6 CHAPTER I INTRODUCTION

7 1. Introduction Mineral trading activities as one of the ASEAN countries revenues should be well-managed in order to give a sustainable contribution in relating to well-documented mineral trade data as required information. In this case, ASEAN countries should manage all data of mineral trade in one integrated database system which can provide minerals trade information online to increase ASEAN revenues. A supporting media is needed to strengthen mineral corporation among ASEAN member states by creating an application to combine mineral data trade in order to know supply and demand of mineral in ASEAN region and the world as follow up action of mineral cooperation work plan of ASEAN plus three as outlined herewith : a. Facilitate trade and investment in the mineral sector for mutual benefits, as well as forge closer cooperation in capacity building in the mineral sector. b. Enhance collaboration in research and development activities for the sustainable development of the mineral sector. c. Encourage private sector participation and public-private sector collaboration in the development and/or implementation of joint cooperation in programs and activities related to the sustainable development of mineral resources in the region. d. Promote technical information exchange, experience and best practices on, among others, the development of the ASEAN Mineral Database, scientific and technological research and development of geosciences, the sustainable development of mineral resources. Indonesia and Malaysia as coordinator and responsible for WGMID (Working Group on Mineral Information Database) under ASOMM (ASEAN Senior Officials Meeting on Minerals) work together to finish the development of ASEAN Minerals Trade Database application in ASEAN Minerals Trade Database application is sub database of ASEAN Mineral Database and Information System which an integrated database web based application to provide facility of managing ASEAN mineral trade data and information. This application is developed by Center for Geological Resources, Agency of Geology, Ministry of Energy and Mineral Resources of Republic of Indonesia. ASEAN minerals trade database application is developed using open source software, such as Free BSD Operating System, Apache Web Server, PHP and Java Script Language Program, PostGre SQL Database, Source Edit Editor Program. This application can be accessed online through internet (web based) and the output of the application is dynamic information in table and graph form. All open source software can be downloaded from below URL : System Requirements System requirements of user clients to access ASEAN minerals information and database application are : 1. Computer minimum Intel Pentium III or equal. 2. Hard disk capacity minimum 10 GB. 3. RAM minimum 256 MB. 4. Operating System Windows XP. 5. Browser Internet Explorer User Access Rights There are three types of user access rights in ASEAN minerals trade database application, i.e. : 1-1

Country administrator of mineral trade database application can add, edit, and delete data of mineral trade that cover company, legislation, trade export import, supply demand, research and development in each ASEAN member country. 2. Publisher of ASEAN portal can add, edit, delete, and post ASEAN mineral news/article in homepage of ASEAN mineral information and database system portal. 3. Public user can only view all data in ASEAN mineral information and database system. 4. Reference Tables There are twelve reference tables in ASEAN minerals trade database application, i.e. : 1. Commodity type table. 2. Metallic mineral table. 3. Non metallic mineral table. 4. Mineral energy table. 5. Business category table. 6. RD category table. 7. Legislation category table. 8. SITC_HS table. 9. Unit table. 10. Currency table 11. Country table. 12. Province table. 5. Trade Concept EXPORTS Goods (locally produced or manufactured or imported for subsequent re=exports) are regarded as exports when they are taken out of the country. It is also termed as general exports. RE-EXPORTS Goods are regarded as re-exports when they are taken out of the country in the same form as they were imported without any transformation. Re-packing, sorting or grading processes are not considered as part of the transformation process. IMPORTS Goods are regarded as imports when they are brought into the country either directly or into bonded warehouses, irrespective of whether such goods are for consumption, to be processed, use in manufacturing or subsequent re-exports to other countries. It is also termed as general imports. BALANCE OF TRADE The balance of trade is the difference between the value of exports and imports. When exports exceed imports it is regarded as a surplus while a deficit is registered when imports exceed exports. C.I.F. (Cost, Insurance, and Freight) Imports are valued on a C.I.F. (Cost, Insurance and Freight) basis, that is, the value of the goods in the market at the statistical/customs frontier of the importing country, including all charges for transport and insurance whilst in transit but excluding the cost of unloading from the carrier unless it is borne by the carrier. F.O.B. (Free On Board) Exports are valued on a F.O.B. (Free On Board) basis, that is. The value of the goods in the market at the statistical/customs frontier of the exporting country, including all costs of transporting of the goods to the statistical/customs frontier, export and other duties payable as well as the cost of loading the goods onto the carrier unless the latter cost is borne by the carrier. Administrator Homepage The administrator homepage is divided into ten main menus : a. Home Home menu contains banner and menu title of administrator homepage. b. File File menu contains three sub menus : - Logout has function to logout from administrator page - Change Password has function to change password of user admin - Exit has function to exit from administrator page c. Company Company menu contains one sub menu : - Company Form Entry has function to input, edit and delete data of mining companies in each ASEAN Member Country. d. Legislation Legislation menu contains one sub menu : - Legislation Form Entry has function to input, edit and delete data of mineral development and environment legislation in each ASEAN Member Country. e. Trade Trade menu contains one sub menu : - Trade Form Entry has function to input, edit and delete data of trade export and import of mineral in each ASEAN Member Country. 2-1

