2 Chicago Traffic Management Center (TMC) Proposed in the early 2000s with a core building and Advanced Traffic Management System (ATMS) to centralize traffic management TMC is now refers to ~25 Intelligent Transportation Systems (ITS) projects of which the ATMS is the hub

3 TMC Concept The ATMS and the other ITS projects together will create an integrated software system and infrastructure (TMC) for centralizing command and control of traffic management operations in Chicago

4 Goals Utilize information technology to implement active traffic management Optimize traffic flow and safety on 4000 miles of city streets Improve event and incident management Prepare for the next generation of vehicles Shared, Electric, Automated, and Connected

6 ATMS Project Scope Develop an integrated and modular system that can be accessed from anywhere on the City network Create interfaces with external systems to collect and share data Procure and install hardware to support the ATMS operation Build network access to devices in the field

8 Focus on Data Integration The Internet of Things now afford us a large number of data sources We are building a mechanism to access the data and contextualizing it in realtime With the right mix of data we hope to sense changes in roadway conditions as it happens and do something about it

12 911 and 311 Data Nearly 20, and 5, calls every day 200+ traffic crashes each day Challenge is in identifying events relevant to traffic management

13 Red Light and Speed Enforcement Cameras Chicago has one of the largest network of automated enforcement cameras About 300 red light and 150 speed cameras All these cameras count vehicles and measure speed round the clock Problems: Two separate vendors using cellular technology to transmit the data back to their cloud servers Vehicle counts are transmitted to the back office only when network is not busy

14 Surveillance Camera Network Our office of Emergency Management and Communication (OEMC) has access to over 25,000 surveillance cameras ATMS project will make these camera feeds available for traffic management Opportunity Newer video analytics technologies can take these video feeds to produce speed, volume, and occupancy data for any location for any desired duration

15 GPS Feed from Transit Buses In 2009 we developed the application to monitor and publish arterial traffic conditions utilizing GPS feeds from Chicago Transit Authority buses Over 2000 buses provides 30 second updates on location and speed 5:50 PM 6/10/16

16 GPS data from Taxi cabs and City owned vehicles 7000 GPS equipped taxi cabs 2000 GPS equipped city vehicles Taxi s have to provide their data to City by City statute but real-time feed in not necessary We are working with two primary vendors who process the credit cards for the taxis to provide us the data GPS data from City owned vehicles is easy to obtain but the GPS feeds are about a minute apart

17 Airline and Train Arrivals and Departures O Hare and Midway airports have a combined yearly passenger load of about 100 million passengers a year Certain days and times have more air traffic than the other days what is the corresponding impact on traffic? Commuter train operator (Metra) is working on an API to provide train location information in real time

18 Permits and Special Events 18 On street construction and right-of-way usage (e.g. block parties, parades) have a significant impact on traffic Special events bring in thousands of additional motorists into saturated areas (July 4 th fire works, Bears football game etc.) City creates detour routes around events ATMS will collect the data from the permits system and combine this with real time estimates to identify or predict congested areas

19 Freeway Traffic Conditions Available to from the State of Illinois thru the Lake Michigan Gateway Alliance (LMIGA) What can we say about traffic conditions in downtown in the next hour based on the volume of traffic towards the city on the freeways 50 miles outside the city limits

20 Electric Grid and Weather Real time updates on power outages are going to be collected from the electric utility (ComEd) Rain or snow during the evening rush hour creates the worst traffic conditions Granular weather data available through sensors

21 Smart City Parking Working on a Smart City Parking Solution by building a private/public partnership Collect real-time availability from private and public parking garages (~100,000 spots) Collect real-time data on street parking from the on street parking operator (about 35,000 spots) Install a network of dynamic message signs to notify drivers of the closest parking available White labeled website and mobile app Trolley service linking parking garages to major attractions

22 Interconnected Traffic Signals 14 projects under design Challenge is to reach every one of the 3000 plus signals It costs us USD $1 million for each mile of fiber interconnect Alternatives 5G Network being installed in Chicago Google Fiber Wireless mesh plans for street lights Utilize fiber installs by third parties Private partnership to monetize signal controller data in return for network connectivity

23 Live Traffic Signal Phasing Data Working with a private company to collect real time signal phasing information from 3000 signals The private/public model will allow the concessioner to monetize the data while we get access to the data from all our signals
