaan dan sektor swasta. Satu pemudahcara strategik bagi komunikasi ICT di dalam programprogram GTP dan ETP telah dikenalpasti dalam sebuah Program Transformasi, yang menggariskan tiga inisiatif utama, iaitu: Konsolidasi Rangkaian Sektor Awam menjadi 1Gov*Net. Menubuhkan Pusat Data Sektor Awam (PDSA) dan Pusat Pemulihan Bencana (DRC). Mewujudkan program G-Cloud. Kabinet telah bersetuju meluluskan penswastaan Rangkaian Telekomunikasi Bersepadu Kerajaan 1Gov*Net dilaksanakan melalui kaedah Build- Operate-Own (BOO) secara rundingan terus dengan syarikat GITN Sdn. Berhad (GSB) pada 29 Februari PENUBUHAN RANGKAIAN TELEKOMUNIKASI BERSEPADU KERAJAAN (GITN) RMK-10 (CHAPTER 7) Chapter 7 of the 10th Malaysia Plan states the Government will continue to enhance productivity by consolidating government ICT infrastructure in general. This will increase productivity, reduce duplication and improve efficiency by centralising the management and maintenance of shared infrastructure. 9 PENUBUHAN RANGKAIAN TELEKOMUNIKASI BERSEPADU KERAJAAN (GITN) ESTABLISHMENT OF THE GOVERNMENT INTEGRATED TELECOMMUNICATIONS NETWORK (GITN) KRONOLOGI PENUBUHAN GITN GITN FORMATION CHRONOLOGY Unit Pemodenan Tadbiran dan Perancangan Pengurusan Malaysia (MAMPU) merupakan agensi utama yang bertanggungjawab ke atas pemodenan perkhidmatan awam di Malaysia. Pada tahun 1990, MAMPU telah mengenalpasti wujudnya keperluan bagi sebuah Rangkaian Telekomunikasi Bersepadu Kerajaan (GITN). Pada bulan Oktober 1995, Kabinet Malaysia meluluskan pelaksanaan GITN secara penswastaan, dengan objektif untuk menyediakan sebuah rangkaian dan perkhidmatan serupa kepada semua agensi Kerajaan. GITN direka sebagai satu infrastruktur rangkaian yang akan menyalurkan informasi secara elektronik secara dalaman dan juga di antara agensi-agensi Kerajaan, sekaligus mempertingkatkan kualiti penyampaian perkhidmatan awam. Sebuah Jawatankuasa Pemandu GITN telah diwujudkan pada bulan Mac 1996 untuk menentukan halatuju rangkaian serta memantau pelaksanaannya. Seterusnya, syarikat GITN Sdn Berhad (GSB) telah ditubuhkan dengan tujuan khusus untuk melaksanakan projek ini. GSB telah dipertanggungjawabkan sepenuhnya untuk membangunkan sebuah rangkaian Kerajaan yang bersepadu dan berkesan. Lesen operasi rangkaian bernilai tambah (Value Added Network Operating License) telah diberikan kepada GSB oleh Kementerian Tenaga, Air dan Komunikasi (dahulunya Kementerian Tenaga, Komunikasi dan Multimedia) pada Mei In 1990, MAMPU, as the central agency responsible for the modernisation of public services in Malaysia, identified the need for a Government Integrated Telecommunications Network (GITN). The Cabinet approved the implementation of GITN on a privatisation basis in October 1995 to provide network and common services to Government agencies. GITN is intended as a network infrastructure to facilitate the electronic flow of information for intra- and inter-government agencies, thereby enhancing the quality of delivery of public services. In March 1996, a GITN Steering Committee was formed to set the direction and oversee the implementation of this project. GSB Sdn Berhad (GSB) was subsequently incorporated specifically to undertake the implementation of this project. GSB is responsible for all aspects of the development of an efficient and integrated Government communications network. 10 PENGENALAN KEPADA 1GOV*NET INTRODUCTION TO 1GOV*NET LATAR BELAKANG PERKHIDMATAN 1GOV*NET Perjanjian Perkhidmatan 1Gov*Net telah ditandatangani di antara pihak Kerajaan yang diwakili oleh Unit Pemodenan Tadbiran Dan Perancangan Pengurusan Malaysia (MAMPU) dengan GITN Sdn. Berhad (GSB) pada 1 Oktober Ia merupakan projek penaiktarafan rangkaian Kerajaan Elektronik (EG) atau dahulunya dikenali sebagai Perkhidmatan EG*Net yang turut diterajui oleh MAMPU semenjak 1999 sehingga Ia juga merupakan salah satu langkah pihak Kerajaan dalam mewujudkan satu Rangkaian Telekomunikasi Bersepadu Kerajaan Government Integrated Telecommunication Network (GITN) yang khusus, selamat