Supply_Demand Supply_Demand menu contains one sub menu : - Supply Demand Form Entry has function to input, edit and delete data of supply, demand, production, and consumption of mineral in each ASEAN Member Country. g. RD RD menu contains one sub menu : - RD Form Entry has function to input, edit and delete data of research and development institutions in each ASEAN Member Country. h. Tables Tables menu contains six sub menus : - Category contains table of business category, Research and Development (RD) category, and legislation category. - Commodity contains table of commodity type, metallic mineral, non metallic mineral, and mineral energy. - SITC-HS contains table of sitc and hs codes of commodity. - Currency contains table of ASEAN countries currency. - Unit contains table of unit system. - Places contains table of ASEAN countries, provinces, districts, sub districts, and location. i. 18 Sub Menus The ASEAN trade administrator page provides the following main buttons : a. Add New Button : To create new form. b. Detail Button or Edit Button : To view and edit content of chosen form. c. Delete Button : To delete content of chosen form. d. Status Button : To know data status whether a field in reports table has already been filled or not. e. Back Button : To return previous administrator page. f. Choose Button : To choose option. 4. File Menu File menu consists of three sub menus as the following : 1. Logout 2. Change Password 3. Exit Go to File section at the administrator page. 2-3

19 4.1. Sub Menu Logout Sub menu Logout has function to logout from administrator page and return to administrator login page. Click Yes button to logout from administrator page and will go to administrator login page or No button to return to administrator homepage Sub Menu Change Password Sub menu Change Password has function to change password of user. 1. Type Old Password (case sensitive). 2. Type New Password (case sensitive). 3. Retype New Password (case sensitive). 4. Click OK button to accept the form or cancel to cancel changing password Sub Menu Exit Sub menu Exit has function to exit from administrator page and close the window. 1. Cick OK button. 2-4

20 2a. Click Yes button to close the window. 2b. Click No button to return to administrator homepage. 5. Company Menu Company menu consists of only one sub menu i.e. company form entry. This form is used to fill the form of mining companies data. Go to Company menu, then choose Company Form Entry. 1. Click Add New button to add company. 2. Click this button to choose country. 2-5

21 3. Select one of the country from the country Table radio button, then click OK button to accept the option or Cancel button to cancel the option. 4. Click this button to choose province. 5. Select one of the province that related to the country from the province Table radio button, then click OK button to accept the option or Cancel button to cancel the option. 2-6

22 6. Click this button to choose business category. 7. Select one of the business category of company from the business category Table radio button, then click OK button to accept the option or Cancel button to cancel the option. 8. Type company name, address, phone, fax, product, contact person, mobile, , URL address, partner, business info, keyword in the field box. The company name must be filled. 9. Click OK button to accept the form. 2-7

23 10. Click Edit to edit the company form. 11. Edit the necessary field in the company form. 12. Click OK button to accept the form. 13. Click Delete to delete the company form. 2-8

