Cameras on Campus Presented by: Corporal Wade MacAdam University of California Police (UCPD) Berkeley Objectives Discuss the variety of uses for cameras and how different campus constituents are affected and involved in implementation. Identify the challenges/requirements/obstacles that need to be considered when implementing cameras for specific uses. Describe what the compliance professional should consider now and in the future as technology changes and how they can be proactive in addressing the challenges. Background Showing that video systems are used to help deter and promote a safe and secure campus environment, our police department created a Video Security Applications policy in Under our policy, we review and approve any existing or proposed video system. We worked in partnership with our campus IT for video footage storage (and chain of custody) and we worked with our District Attorney for proper focus, frames per second, image configuration, and ability to be played in court. We maintain admin rights and provide viewing rights to the campus client. Footage downloaded (as a forensic tool) is granted by police case number. 1
Background (continued) To date, our campus maintains over 1,000 security cameras spread out over the five cities within our jurisdiction. Aside from our campus specific policy, we assisted with our systemwide policy for all ten campus in California. Camera Uses Recommended areas Entries / Exits Asset areas Mandatory areas (per policy) Cash handling areas Animal research Increased Control Sources (radiological) Exemptions Cameras within an ATM Faculty research / webcasts Video phones/intercoms Camera Uses Privacy: UCPD will not approve camera positions with views of residential spaces, with the exception of the use of video monitoring for criminal investigations. The focus of cameras used in video surveillance will not cover areas where there is an expectation of privacy. This does not preclude monitoring the exterior of buildings. 2
Camera Uses / Purpose Entries / Exits Asset areas Cash handling areas Animal research Increased Control Sources Targeted Violence detection Burglary/robbery deterrence/detection Liability, deterrence, detection Liability, deterrence, detection Liability, deterrence, detection Cameras within an ATM Faculty research / webcasts Video phones/intercoms Deterrence, detection Faculty improvement Convenience 3
Camera Uses / Purpose / implementation Entries / Exits Asset areas Cash handling areas Animal research Increased Control Sources Building Managers, Police Staff, Risk, Police Controllers Office Animal Care Staff Environment, Health, Safety Cameras within an ATM Faculty research / webcasts Video phones/intercoms Non affiliate vendor Department Chair/Dean Building Manager, Staff Requirements No decoy or dummy cameras Camera Selection/Design Facial detail recognition for court Camera Placement Law enforcement input (aim for direction of flight) System Access Law enforcement access (admin rights) User/client (viewing rights) Requirements: design 4
Challenges Cost Instead of one client buying a camera system and storage, have storage shared by multiple camera systems/clients Disobedience Rogue systems with cameras in inappropriate areas Rogue systems that are not operational (false sense of security) Campus non affiliates Federal Census Bureau leased space Banking institution leased space Obstacles FERPA Blur outnon involved parties Human Resources Bargaining contracts Faculty Research: Public Observation Adults only Opt out options for those who don t want to be filmed Other projects Involving minors Privacy areas Individual offices Leisure areas (cafeteria, lunchroom, lounge) Toilet facilities, shower rooms, changing rooms Negative Compliance Areas Affirmative Duty Compliance Color code cameras to advertise to public? Blue for mandated Yellow for research 5
Video signage Avoid the word surveillance (gives impression of live monitoring) Security Cameras In Use What is coming? License plate readers (gate entries, Parking Enforcement) Body worn cameras (law enforcement) NCAA compliance (athletics) 6
Create a policy or create a video system vetting workgroup Risk Services Law Enforcement Campus Privacy Officer Human Resources We are safer with more cameras vs trust in society/climate 7
Forthishiddenalcoveinbetweenbuildingswhereanactivity generator was created, would you support exterior cameras? I have nothing to hide. Why should I care about privacy? Controlled environment vs creative environment Learning is personal Creativity requires time to develop and freedom to take risks It s a fundamental right (similar to free speech) Freedom from afraid of being watched all the time Any questions?
