This framework will help to attract, retain and develop talent into a range of Specialist occupations at Intermediate (Level 2) and Advanced (level 3) in Construction Specialist and provide progression to supervisory and management level in order to provide the industry with a well trained productive workforce. Occupations for this framework are listed under pathways for this framework within the document.

5 Purpose of this framework Summary of the purpose of the framework Construction Specialist framework has a role in supplying a qualified workforce to small and medium enterprises (SMEs). The vast majority of companies in the sector are small, with over 97% employing fewer than 25 people. Only 1% of sector businesses employ more than 60 people, although these firms carry out a disproportionate share of the work by. Over one-third (38%) of the construction workforce in England is self-employed. Self-employment is particularly high in the main craft trades where it averages around 60% of the workforce, and is also highly concentrated in some regions. Regional analysis shows proportions of self-employment above 40% in London, the East, and South East, as well as the West Midlands. There are 1,817,049 employees in construction in England, and by the year 2015, a further 38,630 new recruits will be needed to fill the posts of those that retire or leave the industry. The following is the annual recruitment for Construction Specialist for the period 2011 to Building Envelope specialists 1860 Plasterers and Dry Liners 990 Roofers 590 Floorers 1530 Specialist Building Operatives 1210 Scaffolders 320 Steel erectors/structural 660 Construction Managers 3,200 The priorities for the sector for 2010 to 2014 are to: improve productivity attract, retain and develop talent increase diversity improve supervisory, management and leadership skills collaborate with employers and stakeholders. An Apprenticeship in construction follows a pattern of vocational training to meet the requirements of a ConstructionSkills' approved framework. This enables them to develop skills and knowledge which they can then demonstrate and evidence in a real construction environment. The Intermediate (Level 2) and Advanced (Level 3) Apprenticeships in Specialist occupations have been meeting the needs of employers since the mid 1990 s.

6 This has been developed to help meet the skills priorities of the industry and for England by: continuing to provide qualifications required by employers to help their business grow by providing a flexible entry route to attract applicants from a under represented groups by including literacy, numeracy, problem solving and employability skills to develop the confidence of apprentices to take with them throughout their working life meeting the requirements of the Specification of Apprenticeship Standards for England (SASE). This framework includes the following occupations at Intermediate (Level 2) and Advanced (Level 3) in Construction Civil Engineering. Intermediate (Level 2) Accessing and Rigging Applied Waterproof Membranes Cladding Occupations Wall and Floor Tiling Fitted Interiors Floorcovering Interior Systems Mastic Ashalt Plastering Roofing Occupations Stonemasonry Advanced (Level 3) Plastering Roofing Occupations Stonemasonry Wall and Floor Tiling Aims and objectives of this framework (England) The aim of this framework is to attract, retain and develop talent into a range of Specialist occupations at Intermediate (Level 2) and Advanced (Level 3) in Construction Specialist and provide progression to supervisory and management level, in order to provide the industry with a well trained productive workforce.

7 1. Attract new people from a range of diverse backgrounds into Construction Specialist to broaden the industry talent pool in England. 2. To provide broad-based training for a range of occupations in Construction Specialist in order to retain staff and increase productivity. 3. To provide a structured career path for Construction Specialist occupations to progress to higher level jobs using further and higher education. Entry conditions for this framework There are a variety of ways to enter an in Construction Specialist, for example: step into construction the women and work sector pathways initiative (W&WSPI) previously worked in construction e.g. as a labourer completed a young scheme (14-16) in construction achieved a Construction and Built Environment Diploma (14 19) Functional Skills English and Maths, or Key Skills Application of Number and Communication Foundation Learning Tier (a craft occupation at Level 1) A Levels and GCSEs work experience and a positive attitude Construction Youth Trust that supports young people s journey to work Have a suitable level of physical fitness to perform some aspects of the job (moving and handling resources, placing and fixing materials) RULES TO AVOID REPEATING QUALIFICATIONS Processes exist to make sure that applicants with prior knowledge, qualifications and experience are not disadvantaged by having to repeat learning. Training providers and awarding organisations will be able to advise on the current rules for accrediting prior learning and recognising prior experience. An Intermediate (Level 2) Apprenticeship and Advanced (Level 3) Apprenticeship framework must specify that an apprentice must achieve (or have achieved) Functional Skills/GCSE (with enhanced functional content) and Key Skills these are listed under Transferable Skills in this framework document Knowledge qualifications: If applicants already have one of the Intermediate (Level 2) or Advanced (Level 3) Knowledge Qualifications before starting their (see knowledge qualifications page), they can count this and do not have to redo the qualification, providing that they have achieved this qualification within five years of starting the

