3 INTRODUCTION The National Information Technology Authority-Uganda (NITA-U) is an autonomous statutory body established under the NITA-U Act 2009, to coordinate and regulate Information Technology services in Uganda. NITA-U is under the general supervision of the Ministry of Information, Communication Technology and National Guidance. Vision Statement A globally competitive Uganda enabled by Information Technology. Mission Statement To transform Uganda into a knowledge-based society by leveraging IT as a strategic resource to enhance Government services, enrich businesses and empower citizens. 2

4 INTRODUCTION CONT D Functions and Objectives of NITA-U To provide high quality information technology services to Government To promote standardization in the planning, acquisition, implementation, delivery, support and maintenance of information technology equipment and services To provide guidance and other assistance as may be required to other users and providers of information technology To promote cooperation, coordination and rationalisation among users and providers of information technology at national and local levels To promote and be the focal point of cooperation for information technology users and providers at regional and international levels; To promote access to and utilisation of information technology by the special interest groups To handle Dispute Resolution and Consumer Protection To Regulate & Enforce standards for Information Technology 3

5 STRATEGY FOR RATIONALIZATION OF IT SERVICES 2012/13 Strategy was developed and approved by Cabinet 2013/14 Strategy was pronounced by MOFPED 2014/15 PPDA issued a circular to all MDAs to adopt the strategy Purpose of the Strategy for Rationalization of IT Services in Government o Standardizing IT Services across MDAs o Streamlining and harmonizing acquisition, deployment, utilization and disposal of IT services in Government

8 THE NATIONAL DATA TRANSMISSION BACKBONE INFRASTRUCTURE (NBI) PROJECT IS COMPOSED OF TWO (2) COMPONENTS o National Data Transmission Backbone Infrastructure (NBI) o e-government Infrastructure (EGI) Major aims of the NBI Connect all major towns with high-speed Optical Fibre Cable based Network through the NBI Connect all Governments Institutions (MDA & Local Governments) onto an e- Government Network Connect all Special Interest Groups (Schools, Tertiary Institutions, Hospitals etc.) 7

10 8 PROGRESS ON THE NATIONAL DATA TRANSMISSION BACKBONE INFRASTRUCTURE (NBI) PHASES STATUS Phase I Completed with 168Km of OFC connecting five major towns in central parts of Uganda; Kampala, Mukono, Jinja, Bombo and Entebbe laid. The e-government Network was installed in 27 MDAs. Phase II Completed with kms of OFC connecting major towns and Districts Headquarters. Government Primary Datacenter established. Phase III Completed with 756Km OFC laid to connect 6 major towns in Western part of Uganda The Network Operations Centre was established Transmission sites built at 3 major towns; Masaka, Mutukula, Kabale and commercial power provisioned at the sites. Environmental Management System (EMS) installed in 25 Transmission sites across the Country

Internet Bandwidth & leased line services 4. Website Hosting Services 5. Integrated Financial Management System (IFMS) Services 6. Integrate Personnel Payroll System (IPPS) Services 7. E-Government Services such as; e-tax, e- Visa, e-gp(e-procurement), e-education Etc. 8. Data Centre Services which include; Co-Location Services Backup as a Services (BaaS) Infrastructure as a Service(IaaS) Platform as a Service (PaaS) Software as a Service (SaaS) STATUS Connectivity of 223 MDAs including; 7 Public Universities, 5 Hospitals, Police CCTV Cameras within Kampala and Entebbe Metropolitan are connected to the NBI. 68 MDAs and Local Government sites are now utilizing Integrated Financial Management System (IFMS) Services through the NBI. 140 Government MDA sites are currently utilizing Internet Bandwidth, data links/leased line services through the NBI.

12 INTEGRATION OF GOVERNMENT INFORMATION SYSTEMS NITA-U s has laid a foundation for e-government service delivery by providing infrastructure (NBI/EGI), information security and enabling regulatory environment. Enabling Regulatory Environment Various laws have been enacted, electronic transactions act, electronic signatures act Infrastructure Implemented National Data Transmission Backbone Infrastructure and e-government Infrastructure Project (NBI/EGI) including National data centre Currently connected 223 MDAs/LG sites. Receiving Internet services, leased lines, IFMS, Data centre services Information Security Developed National Information security framework Set up of National CERT These fundamental blocks support rationalization strategy that promotes Integration of Government systems

14 BENEFITS OF THE NBI TO THE COUNTRY o Lower the Cost of Internet Bandwidth for Government MDAs and Local Governments therefore lowering the cost of doing business in Government o Improved Service delivery using online services provisioned through the NBI o Integrated, Seamless, Secure and efficient Government Communication o Provision of high speed connectivity throughout the country to all major towns and District headquarters o Provision of e-government Services such as ehealth, online Education, etax and IFMS IPPS etc.to all this districts and towns across the Country o Provide connectivity to schools, Institutions of Higher Learning, Hospitals and other target user groups etc. o Provide high speed Internet bandwidth to the Business Process Outsourcing (BPO) Centers o Facilitate economies of scale in provision of IT services across Government o Accelerate e-transformation initiatives across Government 13

15 BENEFITS OF THE NBI TO NEIGHBOURING COUNTRIES o Provision of redundancy in Regional Communication due to the creation of alternative transmission routes with neighboring Countries through the Border Posts of Mutukula, Busia, Malaba, Elegu, Katuna and Mpondwe, Vurra and Oraba o Facilitate Regional System Integration (JLOS, Immigration, Education, Agriculture and Trade etc.), o Foster Innovation and Research through Inter-Regional Collaborations (Regional Info. Security Advisory Groups, Innovation and Research hubs etc.) o Lower of Cost of transportation of Internet Bandwidth from the East African Coast hence the reduction in the prices for the services due to integrated regional backbones. o Integrated, Seamless, information sharing. Secure and efficient Regional Government Communication and o Access to more shared/on-line services (ehealth, eeducation, etax etc.) from the Region 14
