2 Introduction January 20, 2016 Brown City Community Schools (BCCS) is requesting competitive pricing proposals for services and/or products, including any eligible installation fees, eligible for funding under the E-rate program. Assume all terms are for one year running from July 1 through June 30. Please clearly indicate on any proposal if required terms extend beyond this term. This RFP includes items for Form 470 Application Number: It is unlikely that any proposals will be accepted without E-rate funding approval. Proposal Requirements Deadline and Contact Information All proposals must be received by 7:00 AM, Tuesday, April 26, 2016 and can be sent to, as well as any inquiries: ATTENTION: Roy Hickman, Technology Director PHONE: (810) rhickman@bc.k12.mi.us is the preferred means of contact, as specified on the above Form 470 applications, please include a subject of E-Rate Bid. Identify Non-Eligible Services or Products IMPORTANT! All proposals must clearly indicate and include a separate itemized list of any services or products which are NOT eligible for funding under the E-rate program as defined in the Schools and Libraries Universal Service Eligible Services List for the respective funding year. ( Right to Reject Proposal The school district reserves the right to waive irregularities and to accept and/or reject any or all proposals. 2
3 Statement of Non Iran Linked Business Pursuant to Michigan Law, the Iran Economic Sanctions Act, 2012 PA 517, MCL et seq., before accepting any bid or proposal, or entering into any contract for goods or services with a prospective vendor, the vendor must certify that it is not an IRAN LINKED BUSINESS, as defined by law. Any proposals that do not include a sworn and notarized statement (Vendor Certification Statement) that the prospective vendor is not an Iran linked business shall NOT be accepted. A Vendor Certification Statement of the Iran Economic Sanctions Act is available at: Service Provider Invoicing (SPI) & Invoice Requirements Any awarded bids must allow for billing USAC directly the discounted portion of any e-rate eligible products/services, commonly referred to as Service Provider Invoicing (SPI). All invoices consisting of one-time purchases must include a detailed itemized list of all products/services with any ineligible items clearly indicated on a separate itemized list. No Spam Any proposal may be rejected as well as all from the involved originating domain may be permanently blocked for any vendor that sends unsolicited, irrelevant, or otherwise deemed as spam. Priority One Services and Products: Telecommunications and Internet Access Wireless (Cellular) Telephone BCCS is seeking wireless telephone services and/or products, including any eligible installation fees, for up to fifteen (15) phones and other related eligible services and/or products. 3
4 Priority Two Services and Products: Internal Connections BCCS is seeking eligible services and/or products, including any eligible installation fees, to provide and transport data throughout district facilities. Due to funding limitations some items may not be acquired or may be modified depending on the total costs. Building drawings and photos of MDF/IDF equipment cabinets are available at: Notice of Intent to Submit Proposal Vendors intending to submit a proposal for Priority Two Services and Products should notify the person listed above in the section labeled Deadline and Contact Information via to receive notices of correction or clarity. Projects This initiative has been broken into the following four projects. Vendors may opt to bid on any or all projects listed. Each project must be bid separately and may be awarded as individual projects. These projects should include all services, products, and maintenance (see Basic Maintenance of Eligible Broadband Internal Connections Components ) discussed later in this document. 1. Wireless Network 2. Fiber Connectivity Between Wiring Closets 3. Ethernet Switches 4. Servers 1. Wireless Network BCCS is seeking to replace its wireless network to provide adequate coverage and capacity for a minimum of three (3) devices per user with complete coverage of the educational facilities, approximately 30 users per room (refer to building drawings in Appendix), and include support for multiple VLANs and SSIDs through a central management system. Must include all necessary data connections (two (2) per AP) from a relative wiring closet to support proposed access points. Include all installation, materials, mounting hardware, licensing, activation, initial configuration, testing/certification, and other fees. Please indicate any deviations or recommendations. 4
