2 Page 1 of 6 The World Bank Group Consultations on the Philippine Country Partnership Strategy for July 2013-June 2016 Feedback Summary Date: November 8, 2012 Venue: Ateneo de Naga University, Naga City No. of Participants 49 This document summarizes the issues, concerns, comments, and suggestions raised during the plenary sessions. The plenary included the discussions of the Philippine Development Plan, the World Bank Group in the Philippines, the development of the World Bank Group country partnership strategy, and the reports of the following focus groups: 1. Governance / modernizing institutions: Helping government to be more effective and accountable 2. Social development and safety nets: Improving social service delivery, protecting the poor and vulnerable 3. Economic policies and programs: Creating opportunities for more and better jobs 4. Climate change and disaster risk reduction The focus group discussions sought to respond to the following guide questions: 1. Based on the plenary discussion and the input from the focus group discussion (FGD) resource person/s, what development areas would you like to discuss in this FGD (i.e., any one the 4 focus groups enumerated above)? 2. Choose the top three development areas that the group should discuss in this FGD. 3. Looking at the top 3 areas, discuss to build a shared understanding of what these development areas are and help identify one or two critical issues or concerns that need to be addressed within the next three years. 4. In which particular areas/concerns do you think the World Bank Group s support will be? Clearly describe the support you expect the Bank to provide, for example, Technical Assistance for which areas? Facilitating Dialogues on which subjects? Coordinating what activities? Conduct studies on what areas? Financing for which projects/interventions? Advisory services on what specific concerns? 5. For each area and support identified, with whom or with which organizations or institutions should the Bank engage/partner with to successfully achieve the desired results?

3 Page 2 of 6 a. Governance / institutions: Helping government to be more effective and accountable 1. Bottom-up budgeting 1. Transparency of the national government budget. (It is not clear to LGUs whether their proposals to the national government are taken into consideration or given priority. No feedback from the national government.) LGU availment of the national government s programs and projects. (While some LGUs enjoy closeness to the regional office and are able to catch programs of different departments, there are those that have no such access.) Transparency in selecting LGUs under bottom up budgeting. (While some say an LGU is chosen because it is poor, if you examine those that are included, not all are really poor.) The persons tasked to accomplish the form are the same ones who accomplish the Public Financial Management Assessment Team using the same data.) Time given to prepare Local Poverty Reduction Action Plan is too short. (Those not included in bottom up budgeting are given only two weeks to prepare the Local Poverty Reduction Action Planning.) Information flow between national government and LGUs. 1. Capacity building for LGUs. Disseminate information regarding the bottom up budgeting approach. 1. Leagues of municipalities and provinces, DILG, DBM, DSWD, NAPC

4 Page 3 of 6 2. IRA allocation 3. Empowering communities to participate in governance 2. As new cities are created, IRA allocation is not increased so cities are getting less allocation. 3. Unlike Naga, not all communities are able to participate in governance and monitor LGU projects. 2. Improve the efficiency and equity of IRA allocation. Increase the share of LGUs in revenue allocations Provide WB support directly to LGUs. Advocacy for reforms in IRA allocation for LGUs based on poverty level. 3. Sustainability of citizen monitoring. Low awareness and appreciation of K Financing for livelihood programs. Lack of coherence in implementation from training to marketing and sustainability. 1. Leveraging of funds (grants must have certain conditions like mounting an awareness program, raising revenues to match WB funding). 2. WB funding for expanded government assistance to students and teachers in private education for Grades 11 to 12. Funding for capacity building of teachers and school officials. 3.
