2 Scenaris The fllwing scenaris have been designed t test the capacity f the cnsrtium t fulfil the peratinal needs f the service. The situatin depicted and the examples selected are nt real and have been created exclusively fr the purpse f this test. Nnetheless, they are a representative selectin f situatins that culd be activities f the Cpernicus Service in Supprt t EU External Actin. The results f these scenaris must be included as an annex t the technical prpsal fllwing the instructins prvided fr each scenari. The weight f the scenaris is f 30 pint ut f the ttal f 70 pints awarded t the technical evaluatin. The fllwing table summarises the distributin f pints amng the different scenaris. 3 Scenari 01 Nn-gespatial Surces. 1. Purpse The purpse f this scenari is t test the capacity f the Tenderer t extract infrmatin n a gegraphic envirnment using nn-gespatial data surces, achieving a cmplete gd quality dataset. 2. Evaluatin The final prduct will be evaluated accrding the fllwing criteria: - Cmpleteness f the prvided dataset. - Quality f the prvided dataset. 3. Descriptin In the cntext f cntingency planning in the city f Nairbi, a census f all the available health facilities is expected. Users are expecting t have infrmatin n: - Exact lcatin f all health facilities in the area. - Available capacities f each health facility. 4. Input N particular input is prvided fr this scenari besides the lcatin (Nairbi) and the user needs as expressed in the descriptin. 5. Expected Output A gespatial dataset with the infrmatin that satisfies the user needs. Any frmat readable by ArcGIS is accepted (shapefile, feature class, etc.). Page 3 f 8

4 Scenari 02 Prductin Sample, DGI. 1. Purpse The purpse f this scenari is t create a small prduct sample t demnstrate the capacity t create prducts as expected by the Service. 2. Evaluatin The final prduct will be evaluated accrding the fllwing criteria: - Organisatin f layers, map layut and legend, including apprpriate naming. - Attentin f cartgraphic principles. - Quality f the prvided dataset. 3. Descriptin The Eurpean External Actin Service requires updated cartgraphy n given lcatin. The purpse f the required urban map is t serve as fficial cartgraphy fr all ptential purpses assciated t the new law enfrcement missin that is currently under planning. These ptential purpses may include: - Cntingency planning. - Lcal Navigatin. 4. Input Fr the creatin f this prduct, the fllwing input must be cnsidered: - Available imagery and Area f Interest (in shapefile), as prvided. - The fllwing extractin guidelines: Infrmatin Layers: All urban man-made features fr apprpriate representatin fr 1:10K scale mapping, with particular attentin t buildings perfrming an fficial rle (gvernment, justice and administratin). Cartgraphic Cnsideratins: Include cartgraphic elements such as gegraphic and prjectin grids, scale bar, legend, descriptin, etc. Extractin Criteria: Fllw the guidelines f the DGI Image Map prduct, as prvided in the prtfli. 5. Expected Output The utput is a full deliverable including cartgraphic utput in a single map sheet 1:10K and the assciated GDB and MXD files with symblgy. Page 4 f 8

5 Scenari 03 Prductin Sample, FIR. 1. Purpse The purpse f this scenari is t create a small prduct sample t demnstrate the capacity t create prducts as expected by the Service. 2. Evaluatin The final prduct will be evaluated accrding the fllwing criteria: - Clarity f the final reprt. - Quality f the prvided dataset. 3. Descriptin The current situatin in Smalia is dire and it is causing a flw f refugees int neighburing cuntries such as Ethipia. The newcmers are settling inside the city f Dl and the security situatin is deterirating fast. In reactin t this situatin a missin is under planning phase. The Missin will attempt t: - Enable the rganisatin f a refugee camp at Dl, Ethipia. The refugee camp will require t be prperly secured and assisted. - Establish a lgistic entry pint fr the arrival f humanitarian help. - Supprt lcal authrities in lcal cntrl f the brder with Smalia. Within this cntext, and t supprt t the planning phase, the request is t generate a First Impressin Reprt ver the city f Bangui, trying t identify: - Recent changes in the area, in particular signs f arrival f refugees. - Main transprtatin facilities and peratinal status. - Ptential lcatins fr brder crssing. 4. Input Fr the creatin f this prduct, the fllwing input must be cnsidered: - Available imagery (bth pre and pst images are prvided). - User needs as expressed abve. 5. Expected Output The utput is a full deliverable, a First Impressin Reprt, with a maximum f 10 pages. Page 5 f 8

6 Scenari 04 Prductin Planning 1. Purpse The purpse f this scenari is t evaluate the capacity f the cnsrtium t analyse the cntext and needs f an activatin and prepare a prductin plan that culd ptentially satisfy the user needs. 2. Evaluatin The evaluatin f the prpsals presented by the tenderers will be based n the prductin plan prduced as described in Scenari 04 Sectin 5 - Errr! Reference surce nt fund.. The aspects that will be evaluated will be: - Selectin and descriptin f prducts: Gd planning will be able t identify and plan a realistic apprach t prductin. Gd planning will als be able t identify the sequence f tasks and hw the expected utputs can realistically prduce relevant intelligence. - Use f analysis methdlgies that will satisfy the expected data: Prper identificatin f analysis methds will allw t generate datasets that can satisfy the user needs. In particular, cmbinatins f different methds will enrich the final intelligence created. - Identificatin f the influence f cntext in the analysis f imagery: Accurate identificatin f activity patterns in the cntext f the activatin is essential t creatin f relevant intelligence: 3. Descriptin Tw NGO wrkers have been kidnapped in Khartum, Sudan. They have remained in captivity during the last three mnths and negtiatins are underging. The satellite phne used by the captrs allwed the plice t narrw dwn the lcatin f the captives t and industrial area in Suth East Khartum (see Figure 1). Input The fllwing inputs must be assumed fr the prductin planning: - There are fur prductin assets, which can be assumed t cver all pssible skills. - The list f available prducts as prvided in Appendix A Technical Specificatins. - Any cmbinatin f imagery that culd be realistically acquired. 5. Expected Output The expected utput is a prductin plan including a table f utputs, a prductin plan and a cntext analysis, as described in the fllwing paragraphs. : a.
