1 Request for Proposals 05 Network/Wireless Upgrade & Expansion Riverton USD 404 Riverton, KS Notice to Vendors Notice is hereby given to interested vendors that the Riverton Unified School District 404 will receive written, sealed proposals until the hour of 3:00 pm, on Thursday, February, 05, at Riverton USD 404, ATTN: Teresa Falling, 70 SE 70 th St., PO Box 90, Riverton, KS Proposals will be opened at 4:00 pm on Thursday, February, 05, in the District Office. Schedule of Events: Event Date(s) Release of RFP to vendors 0/5/05 Deadline for Submission of Sealed Proposals 0//05 3:00 PM Opening of Proposals (Riverton District Office) 0//05 4:00 PM Riverton USD Network/Wireless Upgrade & Expansion The intent of this Request for Proposal is to upgrade the wired and wireless infrastructure to 0 Gb backbone and 80.ac specifications. A district map is attached at the end of this RFP. It is the vendor s responsibility and obligation to provide documentation and other evidence that the quoted product will meet the required specifications. The proposals provided must include all materials, equipment and accessories required to furnish a complete network upgrade and wireless infrastructure as indicated on the parts list. In addition to equipment pricing the district wishes to have pricing for installation, configuration and integration for the attached equipment list. This pricing includes but may not be limited to:. Delivery of each component to its designated secured location. Staging and configuration of the specified equipment to the local area networks using District provided configuration information 3. Install the specified network electronics equipment 4. Perform configuration for the site 5. Establish switching across the local wireless LAN 6. Perform a verification of network connection 7. Verify access to the Internet 8. Documentation, including the site network installation document, all part numbers, quantities, and serial numbers of network electronics being installed

General The specifications herein are provided to convey the intent of the system and do not indicate every cable or component necessary for the complete system that the proposing vendor shall provide. Prices quoted shall be an all-inclusive solution including all shipping costs, labor for installation of equipment, configuration of equipment, any necessary cabling, training, technical support and trash removal and represent complete installation and integration with the existing network where necessary. Prices quoted in the vendor s response will remain in effect for a period of twelve () months from the time of the contract signing. Omissions in the proposal of any provision herein described shall not be construed as to relieve the vendor of any responsibility or obligation to the complete and satisfactory delivery, operation and support of any services. Should the vendor have questions or find discrepancies in, or omissions from this RFP, or shall be in doubt to its meaning, the vendor shall at once notify the representatives of Riverton USD 404 as noted above. Proposal Submission Instructions Riverton USD 404 reserves the right to reject any and/or all proposals and waive any informalities. Attachment A should be provided as a cover page showing the total proposed price and should be in place so the total price may be easily seen for tabulation. Failure to comply may result in disqualification. Riverton USD Network/Wireless Upgrade & Expansion should be clearly marked on the outside of the sealed envelope, as well as the opening date of February, 05. Sealed proposals may be sent via US Mail, FedEx, UPS, or hand delivered.

3 It is the sole responsibility of the respondents to ensure their responses arrive in a timely manner. Late arrivals will be rejected. Riverton USD 404 is not responsible for delays of any commercial carrier or delays incurred by the respondents. Oral, telephone, telegraphic, FAX, or Proposals will not be considered. Signatures on the proposals must be in longhand and executed by a representative duly authorized by the vendor to make a contract. Evaluation Methodology The Riverton USD 404 Board of Education will award a contract based on the vendor submission that best meets the needs of the school system with regard to the current Technology Plan, future growth, RFP specifications, and not necessarily the lowest price even though price will be the priority factor. The following factors will be considered when evaluating responses: Price of goods and services Adherence to the provisions in the RFP Preference will be given for prior positive experience with the Vendor Financing Portions of this project will be funded from E-Rate Funds. This project is subject to funding availability and contingent upon E-Rate funding commitment. Vendor Qualifications Riverton USD 404 may make such investigations as deemed necessary to determine the ability of the vendor or subcontractors or suppliers to perform the work, and the vendor shall furnish to the Riverton School District all such information and data for this purpose as the Riverton School District may request. Riverton USD 404 reserves the right to reject any proposal if the evidence submitted by or investigation of such Vendor fails to the satisfy the Riverton School District that such vendor is properly qualified to carry out the obligations of the contract and/or to complete the work contemplated therein within the time required. The vendor is specifically advised that any person, firm or other party to whom it proposes to award a subcontract or purchase order under this contract must be acceptable to the Riverton School District. The successful vendor (contractor) must have or be certified with the following: Be able to supply all products and services. Be authorized to perform business in the State of Kansas. Have current liability insurance and workers compensation insurance (please enclose a copy of each with your proposal). Surety bond. 3

