1 CONTRACT REQUIREMENTS For establishing the terms and conditions for the contract, the awarded Proposer shall hereby be known as Contractor. 1. DESCRIPTION. This contract shall be for the purchase of Data Center Services from a Carrier- Neutral Data Center within the Austin area. This contracted Data Center location will support a District Wide Area and Wireless Network Demarcation, an Internet Point of Presence (IPOP) and Secondary Data Center Application Services. In addition, this location will provide access to other Managed services or network services for the District. The Contract shall be implemented in accordance with the instructions, terms and conditions, and requirements/specifications contained herein. RRISD will follow the purchasing policies of the RRISD Board and requirements and procedures of the Schools and Libraries Program Requirements to be eligible for all available funding. Schools and Libraries Program Requirements The Schools and Libraries Program reimburses telecommunications, Internet access, and internal connections providers for discounts on eligible services provided to schools and libraries. While schools and libraries apply for these discounts, Universal Service Administrative Company (USAC) works in conjunction with service providers to make sure these discounts are passed on to program participants. The vendor must be eligible to participate in the Schools and Libraries Program and obtained a Service Provider Identification Number (SPIN) from USAC. The proposal response should include the vendor s SPIN if available. Eligible E-Rate services requested with this RFP; Category one telecommunication cross connect cables. The implementation of any associated Contract resulting from this competitive request for proposal process will be dependent on the District s issuance of a written Notice to Proceed. E-Rate funding notification alone will not signify Notice to Proceed. The District will have the right to allow a contract to expire without implementation if appropriate funding does not become available. 2. TERM OF CONTRACT. The Contract shall be in effect beginning July 1, 2015 through June 30, Upon agreement of both parties, the Contract may be extended in one (1) year increments for up to an additional two (2) years. All extensions will be done in writing prior to the end of the current Contract expiration. 3. TYPE OF CONTRACT. Firm fixed for the term of the Contract. Extension pricing may be negotiated as part of an extension amendment to the Contract. 4. GENERAL PROJECT INFORMATION. The existing RRISD Network and Data Center is located at 7700 Cornerwood Drive, Round Rock, TX Through separate but related RFCSP processes, it is the intent of RRISD to provide network connections from the existing Network and Data Center (both located at the 7700 Cornerwood Drive location.) to a contracted Carrier Neutral Data Center (CNDC) on a protected dark fiber or wavelength network. The CNDC will be an Internet Point-of-Presence (IPOP) location for RRISD and augment, not replace, Internet services at the existing location. RRISD will contract a 10 Gb Internet Port (IP Transit) Service with 4 Gb of Committed Data Rate from a Tier 1 / 2 Internet Service Provider at the Page 1 of 7

2 CNDC in a separate but related RFP. RRISD will access connectivity to the Lonestar Education and Research Network (LEARN) connection at the CNDC as a collaborative value-add option in a separate but related RFP. 5. SCOPE OF SERVICES. RRISD requests Network and Data Center Data Center Co-location services from a Carrier-Neutral Data Center (CNDC) within the Austin area. The CNDC will provide 1 racks with an estimated 3.5 kw of protected power per rack as an option for Network and related Data Center Co-location services for the District Internet Point-of-Presence IPOP services. The Internet rack will have cross-connects to Internet and Network Service providers. The CNDC will have a supportive business model to extend the RRISD WAN fiber to the RRISD contracted cage/racks with an inter-facility cable. The CNDC will provide the option for 3 high density racks with related Data Center Co-location services for the RRISD Data Center servers and storage with approximately 5 kw of protected power for the equipment for an estimated 15 kw of power. The response should provide an option to extend services to migrate application services to the data center for an additional racks cost of services. The additional rack cost should be based on high density power of 5 kw with Right of First Refusal for the additional rack space. The CNDC will have robust telecommunication and Internet services, security, access, power, cooling, smart hands, interconnects and business model to support the district s needs. This Request For Proposal (RFP) provides interested suppliers with sufficient information to prepare and submit Proposals for consideration with the intent of contracting with one or more companies to provide cost effective, high quality Data Center Co-location for the campuses of RRISD Contractor Qualifications: Contractor must be a certified data center for the proposed products and services requested. Certification will be determined and evaluated against the industry certification programs Contractor will have experience and relationships with the telecommunications providers within the RRISD area, Tier 1 / 2 Internet Service providers and Lonestar Education and Research Network and Greater Austin Area Telecommunication Network Contractor will have knowledge and experience working with comparable solutions that include Wide Area Network connectivity into the building, IPOP services and data center sites for customers Contractor will provide a project manager for the term of the Contract, as well as an ongoing service and support model, and a single point-of-contact for RRISD General Requirements: Contractor will provide the facilities, racks, power and services required to support an Internet and Greater Area Austin Telecommunication Network/Lone Star Education and Research Network (GAATN/LEARN) Point-of-Presence Co-location and a Data Center Co-location provided at a Carrier-Neutral Data Center (CNDC) facility. The facility must be located within the Austin area. Page 2 of 7

