Also, this position does not exist in Key Personnel list of Clause 2.25, Page 26 of Vol.1. Presentation to NMRCL: - February 15 th & 16 th, The System Integrator would be required in pre Go-live and post Go-live period The minimum qualification for Manager- System Integration is Should have a minimum educational qualification of BE/B. Tech (in Computer Science/IT/EC) or MCA. Should have an overall experience > 10 years in Software project implementation of which, at least the last 5 years should have been spent managing large integration projects. Experience in prevalent project methodologies e.g. ESB, XML, EAI, SOAP and other integration technologies. Page 1 of 6

2 3 Page 14, 59 of Vol-II Contract Duration At some places RFP mentions that the contract duration will be for 6 years post go live ( Page 14 Volume-II ), however at few places it mentions 5 years ( Page 59, volume II). Also in commercial format also it mentions some places 6 years and few places 5 years. 3.1 Project Timeline Stage VI Operations and Maintenance (Warranty support) for five years after Go-Live stands modified as Stage VI Operations and Maintenance (Warranty support) for six years after Go-Live. 4 DC and DR No where in the RFP it is clarified if the NMRCL is also asking for DR site apart from DC and also what will be capacity of DR in case propose DR. 5 As discussed during the Pre-Bid meeting, please confirm if NMRCL would be providing the data centre space or the bidders needs to arrange for a Commercial Data Centre Facility. In case NMRCL is going to provide the hosting space, please share the location and details of the facility including if NMRCL would be providing the network / bandwidth connectivity and seating space provisions available as part of the data centre space. 6 Vol-I, Pg 53, Clause 2.5 (c) Vol-I, Pg 53, Clause 2.5 (c) states that 'Bidder should not propose multiple options for any system software; for the infrastructure, additionally option of cloud based hosting may be submitted. '. We understand the bidder may provide cloud model hosting costs as Option II also as part of the bid. We further understand that 2 options may be submitted for these options. Please confirm. In reference to the same, kindly clarify the financial formats to be utilised, since as of now only a single format is given in the bid. The Contract duration will be strictly for 6 years after Go-Live. This will be decided during the implementation stage. NMRCL will be providing the hosting space, the location and details will be shared with the finally selected Bidder. The network and bandwidth will be provided by NMRCL and the Bidder will have access to the servers through a dedicated link and/or Internet VPN. Temporary seating space will be available for administrative activities at the data center where personnel need to physically access the servers for any reason. The Cloud option is being withheld and not under consideration. So please bid only for on-premise model of deployment. Page 2 of 6

3 7 Volume I page 24 Volume I page 24 of RFP mentions that if any assumptions, deviations etc. are submitted with bid, NMRCL may forfeit the EMD. We understand that the 'no deviations' clause is removed and the bidder can submit deviations, if any, in the specified format. Further logical assumptions on the broader IT environment is required to be made while providing alternate solutions as per the RFP scope. In light of the above, clause no (second paragraph) pertaining of forfeiture of EMD may please be deleted. clause. The clause below in section 2.2, page 24 In the event of any assumptions, presumptions, key points of discussion, recommendation or any points of similar nature submitted along with t he bid, NMRCL reserves the right to reject the bid and forfeit the EMD. Stands modified as In the event of any assumptions, presumptions, key points of discussion, recommendations or any points that materially impact the overall proposal and have not been highlighted explicitly in the deviations, NMRCL reserves the right to reject the bid and the Bidder may forfeit the EMD. 8 Queries on 4D and 5D-BIM. Following are the key clarification we received: - NMRCL will be maintaining repository for standard cost estimates o This will be for each BOQ item expected for entire project o This standard costing will be backup by detail resource assessment and resources unit cost assessment o The standard costing will be one time job at start of engagement to NMRCL o NMRCL expects to refer this data for internal costing of NMRCL BOQ towards contracts to be awarded Post contract award o Contractors will be providing backup for each BOQ unit rate costing o This will be stored in NMRCL system o NMRCL expects to refer this data for controlling and monitoring of the contractor progress (OSO will help in planning the processes for same) Page 3 of 6

4 9 Do we need to consider the Disaster recovery site If yes, then only the Productions system to be replicated in DR or do we need to consider full system landscape in DR. 10 Clarification and Expansion on OSO role Our understanding of OSO o The role is primarily categorized in two parts PMO part of OSO taking care of overall PMO activities as mentioned in RFP relevant to IT as well non IT project for e.g. Project Plan, Organization governance & Set-up of Control room, Scope and Change Management, Stakeholder Management etc. Domain Consultancy of OSO taking care of setting up / realign existing business processes. Set up controls for NMRCL project like project management, cost management, procurement management, site control, supply chain management etc. o This OSO team will be stationed at NMRCL Nagpur office o In case bidder expects additional skills then bidder can add in OSO team, however these 21 resources are required and expected by NMRCL onsite full time of project go live (baring 3 resources which are required on demand ) o The project go live here is NMRCL Operation Start of Metro or 4 years, whichever is earlier Disaster recovery site will be setup after the 5D BIM & ERP go-live and before the Metro project goes live. The scope of DR will be determined at a later stage. Thus at this stage, you may provide for high availability within the same data center. From OSO role perspective: - o OSO will work along with GC, however GC will be reporting to OSO. o OSO will review and set up processes for NMRCL in discussion with NMRCL & GC. Some processes may need alignment with GC followed process (from OSO monitoring perspective) o OSO is not expected to set in detail business process like in construction process how to execute specific construction activity, this will be done by GC. However OSO need to setup process mechanism as well review mechanism o OSO will set up metrics to control all processes o OSO will set up dashboards and reports to review the processes of NMRCL o OSO will finalize data entry as well data interface needs between stakeholders and systems o OSO will monitor the reports and processes and will update NMRCL for any deviations Page 4 of 6

5 11 Clarifications needed o Please confirm our understanding for OSO part as PMO, as same is expected possibly to conflict with role of GC o For Domain OSO part are our consultants are suppose to run the processes (business) as assisting to NMRCL team or they are just for monitoring the process do all the consultants required till end of the engagement, as gradual reduction is subject to acceptance of NMRCL o Can NMRCL guide on how much OSO (domain & PMO) team size NMRCL is expecting full time available during various stages of this engagement like OSO set up and process setup IT project go live (which is T + 28 weeks) Stabilization period i.e. maturing processes defined and IT implemented (may 3 to 4 months) Metro project go live i.e. operational start of metro (Dec 2019) Post metro go live till this engagement ends From OSO engagement delivery perspective: - o OSO is not expected to work on ground, and on ground activities will be controlled by GC o A full OSO team is required till IT project go-live o A lean OSO team will be required till completion of NMRCL project i.e. starting of metro operations a gradual reduction o A leaner team during O&M phase of the metro project a gradual reduction o Not all the OSO resources are required continuously onsite. Some OSO resources can be onsite on demand as well. o The key resources (21) are mix of OSO + ERP + 5D BIM. Bidder can propose additional resources however will need to justify same to NMRCL o Bidder is free to propose own view on OSO team deployment in all 3 stages referred above o Bidder need to justify the resource plan including OSO to NMRCL. NMRCL will compare same against their own calculation for OSO role & team size o NMRCL has agreed to provide seating space for 20 resources. However if bidder need additional space NMRCL can check for such temporary seating arrangement. Bidder can also plan his own space for additional resources Page 5 of 6
