1 Council for the Built Environment technical subcommittee August, 00 MEMORANDUM To: Subject: Dr. Douglas Palmer Chair, Council for the Built Environment Proposed Construction: Soccer Restroom RECOMMENDATION The Council for the Built Environment s (CBE) technical sub committee (CBE-tsc) provides the following as a report to support the discussion and final recommendation(s) of the CBE regarding the proposed construction of a Soccer Restroom on the West Campus. SCOPE The CBE-tsc met this morning to consider a proposal to construct an approximately,000 gross square foot restroom facility to service the soccer fields on the west campus near the Anderson Track & Field, Intercollegiate Soccer and Intramural facilities. The project will be accomplished through a partnership between the Department of Recreational Sports and the University s Athletic Department. The facility will serve the needs of both departments. The design and construction of the facility is anticipated to cost approximately $300,000. ANALYSIS Facilities The building will hose male and female restrooms, in addition to a family friendly restroom to meet the contemporary needs of our students and campus visitors. Access will be coordinated to maximize the security of each partner s operations and will provide the needed restrooms in a busy portion of the campus. Physical Plant The design and construction of the 6 x 33 facility will be accomplished through Facilities Services Department. If the cost and available funds allow, a multi-use room will be added to the northern part of the building. The construction is projected to begin after the 00 soccer season and will be complete in less than six months. Concerns were voiced regarding the potential use of the meeting room space in the facility for classes. If such an E&G use develops, an interdepartmental agreement would be created to address the payment for the use of the facility. This sort of arrangement is in place in other facilities on campus. All infrastructure costs will be paid by the Rec Sports/Athletics partnership. 00 General Services Complex 369TAMU College Station, TX Tel
2 Soccer Restroom Construction CBE-tsc Report August, 00 Page Utilities Utilities exist at the proposed location and connections should not be a problem. Security and Safety Environmental Health & Safety Department has indicated that the facility will need to be fully sprinkled. Student Affairs Student Affairs supports the partnership and project as proposed. Telecommunications and Computing & Information Services Based on the planned use of the structure with the multipurpose room, fiber connectivity to the building would be needed to support data communications for event operation and classroom instructional support. That would add to the cost of the building. Telecommunications will need to determine the best path and provide an estimate. Athletics suggested a conduit path in place under the soccer field. If that pathway could be used, the cost would probably be fairly minimal (my guess would be less than $5000 but Telecom would be the authoritative source). CIS Networking would need to provide a data network installation estimate based on Rec Sports and Athletics requirements but looking at the structure, I doubt it would be more than several thousand dollars. If security cameras are needed, then fiber connectivity and some data network connections would still be required. An emergency phone/phone service requirement Project Funding The $300,000 project cost will be shared equally. There are no required fundraising for this project. All monies are in hand. Operational costs (custodial, utilities, etc) will also be equally shared. Finance has reviewed the funding and has no concerns related to these arranagements. Logistic Services All university rules related to the procurement of services or other materials related to the proposed uses of this facility will be adhered to. Parking and Campus Access No additional parking will be necessary for this facility. We are pleased to offer this report for this project and welcome further inquiries related to this analysis.
