ICT s... in the areas of i. monitoring crime; ii. health - tele-medicine; e-medicine and international consultation programmes; iii. education -promotion of interactive education, distance education, knowledge sharing; c. It will signify the measure of development; development of common curriculum etc; iv. agriculture and farming, for dissemination of information and become relevant entry points d. It can mitigate the problem of transportation through effective use of social communication; b. data collection mechanism to enable data analytics; c. productivity, innovation and entrepreneurship. 2

12 A Digital Uganda What is Digital Uganda? Why do we need it? Digital Uganda is a branded campaign that will aspire to build a better society, foster innovation and create a positive social and economical impact through a unified action plan focused on technology based empowerment by bringing the best services to all In order to achieve the goals of universal inclusion, sustainable development, economic progress & poverty eradication through digital innovation, a unified plan that combines initiatives across multiple sectors into a larger vision is necessary. people. Approximately 82% of Uganda s inhabitants are involved in agricultural activities. Despite this, 25% of Ugandans still lack access to clean water and 38% live below the poverty line. 12

Around 60 districts have no fibre on their land and more than 1030 sub counties have no fiber connectivity, while only Kampala s metro fibre network is around 282 km. Also, though there are around 5100 km of fiber in the country, most of the routes are 5, Km duplicated, effectively reducing the fiber route to less than 2100 km. 24
19 Infrastructure sharing - current fiber/ tower network Out of the around 4000 base stations in the country, only around 1,600 are 3G enabled. Out of the 612 sub counties having 3G coverage, 384 do not have any fibre to support data backhaul, implying limited access speeds. 25
20 Infrastructure sharing - fiber/ tower network To enable the rapid growth and use of the INTERNET in line with the NDPII - milestone of 30Mbps per household in urban areas - FTTH is imminent; Achieve speeds of Giga using fiber to homes; Use of the NWSC; to get access to households; Use of UMEME lines to extend fiber to houses. Fiber to the home (FTTH), is the installation and use of optical fiber from a central point directly to individual buildings such as residences, apartment buildings and businesses to provide unprecedented high-speed Internet access. FTTH promises connection speeds of up to 100 megabits per second (Mbps) 26

23 Some ICT Innovations Jaguza Livestock App -a software application for Livestock keeping Ensibuko -a web and mobile application that enables Savings and Credit Cooperative Societies (SACCOS) WiNsenga (Reproductive Health) -an application for reproductive health in women. Incubation and innovation programs also undertaken and supported by the Private sector and NGOs. Some are: MTN Innovations Challenge, CAMTech Uganda, Mbarara University of Science and Technology, Resilient Africa Network (RAN), Outbox, Hive Co lab Makerere University College of Computing and Information sciences among others. Some of the innovative ideas that have been successfully incubated to commercialization - Safe Boda, Ensibuuko, Yoza, Run for Your Life, MamboPay, Common Sense etc. 29

26 Digital Uganda - A Plan to Succeed Working with the larger picture Address issues related to infrastructure support, policy framework, access to the ICTs, capacity development, collaboration amongst various agencies, common access of government services by citizens, delivery of services and participative access. Define Key New Digital Initiatives to be implemented for each sector. Realign and Integrate existing Initiatives under a unified umbrella. Combine and syndicate resources across initiatives. Reduce cost of implementation by optimising resources. 32
27 Digital Uganda - A Plan to Succeed Some actions Creative industries to facilitate e-content growth Digitalisation of government and other indigenous content Trust and confidence of consumers (cyber security, data protection, etc.). Integration of Various government systems Digital identification E-payment and financial services for e-transactions Promote Efficient use of resources amongst the government. Provide efficient Governance Empower citizens Create Jobs & Knowledge Spur Innovation Help local Manufacturing Promote and open up App based markets 33
28 Benefits of the Programme Digital Uganda weaves together a large number of ideas and thoughts into a single comprehensive vision It will compel change in governance processes for delivery of services. It will result in faster and timely service delivery and ensure that the benefits of development will reach all citizens of the country in equal measure. Broadband access to all will open a new world of economic opportunities in rural areas for e-commerce, outsourcing and back offices, marketing of agricultural products etc. Local manufacturing could promote jobs and improve the standards of living of the people of Uganda. 34