8 . The hours they spent gaining the qualification will also count towards the minimum hours required for this framework. Competence qualifications: If applicants already have the Intermediate (Level 2) or Advanced (Level 3) Competence Qualification (see competence qualifications page) for the they cannot count this, it must be achieved as part of the. Prior experience: Applicants already working in the sector may be able to have their prior experience recognised by the Awarding Organisation, and this will count towards the competence and knowledge within this framework. Initial Assessment Training providers and employers will use initial assessment to ensure that applicants have a fair opportunity to demonstrate their ability, and to tailor programmes to meet individual needs whilst recognising prior qualifications and experience. Training providers will be able to use Access to Work funding to support apprentices, for example, with additional coaching and mentoring. Entry to an scheme will usually involve a skills learning exercise. This exercise is not a barrier to entry to the, but has been put in place to gauge the candidate s ability for the, and enable extra support and guidance to be given to the candidate if required. Apprentices in the framework can expect to be continually assessed to gauge their suitability for progression to an Advanced (Level 3) Apprenticeship. In some occupational areas apprentices would be expected to work at height and outside in all seasonal weather conditions. They could also be expected to travel to sites or in some cases, stay in lodgings whilst working away from home.

Progression from this pathway There is not an Advanced Apprenticeship (Level 3) for Accessing and Rigging Operations (Scaffolding); however, there are opportunities to progress to an NVQ Level 3 in Scaffolding which is recognised by the Construction Scaffolding Records Scheme (CSRC) and delivered at approved assessment centres After gaining work experience in the chosen occupational area there are also opportunities to progress into occupational work supervision, management or technical support areas.

Pathway 1 Delivery and assessment of employee rights and responsibilities Delivery of ERR ConstructionSkills ERR is an induction programme for direct entrants and will be delivered as knowledge within all levels of the framework. There is a training specification at which must be used by providers delivering ERR. The content of ERR delivery is as follows: 1 The candidate knows that the employers and employees have a range of statutory rights and responsibilities under Employment Law and the employment can be affected by other legislation as well. 2 The candidate knows that there are procedures and documentation in their organisation which recognise and protect their relationship with their employer. 3 The candidate knows there are a range of sources of information and advice available to them on their employment rights and responsibilities. 4 The candidate understands the role played by their occupation within their organisation and industry. 5 The candidate has an informed view of the types of career pathways that are open to them. 6 The candidate knows the types of representative bodies relevant to their industry and organisation, and their main roles and responsibilities. 7 The candidate knows where and how to get information and advice on their industry, occupation, training and career. 8 The candidate can describe and work within their organisation principles and codes of practice. 9 The candidate recognises and can form a view on issues of public concern that affect their organisation and industry. Evidence of ERR ConstructionSkills will accept only one method of recording ERR. How equality and diversity will be met How Equality and Diversity will be met The under-representation of women and ethnic minorities remains a priority issue for the industry. Labour force statistics show that when compared with the workforce as a whole, the sector remains amongst the most gender imbalanced in the economy. Whilst, the proportion of Black and Minority Ethic (BME) workers in construction employment has gradually risen over the past decade to represent 5% of the construction workforce in England, this compares poorly with the wider working population. ConstructionSkills approach to diversity is to focus on engaging employers in the business case for diversity, as well as on widening participation in education and training. Working with a range of national and local partners aimed at supporting employers in the improvement of their recruitment practices. The various ways this is being done include: Apprenticeships targets specifically for BAME groups and women aged The under-representation of women and the ethnic minorities remain a priority issue for the construction industry. The Women and Work Sector Pathways Initiative (W&WSPI) currently funded by ConstructionSkills until 2011, is a government funded initiative managed UKCES. The delivery of the programme is managed by ConstructionSkills. The initiative provides a proactive approach to aiding in the progression and retention of women into the sector alongside analysing the role of organisational cultures and their impact upon preventing women from entering the construction industry. Membership of the Construction Leadership and Diversity Forum following a recent Equality and Human Rights Commission inquiry into Race Discrimination in the Construction Industry (2009) ConstructionSkills has signed up to be involved with the forum. The forum aims to: Work with key agencies to engage small to medium enterprises (SMEs) Develop the business case for a diverse workforce Identify and share best practice Develop a standard Pre-Qualification Questionnaire for procurement Carryout a case study of the 2012 Olympic procurement and share best practice Develop a mentoring scheme for SMEs Review developments in the Equality bill to ensure procurement is a tool for incentivising good practice Raise awareness on recruitment practice Monitor Key providers on recruitment and retention of underrepresented apprentice groups Encourage promotion of careers in construction Ensure that data from key stakeholders is disaggregated to allow analysis of diversity.

