4 FOCUSING ON VIOLENCE PREVENTION In 215 the Los Angeles Police Department will focus on violence prevention. Citywide Domestic Violence Prevention Initiative Due to an increase in aggravated assaults, we analyzed the available data and determined that nearly one third of the increase was due to domestic violence. Therefore, we have developed a Citywide Domestic Violence Prevention and Outreach Initiative. The program will increase domestic violence awareness, prevention and resources under a coordinated campaign developed in partnership with the Los Angeles Department of Public Works, Los Angeles City Attorney s Office, Los Angeles District Attorney s Office and the Los Angeles Unified School District. We are launching a Mobile App linking users to domestic violence information, services, protective/restraining order information, and other useful and current guides designed to educate the public, increase reporting and ultimately to reduce the violence we have seen in domestic settings. Smart Policing Street-Level Violence Prevention Initiative Our analysis also indicates that a portion of our increase in serious assaults is due to street-level crime. In 215, the LAPD will leverage newly awarded federal grant funding to expand our Smart Policing Initiative with the Bureau of Justice Assistance. By using the latest forecasting technology and analysis tools, we will be better able to focus police resources to prevent crimes before they happen, by being in the right place at the right time. These cameras will provide audio and video recordings of police encounters with the public, that will guard against officer misconduct and clear officers who are falsely accused of wrongdoing. Digital In-Car and Body-Worn Video Cameras Digital In-Car Video Cameras will be implemented Citywide in all geographic Areas and will provide recorded video and audio from patrol vehicles during public contacts. The LAPD will be the largest agency to outfit all patrol personnel with Body-Worn Video Cameras. The Body-Worn Video Cameras will provide an accurate picture of how our officers conduct themselves during the hundreds of thousands of public encounters they have each year. Data Integrity Unit The Los Angeles Police Department has established a Data Integrity Unit in an effort to ensure that our crime numbers are accurate and that they conform to the standards established by the Federal Bureau of Investigation s Uniform Crime Reporting (UCR) Program. This unit will provide training to our officers and civilian employees on how to identify, classify and categorize crimes according to the UCR. The unit will provide support and will conduct audits and inspections of crime data throughout the year to maintain the integrity of the data that contribute to our crime reporting program. It is of the utmost importance that the public have faith in the accurate reporting of crime. 6 STRENGTHENING POLICE TRAINING AND EDUCATION Without properly trained police officers, our society could not successfully function. The LAPD continues to focus on training its recruits and its officers on topics that improve performance and enhance safety for the public and for the police. Mental Health Intervention In 215, we are going to improve and expand upon programs that train and educate our officers about mental health, use of force, tolerance and the overall de-escalation of violence. By June of 215, all officers will have completed a Mental Illness Update course and will begin taking our new 36-hour Mental Health Intervention Training course. This course incorporates numerous scenarios and is implemented in partnership with professionals from the Department of Mental Health. Fair and Impartial Policing All Command Staff completed a Fair and Impartial Policing Course presented by professionals from the University of South Florida. This focus on fair and impartial policing at all levels of the police department will be expanded. Museum of Tolerance, Beyond Diversity Training The Museum of Tolerance will provide training for patrol officers throughout 215. Chief Beck has directed that all members of the LAPD, sworn and civilian, will need to understand that every aspect of our work must contribute directly or indirectly to building community trust. On the Use of Force Over the past year, the LAPD has been assessing all Uses of Force and examining areas in which training could be improved to better address what officers are facing in the field today. Modifications to current training will be implemented and monitored for how performance is impacted in the field. Getting out in the community, dealing with the daily issues that concern people, earning their respect and co-operation in preventing crime are all at the core of what it is to be effective and trusted in the communities we police. The LAPD has expanded its capacity to build bridges with the community through youth programs, through the City s Gang Reduction and Youth Development (GRYD), through its Citizen Advisory Board and by providing outlets for our youth to get to know officers through sports programs. This year, we plan to expand programs that have been described as relationship policing. These programs have proven successful in bridging the gap between the police and the people we serve and protect. We are investing in long term relationship building to break down generational divides between communities and their police officers. We have found that tutoring and mentoring are far more effective than citing and arresting and we intend to continue this trend.