24 14. Click Yes to confirm deletion of the company form or No to cancel. 6. Legislation Menu Legislation menu consists of only one sub menu i.e. legislation form entry. This form is used to fill the form of legislation data. Go to Legislation menu, then choose Legislation Form Entry. 1. Click Add New button to add legislation. 2. Click this button to choose country. 3. Select one of the country from the country Table radio button, then click OK button to accept the option or Cancel button to cancel the option. 2-9

25 4. Click this button to choose legislation category. 5. Select one of the legislation category from the legislation category Table radio button, then click OK button to accept the option or Cancel button to cancel the option. 6. Type legislation name, legislation number, legislation code, year of validation, signature/author. 7. Click Browse button to upload file of legislation in PDF form. 2-10

26 8. Select one of the legislation pdf file from your own computer, then click Open button to accept the option or Cancel button to cancel the option. 9. Click OK button to accept the form. 10. Click Edit to edit the legislation form. 2-11

27 11. Edit the necessary field in the legislation form. 12. Click OK button to accept the form. 13. Click Delete to delete the legislation form. 14. Click Yes to confirm deletion of the legislation form or No to cancel. 7. Trade Menu Trade menu consists of only one sub menu i.e. trade form entry. This form is used to fill the form of trade export and import data. Go to Trade menu, then choose Trade Form Entry. 2-12

28 7.1. Export Form 2. Click Export Detail button under Content column to view and edit chosen Export Commodity. 1b. Click Edit button to edit chosen commodity type of export/import. 1c. Click Delete button to delete chosen commodity type of export/import. 1a. Click Add New button to add commodity type of export/import. 3. Click Add New button to add or Edit button to edit or Delete button to delete SITC Code of Export Commodity. 4. Click this button to choose SITC Code. 2-13

29 5. Select one of the SITC/HS Code from the SITC_HS Table radio button, then click OK button to accept the option or Cancel button to cancel the option. 6. After choosing SITC Code from list of SITC_HS, the HS Code and Commodity Description will be shown up automatically, so you don have to type the HS Code and Commodity Description. 7. Click OK button to accept the form. 8. Click Destination Detail button under Content column to view and edit destination country of chosen export commodity. 2-14

30 9. Click Add New button to add or Edit button to edit or Delete button to delete destination country of export commodity. 10. Click this button to choose country of export destination. 2-15

31 11. Select one of the export destination country from the country Table radio button, then click OK button to accept the option or Cancel button to cancel the option. 13. Use this tool to count conversion between local and USD currency, copy the numeric into the related field box. 12. Type local export value, USD export value, quantity with numeric (for decimal, use dot(.) to separate number, e.g : 3.5), year (4 digits). 14. Click this button to choose unit. 16. Click OK button to accept the form. 15. Select one of the unit from the unit Table radio button, then click OK button to accept the option or Cancel button to cancel the option. 2-16

32 7.2. Import Form 2. Click Import Detail button under Content column to view and edit chosen Import Commodity. 1b. Click Edit button to edit chosen commodity type of export/import. 1c. Click Delete button to delete chosen commodity type of export/import. 1a. Click Add New button to add commodity type of export/import. 3. Click Add New button to add or Edit button to edit or Delete button to delete SITC Code of Import Commodity. 4. Click this button to choose SITC Code. 2-17

33 5. Select one of the SITC/HS Code from the SITC_HS Table radio button, then click OK button to accept the option or Cancel button to cancel the option. 6. After choosing SITC Code from list of SITC_HS, the HS Code and Commodity Description will be shown up automatically, so you don have to type the HS Code and Commodity Description. 7. Click OK button to accept the form. 8. Click Origin Detail button under Content column to view and edit origin country of chosen import commodity. 2-18

34 9. Click Add New button to add or Edit button to edit or Delete button to delete origin country of import commodity. 10. Click this button to choose country of import oigin. 11. Select one of the import origin country from the country Table radio button, then click OK button to accept the option or Cancel button to cancel the option. 2-19