3 5.3. Internet and GAATN/LEARN Point-of-Presence Co-Location: Contractor will provide: One-time cost for 12 strands of Inter-facility Single Mode Fiber Cable (IFC) from WAN carrier termination rack to the RRISD Internet Service Rack. Per rack and power cost for full telecommunication 42U rack with 3 kw of 2n+1 power to rack. Option for Caging for one (1) IPOP rack with additional three (3) Data Center Racks. Equipment to be housed in rack will include, but not limited to, fiber termination panels, BGP Router, Content Filter Server, Next Generation Firewall District WAN Router and wireless core infrastructure. Two hours of Smart Hands service technician monthly for onsite physical response. Additional technician services Services Options: Contract will include the following options, implemented at the District s sole prerogative: Three (3) high density telecommunication 42U rack with 5 kw of 2n+1 power to racks. Private Cage with option to combine with Internet Racks or to provide inter-cage cabling. Biometric Reader or secure cage options. Cost for additional power options and receptacles for Virtualized Servers. Equipment to be housed in rack include: RRISD Virtualization Server Host, Data Center Network Electronics, SAN Storage and SAN network equipment. Option for additional racks with associated power and services to be identified during the district s virtualization project Proposed Project Timeline: Month 1-12 one racks with 3.5 kw of power and services. Month four racks with 14 kw of power and services. Month Additional racks and power identified during lower level design phase of server virtualization project. RRISD estimates project implementation in July, Network Requirements: Contractor will provide: a 12 pair Single Mode Fiber Inter-Facility Cable (IFC) to support the extension of the RRISD WAN to the WAN/IPOP rack. One (1) IPOP fiber cross connects to the Internet Service Provider Port. One (1) PSTN fiber cross connects to the SIP Service Provider. One (1) PSTN fiber cross connects to the LEARN Service Provider. Additional fiber / copper cross connects as needed. WAN connectivity with IFC and include Internet, PSTN and LEARN cross connects. Identify current telecommunications and Internet service providers with existing services within the facility. Page 3 of 7

Facility Requirements: The District s goal is to achieve a TIA Class 4 Data Center for the District s Primary IPOP and as a location for primary and secondary Application Delivery Platforms, disaster recovery, backup and storage systems. The primary facility must be located within the Austin area. Contractor s facility must provide: Access for WAN Connections. Access from RRISD to Data Center in normal circumstances. Access to Data Center in emergency situations. Access to facility is not directly susceptible to flooding and wind impact. Access will not be impaired as a result of flooding or wind impact. Data Center and Security Certifications such as SSAE 16 (SOC I type II), PCI DSS, HIPAA, TIA 942 Class 4. High Performance Computing (HPC) capable. Carrier-neutral, as well as dark-fiber connectivity option. 100% uptime service level agreement on power. 24x7 staffed NOC and remote hands support. Dedicated cages available. Loading docks and short term storage. Conference room and facilities for on-site meetings and planning Cooling: Facility design to manage a low Power Usage Effectiveness (PUE). Highly efficient chillers and cooling design for a low Power Usage Effectiveness (PUE) Rating. 100% Availability of Cooling Security: Reinforced physical structure including concrete bollards, steel-lined walls, and bulletproof glass. Video surveillance and recording of the exterior and interior. On-site security guards 24 hours a day, 365 days a year. Rigid access control. Cabinet and cage security options. Fire protection with Very Early Smoke Detection Apparatus (VESDA) system. Page 4 of 7

5 COST FORM The proposer is to provide information and pricing for all items listed below to support the purchase, configuration and installation of the requested service. NON-RECURRING AND/OR STARTUP COST Descriptions of services and/or additional information. One-Time Cost Monthly Recurring (if applicable) Caging for one rack scalable to three/four racks. Please note the minimum power commitment for caging. (List minimum power commitment for caging) Option for Per Installed Cabinets (if racks are not caged) Intra-Facility Fiber Connection (IFC) Fiber, SM, 12 count w/lc connectors for wide area network connectivity. Co-location Services for Telecommunications Point of Presence DATA CENTER AND CO-LOCATION SERVICES COST Description of Included Services and Price Sheets. One Time Cost Monthly Recurring (1) Internet racks with 3.5 kw per rack.. 1 Fiber cross-connections to Internet Services 1 Fiber cross-connections to PSTN service. 1 Fiber cross-connections to LEARN service. The Contract will provide a power model for a base of 3.5 kw of power scalable to each contracted Internet rack and a power cost schedule for additional power if needed. Page 5 of 7

6 The Contract must include a minimum of two hours of smart hands service per month for basic maintenance of physical equipment. The Contract will provide an hourly cost for services above the two hours included, billable in 15 minute increments. The Contract will provide the General Requirements for WAN and IPOP Service and any additional cost associated with the services. Other services options with associated cost. b. OPTION for Co-location Services for Data Center Services DATA CENTER AND CO-LOCATION SERVICES COST Description of Included Services and Price Sheets. One Time Cost Monthly Recurring (3) Data Center Co-location racks with 5 kw per rack. The cost should be described with an additional 15kW power commitment. The Contract will provide a power model for a base of 5 kw of power scalable to each contracted Data Center Racks and a power cost schedule for additional power, if needed. The Contract will provide the General Requirements for Data Center Service and any additional cost associated with the services. Other services options with associated cost. Option for additional racks with 5 kw of power commitment for extended data center services. Page 6 of 7

7 ** The vendor has the option of providing Added Value Offerings that are above and beyond the requirements of this RFP that specifically relate to the specific proposal pricing section. This may take the form of additional functions, features and/or pricing credits. These line item costs will be considered outside the baseline proposal, but will be considered during final vendor negotiations.