dan diyakini digunapakai oleh semua agensi Sektor Awam. BACKGROUND TO 1GOV*NET SERVICES On 1 October 2013, a service agreement was ratified between the government of Malaysia, represented by Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) and GITN Sdn. Berhad (GSB). The purpose of this service agreement was to upgrade the EG*Net government network managed by MAMPU, since 1999 to The objectives are to improve the overall network security and convenience via the implementation of a Government Integrated Telecommunication Network (GITN). The intended outcome is to provide assurance to public sector, that the Government network is both convenient and secure. 18 Rangkaian tersebut bertujuan untuk menyokong dalam merealisasikan aplikasi Kerajaan Elektronik (EG) di Malaysia menerusi perkhidmatan seperti espkb, SPP II, eperolehan, E-SYARIAH, HRMIS, e-courts, Jobs Malaysia, e-khidmat dan POWER. Di samping itu, projek ini adalah selaras dengan halatuju prasarana ICT negara di bawah RMK-10 BAB 7 di mana Kerajaan akan terus menambah baik produktiviti melalui aktiviti penggabungan infrastruktur ICT keseluruhan Kerajaan yang akan meningkatkan produktiviti, mengurangkan pertindihan dan menambah baik kecekapan hasil dari pengurusan dan penyelenggaraan berpusat bagi infrastruktur yang dikongsi bersama. This upgrade will help facilitate and materialise key Electronic Government (EG) application such as espkb, SPP II, eperolehan, E-SYARIAH, HRMIS, e-courts, Jobs Malaysia, e-khidmat and POWER. This initiative is also inline with Chapter 7 of the 10th Malaysia Plan that states the Government will continue to enhance productivity by consolidating government ICT infrastructure. This will increase productivity, reduce duplication and improve efficiency by centralising the management and maintenance of shared infrastructure. 19

20 PERUBAHAN DALAM TEKNOLOGI RANGKAIAN CHANGES IN NETWORK TECHNOLOGY Kini Present Frame Relay Asynchronous Transfer Mode MPLS GITN IPVPN Frame Relay Asynchronous Transfer Mode MPLS GITN IPVPN Rangkaian GITN pada mulanya menggunakan teknologi Frame Relay pada tahun 1999 sebagai medium penghantaran data ke pejabat-pejabat kerajaan dan rangkaian kawasan luas (WAN). Masalah utama teknologi ini ialah ketidakupayaannya untuk menyokong jalur lebar, dimana kelajuan data terhad di antara 9.6Kbps dan 64Kbps (Kilobit Sesaat). Keupayaan rangkaian meningkat apabila teknologi Asynchronous Transfer Mode (ATM) digantikan pada tahun Teknologi ini mampu menghantar data sehingga 155Mbps (Megabit Sesaat). Apabila litar suwa mula diperkenalkan, kelajuan rangkaian meningkat kepada antara 64Kbps hingga 2Mbps. Hasilnya, pengguna EG*Net mampu melakukan transaksi dengan lebih pantas di atas rangkaian yang sentiasa beroperasi 24 jam sehari, 7 hari seminggu dan 365 hari setahun. Peredaran teknologi telah membawa kepada teknologi Internet Protocol Virtual Private Network (IPVPN) pada tahun Di samping itu rangkaian utama telah diperbaiki menggunakan teknologi Multi-Protocol Labelling Switching (MPLS) yang membolehkan rangkaian GITN menyokong pelbagai perkhidmatan VPN seperti VPN Intranet, VPN Extranet dan VPN Remote Access. Teknologi MPLS dipilih atas kelebihannya seperti berikut: Lebih fleksibel dan menyokong perkhidmatan penghantaran data tambahan seperti Kualiti Perkhidmatan (QoS), Kejuruteraan Trafik (TE) dan kelajuan tinggi sehingga tahap Gigabit. MPLS dibina berdasarkan teknologi IP yang digunakan untuk Internet, dan ini membolehkan data dihantar ke mana saja dalam dunia tanpa perlu perubahan protokol. Teknologi MPLS menawarkan teknologi yang lebih tinggi berbanding dengan Frame Relay dan ATM. In 1999 the GITN network utilised frame relay technology as the data delivery medium for government offices and wide area network. The inability to support broadband was a major shortcoming of this implementation, as speeds were limited to between 9.6Kbps and 64Kbps. Network capabilities expanded considerably when Asynchronous Transfer Mode (ATM) technology replaced frame