2 WVRWA Training News at marks the eighth year for the publication of an annual pictorial calendar listing each WVRWA water and wastewater training session for January through December. Regular updates about the status of WVRWA training classes can be found on our website at A link located on the entrance page guides visitors to the WVRWA Training Schedules page where visitors can check on the status of any class. Pre-registration is being requested for all WVRWA classes. Additional copies of this calendar can be downloaded in Adobe PDF format from the Training News web page. The website also includes a form for online registration. Registration can also be accomplished by calling the WVRWA office at or by using the form provided with this calendar. Training Program Profiles Hours for Education and Learning Program Mary Hutson is the training specialist for WVRWA s Hours for Education and Learning Program (HELP). The HELP Program is funded in part under an agreement with the West Virginia Department of Health & Human Resources, Bureau for Public Health, Office of Environmental Health Services. HELP classes are listed in red on this calendar. Mary Hutson s address is maryhutson@citynet.net. ********************************** EPA Training Program The EPA Training and Technical Assistance Program is WVRWA s original flagship training program for water operators. It offers a wide variety of drinking water training sessions at convenient locations across the state. EPA classes are listed in blue type on this calendar. Rocky Bragg s address rockybragg@citynet.net *********************************** Wastewater Training Program For the past nine years, WVRWA has been providing outstanding classroom training for West Virginia s wastewater professionals at convenient locations in each region of the state. 3 OEHS Training News at The and Training (C&T) Program of OEHS oversees the certification of public water system operators, wastewater treatment works operators, backflow prevention assembly inspectors/testers, water well drillers and pump installers in West Virginia. C&T also provides the training and testing for monitoring well drillers in cooperation with the WV Department of Environmental Protection. The WV certification requirements for these professionals are based on public health protection. C&T continues to issue photo identification cards for certification. All certified individuals are encouraged to choose the nearest location and have a photo taken as soon as possible. OEHS recently developed the WV Basics and Advanced electronic courses for water operator continuing education hours. A total of 19.5 CEH s for water operators are available through these courses available on CDROM by request and online at OEHS is also reviewing and drafting proposed revisions to both 64CSR4 Public Water Systems Operator Regulations (2007) and 64CSR5 Wastewater Treatment Works and Operators (1995). These changes to both certifications will ultimately enhance public health protection. A summary of this endeavor is at training&certification. OEHS classes are listed in gold on this calendar. 4 WVETC Training News at The West Virginia Environmental Training Center was established in 1983 under the administration of the West Virginia Department of Education. Federal grant funds were obtained from the USEPA to construct and equip the facility for the purpose of providing training to wastewater and water plant operators. Continued operation is overseen by the Department of Education through Regional Education Service Agency The West Virginia Environmental Training Center provides training and technical assistance to wastewater and water professionals statewide. Operators, managers, inspectors, and technicians attend both certification courses and continuing education workshops offered throughout the year. About 75 programs per year are delivered to approximately 1,200 participants. Water and wastewater operator certification courses are offered at many levels, usually twice a year. A wide range of continuing education workshops and seminars are delivered each year which range in length from one to four days. These include process control, troubleshooting, maintenance, regulations, and management topics. Seminars of this kind are offered once or twice a year depending on demand. PRE-REGISTRATION IS REQUIRED. STUDENTS ARE REGISTERED ON A FIRST COME FIRST SERVED PAID BASIS. The ETC reserves the right to cancel any program if not enough registrations are received. 5 PSC Training News at The PSC supports and promotes a utility regulatory and transportation safety environment that balances the interests of all parties and pursues excellence through quality. We do so to ensure that reasonably priced and reliable utility services are available to all customers, and to increase business investment, job creation/retention, and the state s overall economic competitiveness. With the support of its skilled, knowledgeable and dedicated professionals, the Public Service Commission of West Virginia will continue to be a nationally recognized leader in utilities regulation and transportation safety. We will work tirelessly to assure: 1. Impartial and efficient resolution of all jurisdictional issues; 2. Public safety through inspections of motor carriers, railroads, and natural gas pipelines; 3. An increase in business investment, job creation/retention and the state s overall competitiveness; 4. An improvement in the standard of living and quality of life for the people of West Virginia; 5. That consumers receive the best value in utility service from financially viable and technically competent companies; and, 6. That utilities receive an opportunity to earn a fair return on their investment in regulated services. The seminars presented by the Public Service Commission of West Virginia are for the educational benefit of water and sewer utilities in West Virginia at no cost to the utility. The information presented is to help utility personnel, board members, and mayors have a better understanding of the PSC rules and regulations and the WV Code.
