4 - Centralized location which facilitates the coordination of health-related response to emergencies/disasters based on Standard Operating Procedures (SOPs) - Operates in crisis/non-crisis situations - Responsible for monitoring and identifying events that may require organization-wide response EOC activated when: 1. country capacity is exceeded 2. regional response mobilization required 3. international assistance likely to occur