relay in This technology could deliver broadband speeds up to 155Mbps. The introduction of leased lines provided data transfer speeds of between 64Kbps to 2Mbps. As a result, EG*Net users enjoyed faster transactions on a network that was always on, 24 hours a day, 7 days a week and 365 days a year. Developments in technology led to the Internet Protocol Virtual Private Network (IPVPN) in The network backbone was upgraded with Multi-Protocol Labelling Switching (MPLS) technology to enable GITN to support VPN services such as VPN Intranet, VPN Extranet and VPN Remote Access. MPLS was selected due to its inherent advantages: Flexibility and support for more data delivery services such as Quality of Service (QoS), Traffic Engineering (TE) and high speeds up to Gigabit. MPLS is based on IP technology used in the Internet, thereby allowing data to be sent anywhere in the world without requiring protocol changes. MPLS technology offers higher technology compared to Frame Relay and ATM

24 MEJA BANTUAN GSB GSB HELPDESK Pasukan Meja Bantuan GSB yang terletak di Pusat Operasi Rangkaian (NOC) GITN bertindak untuk menguruskan insiden seperti penyelesaian masalah, mengenalpasti masalah dan membuat pelan kerja bagi tujuan penyelesaian masalah. Prosedur penyelesaian masalah yang diikuti oleh pasukan ini ialah: Laporan masalah diterima melalui pusat panggilan, e-mel dan sistem pemantauan SAMS. Peringkat pertama : Masalah cuba diselesaikan dari jarak jauh. Peringkat kedua : Sekiranya penyelesaian perlu dilakukan di premis pengguna, bantuan Pasukan Sokongan Kawasan akan diaktifkan. Peringkat ketiga : Jika perlu kerjasama dengan pasukan bantuan teknikal setempat dan/atau pembekal akan dilakukan. Proses penyelesaian masalah akan dikenalpasti dan dipantau sehingga selesai. Keberkesanan proses penyelesaian masalah akan dinilai. The GSB Helpdesk team stationed at GITN Network Operation Centre (NOC) performs incident management including troubleshooting, isolating problems and creating action plans to solve problems. The resolution procedure is as follows: Problem report received via call centre, and SAMS monitoring system. First stage : Remote problem solving. Second stage : Area Support Team activated if the solution needs to be done at user premises. Third stage : Coordination with local technical support team and/or vendor if required. 25 SISTEM PENGURUSAN JAMINAN PERKHIDMATAN (SAMS) SERVICE ASSURANCE MANAGEMENT SYSTEM (SAMS) Laman Login Dashboard Dashboard Login Page Sistem Pengurusan Jaminan Perkhidmatan (SAMS) adalah sistem untuk memantau dan mengurus status masalah rangkaian, penggunaan prestasi dan tiket masalah. Sistem ini akan memaparkan dashboard dengan ringkasan status talian samada Aktif, Tidak Aktif atau sedang Menjalani Kerja Penyenggaraan, jumlah lokasi yang melebihi tahap penggunaan dan juga jumlah tiket permasalahan yang masih belum diselesaikan. Terdapat dua jenis dashboard iaitu: Paparan untuk Kementerian memantau semua agensi di bawah seliaannnya Paparan untuk Agensi melihat senarai terperinci mengenai semua lokasi di dalam rangkaiannya SAMS membolehkan GSB dan pengguna untuk memantau perkhidmatan talian 1Gov*Net dengan menggunakan modul Pengurusan Infrastruktur dan Pengurusan Perkhidmatan yang memberikan status sistem dari hujung ke hujung serta ketersediaan rangkaian merentasi aplikasi, pangkalan data, rangkaian dan domain sistem. The system dashboard indicator displays a status summary of whether links are Up, Down or undergoing Preventive Maintenance, the number of sites exceeding threshold utilisation and the number of open tickets. Two different dashboard views are available: Ministry view showing all relevant agencies Agency view with a detailed list of sites belonging to the Agency With SAMS, GSB has the capability to proactively monitor services through its Infrastructure Management and Service Management module, giving an end-to-end view of the system s health and availability across applications, database, network and system domains.
