1 Cameras on Campus Presented by: Corporal Wade MacAdam University of California Police (UCPD) Berkeley Objectives Discuss the variety of uses for cameras and how different campus constituents are affected and involved in implementation. Identify the challenges/requirements/obstacles that need to be considered when implementing cameras for specific uses. Describe what the compliance professional should consider now and in the future as technology changes and how they can be proactive in addressing the challenges. 1

2 Background Showing that video systems are used to help deter and promote a safe and secure campus environment, our police department created a Video Security Applications policy in Under our policy, we review and approve any existing or proposed video system. We worked in partnership with our campus IT for video footage storage (and chain of custody) and we worked with our District Attorney for proper focus, frames per second, image configuration, and ability to be played in court. We maintain admin rights and provide viewing rights to the campus client. Footage downloaded (as a forensic tool) is granted by police case number. Background (continued) To date, our campus maintains over 1,000 security cameras spread out over the five cities within our jurisdiction. Aside from our campus specific policy, we assisted with our systemwide policy for all ten campus in California. 2

The focus of cameras used in video surveillance will not cover areas where there is an expectation of privacy. This does not preclude monitoring the exterior of buildings. 3