148 Women and Manual Trades (WAMT) actively works to eliminate discrimination and reduce inequality in the construction and building services industry. It works to remove the barriers for women wishing to work or train in non-traditional industries, providing women with the opportunity and freedom to choose a career which fulfils their true potential at the same time as meeting employers needs by addressing the huge skill shortages across these industries. The Construction Youth Trust supports young people whose journey to work can be challenging due to barriers relating to their financial circumstances, lack of awareness of opportunities in the industry, low self esteem, gender or ethnicity. The Construction Youth Trust supports young people's journey to work through an integrated service that enables young people to: raise their industry awareness and aspirations increase their confidence obtain construction and employability skills acquire experience in the industry receive financial support, career advice and guidance and mentoring access training and employment opportunities. The Trust achieves its goal by undertaking a number of programmes ranging from individual bursaries to construction skills courses, and from work placement schemes to guidance sessions. Bursaries can cover the cost of course fees, travel costs or special purpose equipment. In some cases bursaries are given in partnership with major construction companies - such as BAA and Costain. By helping individuals to gain training and employment the Trust's work effectively tackles social exclusion and related disadvantage. The Trust is uniquely placed to help individuals and communities. They have wide-ranging contacts within the construction industry, including a Trustee body made up of senior figures within the sector, and expertise in working with young people and their communities. Positive Action activities activities aimed at ethnic minorities and women across the UK. These range from taster events and school careers activities to New Entrant Training support for college students. These are collaborations between ConstructionSkills Regional Delivery Teams, and local schools, colleges and community centres. National Construction College all apprentices attend Diversity and Equality Awareness workshops and all female trainees are mentored throughout their programme. The National Construction College is also developing diversity modules to include in its management and supervision courses. Best practice case study Notting Hill Housing Construction Training Initiative (CTI) Notting Hill Housing identified a mismatch locally that they decided to address in a practical way. A high percentage of their tenants were unemployed at a time when the Local Authority were re-building and refurbishing properties within the borough, and skills shortages had been identified. CTI was developed and began providing work placements and support to unemployed people. At the same time Notting Hill Housing recognised that the diversity of their trainees was important and set targets for themselves at 50 per cent for ethnic minority trainees and 10 per cent for women. The current intake, as a result of their initiative, consists of 65 per cent ethnic minority trainees and 15 per cent women (January 2010 figures). Candidates will achieve the PLTS by completing the qualifications that are quality assured by the AO and mentored by the training providers. Evidence of achievement is generated by the AO issuing certificates for competence and knowledge qualifications.
