Intermediate Level apprentices will train as Sales Assistants, Customer Service Assistants and Stockroom Assistants as well as more specialist roles such as Beauty Consultants. Advanced Level apprentices will train in senior or specialist retail role e.g. Senior Sales Assistants, Craft Experts, Style Advisers, Visual Merchandise Supervisors, Team Leaders, Department or Store Managers.

9 Purpose of this framework Summary of the purpose of the framework Defining Apprenticeships An Apprenticeship is a job with an accompanying skills development programme designed by employers in the sector. It allows the apprentice to gain technical knowledge and real practical experience, along with functional and personal skills, required for their immediate job and future career. These are acquired through a mix of learning in the workplace, formal off the job training and the opportunity to practice and embed new skills in a real work context. This broader mix differentiates the Apprenticeship experience from training delivered to meet narrowly focused job needs. All apprentices commencing their Apprenticeship must have an Apprenticeship Agreement between the employer and the apprentice. This can be used to reinforce the understanding of the requirements of the Apprenticeship. On completion of the Apprenticeship the apprentice must be able to undertake the full range of duties, in the range of circumstances appropriate to the job, confidently and competently to the standard set by the industry. Profile of the Retail Industry On average, retail accounts for 10% of the workforce whatever the economic circumstances and, even in this challenging trading environment, it is likely to remain the largest private sector employer for the forseeable future. The sector faces a number of challenges including: recruitment and retention retail experiences a higher than average staff turnover at 17% across the sector and is still considered by some as a job in a shop and not as a career of first choice; there are a number of skills shortages in the sector which include employability and customer handling skills; the current economic climate finds the retail sector battling to sustain their business under intense financial pressure which means that it has to make the best of the resources it has to increase productivity; redundancy on a large scale in the retail sector is very different from mass redundancies

10 in sectors such as manufacturing; when large chains close, the impact on local employment is spread across the whole of the UK; whilst women and those from Black and other minority ethnic groups are well represented in the general workforce, they are less represented at senior and Board level. Although conditions are undoubtedly extremely challenging, the diversity and distributed nature of retail means that it has the potential to emerge from the recession in a stronger position following a period of retrenchment and consolidation. Part of this emergence from recession will come through employers investing in skills, which will ensure that they have the skilled staff they need to take full advantage of the upturn when it comes. Employer support for this Apprenticeship The Retail Apprenticeship and the component qualifications have been developed through consultation with employers and partners in order to ensure that they meet the needs of the retail sector. Many employers, such as Tesco, B&Q, Superdrug, Booths and Sainsbury's, to name but a few, are offering programmes through a 'business-as-usual' model, and a number of other retailers are well on their way to introducing them. These engaged employers represent 16% of the total workforce, or around 490,000 employees, with scope for this number to be dramatically increased. The development of new qualification units focusing on multi-channel retail was supported by the following employers; Debenhams, Superdrug, The Co-Operative Group, Argos, Boots and Laura Ashley. The Retail Apprenticeships are relevant to 1.8 million employees in the retail sector and remains popular with employers with provisional figures for 2011/2012 showing over 30,000 starts for level 2 and 3 s. This trend is anticipated to continue. Specific job roles for apprentices Intermediate level apprentices will train as Sales Assistants, Customer Service Assistants and Stockroom Assistants as well as more specialist roles such as Beauty Consultants. Advanced Level apprentices will train in senior or specialist retail role e.g. Senior Sales Assistants, Craft Experts, Style Advisers, Visual Merchandise Supervisors, Team Leaders, Department or Store Managers. Aims and objectives of this framework (England) The aim of this Apprenticeship is to contribute to meeting the skills shortages in the sector and to promote the sector as a career of choice to the wider community.

11 The objectives are to: provide retailers of all sizes with access to a quality training programme; attract new talent into retail to contribute towards meeting skills shortages; upskill the existing workforce; provide a career path and progression into senior jobs.

12 Entry conditions for this framework This framework does not impose any entry restrictions as retailers employ individuals from all abilities. Employers are looking for applicants who have a keen interest in providing high levels of customer service and can be flexible with their skills. Initial Assessment Training providers and employers will use initial assessment to ensure that applicants have a fair opportunity to demonstrate their ability and to tailor programmes to meet individual needs. This process will identify prior qualifications and experience which may count towards achievement of the framework. Where this is the case, apprentices will be encouraged to undertake new learning at a higher level and develop new skills.

Apprentices will undergo an initial assessment to identify prior learning and experience which may count towards the achievement of this Apprenticeship. Progression from the Intermediate Level Apprenticeship in Retail Jobs: on completion of this Apprenticeship, apprentices will be competent to works as a Sales Assistant or Stock Room Assistant; following further training and development, apprentices may wish to progress into level 3 jobs such as senior sales assistant or Team Supervisor; apprentices may wish to move into specialist roles such as warehousing or cash office administration; the apprentice may wish to have a period of consolidation within their current role and further develop additional retail skills, either at the same level or at a higher level. Pathway 1 Employee rights and responsibilities ERR Delivery The nine outcomes for Employee Rights and Responsibilities are embedded in the mandatory units of the knowledge-based qualifications in this pathway. ERR is, therefore, delivered and assessed as part of these qualifications. The apprentice's induction is an important way of meeting some of the ERR requirements and apprentices must cover health and safety at the beginning of the Apprenticeship. Recording Providers must ensure that apprentices use an awarding organisation portfolio of evidence to record where and how they have learned about ERR. Evidence of ERR The ERR unit is contained within the knowledge qualification for all pathways, therefore, evidence for this will be the certificate for this qualification. The knowledge certificate must be submitted to Skillsmart Retail UK when applying for an Apprenticeship completion certificate, along with a signed declaration form. From 19th December 2013, providers should upload Version 3 of the ACE Apprenticeship Declaration and Authorisation form as part of the certification process.
