2 Challenges for Complex Incidents Effective incident management for emergency services requires coordination and information sharing among multiple responders. Incident response and scene management is hampered by the inability of resources to communicate, particularly in a mobile environment. Fragmented and indirect communication takes time and adds unnecessary delay and risk. The inability to communicate is evident during major traffic incidents, and other events including school violence, major crimes, train and aircraft accidents, major fires, and major weather events. 2 IBM MICAS 9/13/2005

3 Session Description This session describes the use of ad-hoc and wireless networking, mobile and handheld computing, and context-based spatial computer applications to manage resources for high-rise office buildings, wildland fires, multi-casualty, bomb threats and other forms of complex emergency incidents. 3 IBM MICAS 9/13/2005

4 Functional Requirements Supports any type of incident, agency or multi-agencies Geospatial based incident management (map based) Create and manage incidents views, locations and facilities Depict resource groups, document assignments and locations Create incident structures based on any ICS organization Documents command goals, strategies and tactics Perform geospatial queries Generate pre defined NIMS based ICS reports Subdivide incident based on roles/geography Maintain pre incident information Preplans, incident structures, resources and personnel, maps, incident structures, run cards, options, maps, organizations, 4 IBM MICAS 9/13/2005

5 The Challenge How to deliver: A system that has 100% availability Has unlimited scalability Supports gigabytes of disparate data that is both static and dynamic Can operate with no predefined infrastructure Operates connected, disconnected and occasionally connected Supports a highly adaptive, scalable and flexible methodology Is very graphical and intuitive Uses spatial capabilities whenever possible Has no measurable response times Is generally used by non IT personnel Has to seamlessly fold into line of business operations Offers immediate and tangible value to the user as well as the supporting organizations 5 IBM MICAS 9/13/2005

9 The incident was well documented with its objectives, strategies, tactics, all known exposures, current incident conditions, hazards and all relevant information. Due to the use of the MICAS applications and wireless data network, each officer and crew leader was fully aware of all relevant information at all times. When there were changes due to objectives or strategies, each incident resource new this immediately and could take appropriate action. The incident command staff constantly monitored the status of the incident and the location of their crews without the necessity of using the voice radio network, leaving it for conversational and emergency use. 9 IBM MICAS 9/13/2005

11 Glossary of Terms Command Board A visual means of describing the physical layout, resources and their relationships at an incident ECB Electronic Command Board Wireless Broadband Networks Any of the wireless networks that provides high speed data (i.e. > 300 kbs) Wireless LANs Wireless Local Area Networks (computer to computer) for carrying voice, video and data (ex WiFi, a/b/g) Ad Hoc Networks A form of self forming wireless broadband communications where each device is a repeater CAD Computer Aided Dispatch Handheld Computer A small computer that can be held in a hand or placed in a pocket Tablet PC A personal computer that has no keyboard and is operated like a tablet with a stylus or finger MICAS Mobile Incident Command and Accountability System. A computer system that helps manage first responder incidents Context Based Applications A computer application that takes into consideration multiple factors within their context. For example Resources: what they are doing, where they are doing it, what the environment around them is like, etc. Resource The individuals, teams or other human controlled assets that respond to emergency incidents Geospatial - A term used to describe a class of data that has a geographic or spatial nature. GIS Geographic Information Systems IM Instant Messaging.
