3 Page 3 of 8 OBJECTIVE: This report is a survey of the commercial building located at 1799 University Avenue. Crime Prevention Through Environmental Design (CPTED) principles, along with general security standards, will be applied to address crime prevention and safety at the facility. The use of CPTED principles provides a way to deter crimes from occurring at a location, decreasing the fear of crime, and improving the sense of safety for the location s occupants and/or users. CPTED accomplishes this through the use of four overlapping principles: Natural Surveillance: The placement of physical features, activities, and people, in ways that maximize the ability to observe what is occurring in a given space. Territorial Reinforcement: The use of buildings, fences, signs, pavement, and other structural elements to express ownership. Access Control: The physical guidance and control of people into, through, and out of a space of building through the placement of doors, gates, fencing, landscaping, locks, or other types of barriers. Maintenance: The upkeep/maintenance of an area or structure to reinforce the appearance of ownership and control. The recommendations in this report are based on the above listed CPTED principles. The recommendations can be applied individually, but the greatest potential effect on crime prevention will occur if all the recommendations are applied. It should be noted that CPTED is a useful tool in crime prevention, but it will not be successful without the implementation of, and the adherence to, a general security plan and/or procedures involving the businesses management and staff. 2
4 Page 4 of 8 PURPOSE: Planning & Development Application for Use Permit (UP) Modification to create a new restaurant at 1799 University Avenue with expanded hours of operation. Proposed use hours: 8 am to 2 am All week OVERVIEW: 1799 University Avenue is located just west of Downtown Berkeley and is within 1000 feet of several multi-unit apartment buildings, a transitional youth center (YEAH, 1744 University Avenue), a major City of Berkeley Park (Ohlone Park), as well as several other businesses. Since November 2012, there has been at least 71 service calls within 1000 feet of 1799 University Avenue by the Berkeley Police Department (see below from BPD s CrimeView Community). 3
5 Page 5 of 8 ASSESSMENT & RECOMMENDATIONS FOR THE BUILDING S EXTERIOR General Exterior Recommendations: 1. Lighting: a. Exterior lighting should be positioned in such a way as to illuminate all areas of 1799 University Avenue s property. The lighting should be sufficient enough to provide clear facial recognition and good color rendition within 25 feet. This should make any person clearly visible on or about the premises during the hours of darkness. It will also provide a safe, secure environment for all persons, property, and vehicles on site. b. All exterior doors should have their own light source. The light source should adequately illuminate the door, entryway, as well as the presence of any person in the door area. c. Any monument/building identification signs should have their own light source. 2. Landscaping: a. Plants and shrubs should be trimmed to a maximum height of 42 inches. b. Tree canopy heights should be trimmed to a minimum height of 7 feet, to provide better surveillance from the street. c. Consider the use of thorny or bristled plantings under vulnerable or sensitive windows. 3. Signage: a. All doors into the building that are not the main entrance should be posted as such, and signs should direct visitors to the main entrance. b. No Trespassing signs should be posted near all doors to the building that alert individuals who are not patrons or authorized guests of 1799 University Avenue. 4
6 Page 6 of 8 Specific Exterior Recommendations: 1. Lighting: I recommend that two light sources be added to the building s west façade illuminating the adjacent building s (1775 University Avenue) parking lot. Although, the adjacent parking lot is not intended for patrons of 1799 University Avenue s use, the parking lot does not prohibit it allowing patrons to frequently utilize it. 2. Security Cameras: I recommend that security cameras be installed on the exterior of the building to provide monitoring for the Grant Street façade as well as the building s north parking lot and adjacent west parking lot (1775 University Avenue). Ideally, the video monitors to the cameras should be located near a place staff is available to monitor them during business hours. The cameras should also be linked to a Digital Video Recorder (DVR) so that images are captured and recorded even after business hours. 5
7 Page 7 of 8 ASSESSMENT AND RECOMMENDATIONS FOR BUILDING S INTERIOR General Interior Recommendation: 1. Doors and Locks: I recommend that the business have a secure location for staff to lock their personal valuables/belongings such as a locker or locker room. Specific Interior Recommendation: 1. Security Cameras: At minimum, I recommend that a camera be positioned to cover the interior of the front door as well as the cashier s area. 6