4 Provide a minimum of three client references for projects of similar size and complexity, preferably in the K- setting. Disqualification of Vendor Riverton USD 404 reserves the right to award to other than the lowest vendor when, in the judgment of the district administration, it is in the best interest of the district do so. A vendor may be disqualified for such reasons as: Vendor s failure to sign Vendor s Proposal Form or to otherwise properly complete the Proposal Form. Vendor having performed unsatisfactorily on a previous contract, including but not limited to the Vendor s failure to fulfill the warranty obligations of a previous contract with the Riverton School District. Vendor s failure to include documentation for required certifications and authorizations. Vendor s failure to provide a minimum of three client references for projects of similar size and complexity. The above is not an inclusive list. Equipment & Installation Specification Cabling All cable and cabling components including jacks and patch panels used in this proposal will be Category 6 rated. Proposal must include cabling and all necessary components (patch cables, patch panels, jacks and mounts, crimp ends, etc.) Proposal must include cost of labor and installation. Wired Infrastructure In order for the Riverton School District to upgrade the backbone of the LAN to 0 Gb, it is necessary to replace existing network switches with newer models as named in the equipment list. The district has standardized the wired platform with HP ProCurve switches, as noted in the equipment list. In addition, the district is proposing a bond issue to be put to the vote of district patrons in April 05. Should the bond issue pass the vote, a new run of fiber optic cabling will be run from the high school wiring rack to the new multi-purpose facility to be located directly behind the high school wing. All cabling, labor for installation and configuration should be included in this proposal. 4

5 Wireless Infrastructure The Riverton School District is desiring to upgrade to an Aerohive wireless network. All access points, licensing, and cloud management costs should be included in this proposal as is stated in the equipment list, along with shipping costs, labor for installation of equipment, configuration of equipment, any necessary cabling, any additional necessary training, technical support and trash removal and will represent complete installation and integration with the existing network where necessary. Access Points Must support 80.n/ac at.4ghz and 5GHz Must use enterprise-class radios for maximum RF performance and coverage Must support rogue access point detection and denial of service attack protection Must support coverage for legacy 80.b/g clients Must support client load-balancing across frequencies in mixed client environments Must support radio resource monitoring, dynamic channel assignment, interference detection Access points must be IPv6/IPv4 dual stack capable and able to manage IPv6/IPv4 clients. Access Points must support 80.n/ac (both.4 GHz and 5 GHz) Access Point must be capable of supporting autonomous and central control operation Access Point must offer features to optimize multicast, quality of service, and video delivery Proposal must include cost of configuration, labor for installation and training on configuration and maintenance for the Riverton USD404 s IT Department. Other Considerations Vendor installed Switches, Patch Panels and Cabling All cables run by the vendor will be terminated into a patch panel on one end and a RJ45 connector on the other end. All Cables will be Cat 6 rated cable The vendor will install Cat 6 patch panels in existing racks. The vendor will install Cat 6 patch cables from patch panels to switches. Vendor will be responsible for labeling and testing all connections and providing a document showing all drop locations as well as test results. All wiring must be concealed either in wall, ceiling or conduit. No exposed cable runs will be allowed. Power injectors will not be allowed, all access points must be connected to a POE switch. 5

6 Current Equipment All current equipment will remain the property of the Riverton School District regardless of its use or non-use in the successful proposal, unless a valid trade-in/discount proposal is offered. Wiring/Fiber Optic Fiber optic cabling throughout the main building and existing out-buildings is already in place. A summary of final required connections/equipment includes: The existing backbone of the main building of Riverton School District is comprised of six strands of multi-mode fiber optic cable, which will be used for this project. There are three network wiring racks where fiber optic cable has been terminated in the main building. In addition, six strands of single mode fiber is in place from the main building to all external buildings. Located in the external buildings are an additional seven network wiring racks where fiber optic cable has been terminated. The appropriate 0 GB Gbic modules will be required for all switches purchased through this proposal. In addition, the district is proposing a bond issue to be put to the vote of district patrons in April 05. E-Rate This proposal request is for services to be subsidized under the Universal Services E- Rate Program for Schools and Libraries. No purchase order will be issued, no installation will occur and no services will be provided until approval of the form 47 application that is issued as a result of the proposals being submitted in response to this request. Right to Reject The Riverton School District Board of Education reserves the right to reject any and all proposals, any part or parts of a proposal, waive any technicalities/informalities, increase or reduce quantities, make modifications or specifications, and award any or the entire contract in a manner that is in the best interest of the Riverton School District. 6

7 The Riverton School District reserves the right to award without further discussion. Therefore, responses should be submitted initially with the most favorable terms the vendor proposes. The Riverton School District reserves the right to reject the proposal of a vendor who has previously failed to perform properly or completed on time contracts and to reject the proposal of any vendor who in the opinion of the Riverton School District Board of Education, is not in a position to adequately perform the contract. Contracts will be awarded to the vendor submitting the proposal determined to be in the best interests of the Riverton School District. 7
