Purpose of the addendum The present addendum has been submitted to the BIPT in order to remove from the BRUO and BROBA Reference Offers the possibility to order BRUO Shared pair with voice services over ISDN and ADSL(2+) with voice services over ISDN. In this addendum ISDN refers to a legacy ISDN Basic Access voice service installed on a copper pair and terminated on an NT-1. The ordering of xdsl with voice services over ISDN is already partially removed from Reference Offers due to network & technology transformations of the Proximus network: - WBA VDSL2, - BROBA ADSL(2+) from ROP, - BROBA ADSL(2+) from LEX on ISAM, The ordering of xdsl with voice services over ISDN was never possible for certain services: - BROBA Re-ADSL - BROBA SDSL In the framework of the Building Outphasing program, ADSL(2+) nor BRUO shared pair with voice services over ISDN are possible once the LEX is closed (the list of the concerned local networks is available on the CWS personal page). The Proximus retail divisions stopped selling ADSL(2+) with voice services over ISDN since 2010, and it is a fact on the telecom market that it is currently very difficult to procure ADSL-modems which support ADSL(2+) with voice services over ISDN. The Proximus Wholesale division also sees nowadays a very low number of orders from OLOs for ADSL(2+) with voice services over ISDN and BRUO shared pair with voice services over ISDN. Considering all the above mentioned facts, it would be disproportionate to have to invest in the development of specific with voice services over ISDN -ordering flows in the context of the simplification brought by the ITS Agenda (cfr MSO project). Therefore, Proximus wants to announce a complete stopsell on BRUO shared pair with voice services over ISDN and ADSL(2+) with voice services over ISDN which starts 12 months after having notified it to the OLOs (once this addendum is approved). 2. Scope of this addendum This addendum is applicable for the BRUO Shared Pair with voice service over ISDN and the BROBA ADSL(2+) with voice service over ISDN, as described in the corresponding Reference Offers. Planning The present addendum has been submitted for approval to the BIPT aiming to send the stop-sell notification for BRUO shared pair with voice services over ISDN and BROBA ADSL(2+) with voice services over ISDN in January 2016, which means that Proximus would not accept any new order (including moves and auto-conversions to ISDN) of such services as from 1 February 2017 ( 1 ). A stop-service of the installed park of BRUO shared pair with voice services over ISDN and ADSL(2+) with voice services over ISDN is not planned yet. Currently the stop-service of installed lines is gradually notified in the framework of the Building Outphasing program and in the framework of planned ADSL(2+) from ROP and ADSL(2+) from LEX on ISAM migrations. 4. Ordering and provisioning Process Some flows are impacted in the ordering and provisioning process: - New orders of ADSL(2+) or BRUO shared pair with voice services over ISDN, - Conversion from ADSL(2+) or BRUO shared pair with voice services over PSTN to ADSL(2+) or BRUO shared pair with voice services over ISDN, - Conversion from ADSL(2+) without voice services or BRUO raw copper to ADSL(2+) or BRUO shared pair with voice services over ISDN, - Move of ADSL(2+) or BRUO shared pair with voice services over ISDN. It is not planned to develop these flows in the new ordering chain as this would be a disproportionate investment for the MSO project. As long as the current MTS ordering system remains in place, these specific flows will be blocked as from the stop-sell date that will be notified 12 months on beforehand. In order to minimize the IT impacts for OLOs and for Proximus, the current communication flows used during ordering and provisioning remain unchanged and changes of action types or fields of the XMLmessages are not foreseen. 5. E-Tools In the LLU Inquiry Tool, the inquiry for an active technical situation won t be possible anymore on ISDN lines as from the announced stop-sell date. The LLU inquiry tool will display a Network Evolution message with a stop-sell date in case of ISDN line check. In the xdsl Availability Tool, the ADSL(2+) availability check won t be possible anymore on ISDN lines as from the announced stop-sell date. 5 6. Fault reporting and repair process This addendum has no impact on the fault reporting and repair processes. The communication flows during reporting and during the repair process of the existing ADSL(2+) or BRUO shared pair with voice services over ISDN remain unchanged. 7. Pricing This addendum doesn t bring any change on the current pricing conditions as defined in the BRUO and BROBA Reference Offers. 8. Adaptation on BRUO documents The sections of the BRUO offer documents which are impacted by this Addendum are indicated in the subsequent paragraphs. Those adaptations refer to the consolidated version of the BRUO offer (Proximus s Reference ULL Offer approved by the BIPT on 06/02/2015), published on the Proximus website, at BRUO Main Body In chapter Access to the Shared Pair Service : add two new paragraphs just after current Proximus will not accept any new order of BRUO Shared Pair over ISDN as from 01/02/2017 ( 2 ), including: a. New orders of BRUO Shared Pair over ISDN, b. Conversion from BRUO Shared Pair over PSTN to BRUO Shared Pair over ISDN, c. Conversion from BRUO Raw Copper services to BRUO Shared Pair over ISDN, d. Move of BRUO Shared Pair over ISDN. 60. A global stop-service of the installed park BRUO Shared Pair over ISDN is not yet planned. Currently the stop-service of installed lines of BRUO Shared Pair over ISDN is factually notified in the framework of the Building Outphasing program. BRUO Annex E: Planning & Operations In chapter 6 Ordering of End-User connections - Raw Copper or Shared Pair : add a new paragraph in the introduction. 6 24. The ordering of a BRUO Shared Pair over ISDN will no longer be possible as from 01/02/2017 ( 2 ) onwards. In chapter 6.3 Ordering via XML on MTS system : in current 33, just after In the framework of Shared Pair an existing end-to-end PSTN or ISDN line with Proximus is a prerequisite, add an additional sentence. Remember that the activation of a BRUO Shared Pair over ISDN will no longer be possible as from 01/02/2017 ( 2 ) onwards. In Appendix A Statement of requirements, template for the Beneficiary : add a sentence after the table in section 4. Adaptation on BROBA documents The sections of the BROBA offer documents which are impacted by this Addendum are indicated in the subsequent paragraphs. In chapter 4.3 Activation of ADSL, Reach Extended ADSL2, ADSL2+ or SDSL on a specific End-User line : add a new paragraph just after current The activation of a BROBA II ADSL, or ADSL2+ with voice services over ISDN will no longer be possible as from 01/02/2017 ( 2 ) onwards. In chapter 4.5 Network Termination Point : in current 86, just after For ADSL or ADSL2+ and a single line ISDN service without Telecom installation, the Beneficiary will install a Full Rate splitter between the Proximus Network and the Network Termination Point at the End-User site. Proximus is responsible up to the splitter-splitter excluded, add an additional sentence. New installations on an ISDN-line will no longer be possible as from 01/02/2017 ( 2 ) onwards. BROBA Annex 4: Planning & Operations In chapter 7 Ordering ADSL or SDSL on a specific End-User Line : add a new paragraph just after current The ordering of a BROBA II ADSL, or ADSL2+ with voice services over ISDN will no longer be possible as from 01/02/2017 ( 2 ) onwards.