5 No data connections for wifi access points should be constructed with HS IDF 2 or NEW IDF (refer to building drawings in Appendix) as an endpoint. Requested configuration: 50 Ruckus ZoneFlex R710 Wireless Access Points 50 dual Cat 6 data drops (100 total, 50x2) to each Access Point. Include all installation, materials, mounting hardware, licensing, activation, initial configuration, testing/certification, and other fees. Option 1.1 Qty 1 Ruckus Zone Director 3000 and related licenses Option 1.2 Licenses to share Tuscola ISD s Ruckus Virtual SmartCell Gateway. (i.e. Qty 50 L SG00) We are open to explore other options. 2. Fiber Connectivity Between Wiring Closets BCCS is seeking to upgrade our non-rated fiber optic connections between the MDF and the various wiring closets to support a minimum of 10 Gbps connections. All proposals should include all necessary installation, termination panels, connectors, materials, mounting hardware, testing/certification, and other fees. Please indicate any deviations or recommendations. See Campus Map with MDF/IDFs & Fiber Runs in the appendix of this document for more information. Photos of the wiring closets are also available in the appendix MDF to HS IDF 1 (approx. 180 ft, including two 12 vertical movements) Fiber innerduct (1.25 ) is installed between the two closets containing non-rated multimode fiber, this fiber must remain intact and functional. Add OM4 multimode fiber optic cable. The existing fiber allows for a direct connection between MDF and ESC IDF 1 via a fiber patch cable located in HS IDF 1. The cost to replace the direct buried cable between HS IDF 1 and ESC IDF 1 is estimated to be too high to support six users. Leaving the existing fiber between MDF and HS IDF 1 will allow a direct connection between MDF and ESC IDF MDF to HS IDF 2 (approx. 286 ft, including two 12 vertical movements) Fiber innerduct (1.25 ) is installed between the two closets containing non-rated multimode fiber. This existing fiber may be removed. Add OM4 multi-mode fiber optic cable MDF to HS IDF 3 (approx. 293 ft, including two 12 vertical movements) Fiber innerduct (1.25 ) is installed between the two closets containing non-rated multimode fiber. This existing fiber may be removed. Add OM4 multi-mode fiber optic cable. 5
6 2.4. MDF to NEW IDF (approx ft, including two 12 vertical movements) Add OM4 Multi-mode fiber optic cable Option Installation of the OM4 cable may be able to be performed by our maintenance staff. All other products / services related to installation would be needed MDF to EL IDF 1 (approx. 639 ft, including four 12 vertical movements) Fiber innerduct (1.25 ) and underground conduit (2 ) is installed between the two closets containing single mode fiber and 100 pair copper. Leave single mode fiber in place or replace with multi-mode fiber as indicated in OPTION Option 2.8.1: Add OM4 multi-mode fiber optic cable. Discussed below in further detail EL IDF 1 to EL IDF 2 (approx. 382 ft, including two 12 vertical movements) Fiber innerduct (1.25 ) is installed between the two closets containing non-rated multimode fiber. This existing fiber may be removed. Add single mode fiber optic cable to allow for a direct fiber connection from EL IDF 2 to MDF. Option 2.8.1: Add OM4 multi-mode fiber optic cable. Discussed below in further detail EL IDF 1 to EL IDF 3 (approx. 479 ft, including two 12 vertical movements) Fiber innerduct (1.25 ) is installed between the two closets containing non-rated multimode fiber. This existing fiber may be removed. Add single mode fiber optic cable to allow for a direct fiber connection from EL IDF 3 to MDF. Option 2.8.1: Add OM4 multi-mode fiber optic cable. Discussed below in further detail Option: We are weighing the cost / performance difference of creating direct single-mode connections for each individual elementary IDF back to the MDF versus multi-mode fiber and the lower costs of multimode modules. A direct single-mode connection from each elementary IDF back to the MDF may be accomplished by replacing the multimode fiber between EL IDF 1 and the other two IDFs within the elementary with single-mode fiber. Patch cords in EL IDF 1 would complete the connection. This would allow the VOIP office phones to stay alive more easily upon a power outage. Also, it would allow for a full 10 Gbps direct connection to each closet from the MDF. The alternative would be multimode spokes from EL IDF 1 to the other two IDFs. The question is: is it more feasible to replace the single mode fiber between buildings with OM4 and use less expensive modules? Unfortunately, the multimode runs exceed 300 meters preventing direct connections back to the MDF. 6
7 We are open to explore other options. 3. Ethernet Switches Please see the appendix for our Existing Network Infrastructure. Include all installation, materials, mounting hardware, connecting/patch cables, licensing, activation, initial configuration, testing/certification, and other fees. Please indicate any deviations or recommendations. Option 3.1 network management solution Option 3.2 with and without eligible installation (mounting of equipment and physical connections, i.e. plugging in patch cords), still include configuration. Items and quantities may be adjusted depending on the fiber optic connectivity design implemented under option Servers BCCS is seeking the following eligible caching servers, including any eligible installation fees, and other related eligible services and/or: a) Apple caching servers QTY 2 Include any eligible fees. Option with and without eligible installation, activation, and initial configuration. 7

Basic Maintenance of Eligible Broadband Internal Connections Components BCCS is seeking eligible basic maintenance services and/or products relevant to eligible services and/or products included as part of proposals in response to this RFP.
