2 ACTION ITEM 1 Approval of Minutes Draft minutes of the July 11, 2013 meeting of the Executive Committee are presented for review. Any modifications should be requested prior to Committee approval.

DRAFT Executive Committee Meeting Minutes July 11, 2013 Committee Members: Present: Lex Smith, Dr. Kathy Johnson, Mike McHugh, Claire Walker, Mark Barry Absent: None Quorum Present? Yes Others Present: PHWB Staff Jerome Salatino, Dianne Weiss Proceedings: Meeting called to order at 9.35 a.m. by Lex Smith. Lex Smith called the meeting to order at 9.35 a.m. Since Lex was participating via teleconference, he asked Mark Barry, who was participating in person, to preside over the meeting. Action Item Review and approve minutes of May 9 and May 23 meetings Mark called the member s attention to the minutes from the previous meetings and asked for any corrections or comments. With no corrections or comments, a motion was made to accept the minutes of the May 9 and May 23 meetings. MOTION made by Dr. Johnson and seconded by Mike McHugh to approve the minutes of the May 9 and May 23 meetings. Motion carried. Action Item 1 Release of RFP Outreach and Education In order to continue effective education and outreach programs focused on employers who encourage the employment of individuals with disabilities, an RFP is presented for release in the Pasco and Hernando area. The planned expenditure associated with the resulting contract(s) is to be no more than $25,000 in total. MOTION made by Mike McHugh and seconded by Dr. Johnson to approve the release of the RFP for Outreach and Education. Mark Barry abstained from voting. Motion carried. 4 ACTION ITEM 2 DEO Mandated Regional Branding BACKGROUND DEO announced the decision to create one brand name for the 24 workforce boards in Florida and allowed input from the boards in creating a new brand that would make it easier for job seekers and businesses to identify and access workforce services. CareerSource is the new Florida brand name for workforce. Board staff received recommendation from the Business Competitiveness Committee at their August 1, 2013 meeting on the regional brand name for Region 16. The Committee unanimously approved CareerSouce Pasco Hernando. JUSTIFICATION/REASON The new brand name must be approved by the Board and submitted to DEO for their approval. RECOMMENDATION: Staff recommends the Executive Committee, acting on behalf of the Board, approve the selection of the regional brand name, CareerSource Pasco Hernando, as selected by the Business Competitiveness Committee.
5 ACTION ITEM 3 Secret Shopper RFP BACKGROUND The Pasco Hernando Workforce Board provides workforce services to residents and businesses of Pasco and Hernando counties. In the delivery of these workforce services a high customer service standard is expected. Recently DEO cut TANF funding which adversely created a cut in staffing of Career Central one stops. Board staff is requesting a Secret Shopper survey be conducted to pin point customer service short falls if any since the reduction in staffing. The RFP will request the provider to do a Secret Shopper survey of Career Central three one stops, provide a report and corrective actions if needed and conduct a 6 month follow up to check the success of the corrective actions. The Secret Shopper will assist Career Central in maintaining a high level of customer service in delivering those needed workforce services to the job seeker and business community of Pasco and Hernando County. JUSTIFICATION/REASON The intent of the Secret Shopper Survey is to provide staff with methods of continuous improvement in delivering one stop services to residents and businesses of Pasco Hernando counties. With the reduction in TANF funding the expectation of providing workforce services is expected to remain at the same level before staff reduction. Board staff is recommending a proactive approach with solutions to eliminate future customer service problems. The Secret Shopper Survey will provide a real time picture of customer service after staff reductions. At their August 1, 2013 meeting, the Business Competitiveness Committee approved the Secret Shopper Survey in the amount of $5,000. RECOMMENDATION: Staff recommends the Executive Committee approve the $5,000 for the Secret Shopper survey.
6 ACTION ITEM 4 Annual Selection of Training Providers Program Year BACKGROUND Each year we are required to conduct an annual review of private training providers. This ensures that the Training Providers we engage meet the requirements of WIA. As of 7/25/2013, 18 providers have submitted application for consideration as training vendors. Staff has reviewed the applications of each provider to ensure that the programs offered correspond with the Region s Targeted Occupation List and that each vendor has submitted its licensure and catalog data. Each of their offered programs meeting the TOL requirements is listed as well as their quoted price for the training. Where there is more than one price listed, the training provider is offering different levels of training, i.e., certification/diploma/associates degree. JUSTIFICATION/REASON The information provided with this Action Item details the review of the 18 private training providers who submitted the requested information. 10 ACTION ITEM 6 PY Budget Modification #1 BACKGROUND Fiscal Year 2013 ended June 30, 2013, and carry forward funds have been determined. A budget modification is required to add these funds to the current fiscal year budget. In addition, new grant funds have been received since the original planning budget was approved. JUSTIFICATION/REASON The total available revenue budget has increased by $1,357,018 from $8,216,332 to $9,573,350. The expenditure budget has increased by $1,188,017 from $8,055,124 to $9,243,141. Unobligated funds have increased by $169,001 from $161,208 to $330, 209. Revenue changes are the result of the following: Differences in projected and actual carry forward and allocations $1,538,864 Addition of Wagner Peyser Rebranding allocation $62,500 Removal of Rent Receipts in Revenue Budget ($135,201) Increase in DEO Staff Salaries/Benefits ($109,143) Expenditure adjustments are the result of the following: Addition of one Business Services Consultant position $48,309 Addition for moving expenses of Admin and Zephyrhills locations $50,000 Addition of contract for Information Technology Services $143,000 Addition to Employed Worker Training $300,000 Increased reserve for Summer Youth 2015 $150,000 Increase Goodwill s WIA ITA/participant line item $239,813

12 INFORMATION ITEM 1 DEO Financial and Administrative Monitoring FY BACKGROUND DEO contracted with KPMG to perform financial and administrative monitoring of the workforce boards. KPMG monitored the period between April 1, 2011 and January 31, The KPMG report was submitted to DEO for review and approval, and DEO has subsequently been working with the PHWB to craft a corrective action plan JUSTIFICATION/REASON The three attachments which will be presented include: Attachment 1 is the KPMG Monitoring Report Attachment 2 is the DEO Corrective Action Plan Attachment 3 is the DEO Acceptance Letter RECOMMENDATION Information only.
