This Supplemental Specification contains material requirements applicable to all solid-state (LED) highway lighting luminaires. It follows many of the requirements given by the ANSI/NEMA C136 Series Standards for Roadway and Area Lighting Equipment. 2 LED Light Source - LED module that is operated by and external driver Lumen Maintenance - The luminous flux output remaining (typically expressed as a percentage of the maximum output) at any selected operating time NVLAP - National Voluntary Laboratory Accreditation Program UL Underwriters Laboratories (UL, LLC) A. Optical System. Ensure that the luminaire delivers the photometric distribution stipulated in the plan (Type I, II, III, IV or V Roadway Distributions). Ensure that the distribution is clearly indicated on a label affixed to the interior. Provide an interior label conforming to ANSI/NEMA C in addition to the labeling requirement above. Assure the luminaire BUG ratings per IES TM-15-11do not exceed 1. B3-U1-G3 (Conventional) 2. B3-U0-G5 (High Mast Asymmetric) 3. B5-U0-G4 (High Mast Symmetric). Assure the LED Light Source meets ingress protection criteria of IP65, minimum (tunnel luminaires excepted, see below), per ANSI/NEMA C B. Housing. Furnish a housing of cast aluminum; minimum shell thickness shall be inch (50 mils). Assure the housing meets ingress protection criteria of IP54, minimum; this may be accomplished by the addition of manufacturer-installed optional sealing materials. Assure the enclosure is UL-listed as suitable for wet locations. Ensure that the housing has a flat area on the top side on which a level may be placed and read by a worker leveling the mounted luminaire on an erected support. Ensure that the door(s) providing access to the optical and electrical components have hinges and latches of corrosion resistant materials that remain securely closed during operation. Ensure silicone or neoprene polymer is used for gaskets and seals. Ensure that the exterior finish of the luminaire is a light gray color unless otherwise specified. C. Conventional Solid-State (LED) Luminaires Assure that the luminaire meets or exceeds the ANSI/NEMA C Vibration Test Level 2 (Bridge/Overpass Applications), 3.0 G. Ensure that the luminaire housing doors may be opened, closed, removed or installed without the use of tools. Ensure that the clamping mechanism for the slip-fit mounting accommodates both 1 1/4 inch and 2 inch nominal pipe mounting bracket. Ensure that a stop is provided as part of the housing to prevent over insertion of the bracket into the housing. 2

3 Ensure that the clamping mechanism engages at least 4 1/2 inches longitudinally along the arm of the bracket arm that uses a clamp secured by at least two hex-head bolts (no set screws). Ensure that the mounting clamp provides for leveling of the luminaire to the specified transverse and longitudinal position with respect to the roadway. Assure that any opening around the pipe tenon area is less than ¼-inch, per ANSI/NEMA C Ensure that, with the luminaire installed in its normal operating position, the label or decal is clearly legible in daylight from a distance of 50 feet below the installed luminaire; apply labeling that is in accordance with the provisions of ANSI/NEMA C Do not install twist-lock photocell receptacle unless specified in the Plans. Ensure the luminaire weighs less than 50 pounds. D. Wall Mounted Underpass Solid-State (LED) Luminaires. Assure that the luminaire meets or exceeds the ANSI/NEMA C Vibration Test Level 1 (Normal Applications), 1.5 G. Assure that a wire entry for the incoming power is provided on the top and one or both of the vertical side surfaces of the housing, that each entry is drilled and tapped for 3/4- inch conduit and that the unused entry is properly closed with the screw type plug supplied by the manufacturer. Ensure that the luminaire housing doors may be opened, closed, removed or installed without the use of special tools. Ensure that the housing can be mounted onto a vertical flat surface by means of cap screws or bolts through the wall side of the housing. Assure each luminaire includes a 10-amp line fuse. E. High Mast / Low Mast Solid-State (LED) Luminaires. Assure that the luminaire meets or exceeds the ANSI/NEMA C Vibration Test Level 2 (Bridge/Overpass Applications), 3.0 G. Ensure that the optical assembly is field rotatable to align the light distribution horizontally independent of the orientation of the arm supporting the luminaire. Assure that the luminaire is of substantial design adequate to operate at mounting heights up to and including 150 feet and wind velocities up to and including 90 mph with 3 psf of ice accumulation (all surfaces, including heat sink fins). Ensure that the luminaire mounts by means of a slip fit onto a horizontal 2-inch NPT pipe (2.375-inch O.D.) and that the luminaire s integral mounting provides adjustment for leveling but remains secure and does not twist about the mounting pipe of the bracket when subjected to the vibration and wind loads of the installation. Ensure that the maximum weight of the complete luminaire does not exceed 80 pounds and the maximum projected area does not exceed 3.5 square feet. F. Wall Mounted Tunnel Solid-State (LED) Luminaires. In addition to the requirements of D (above) for Underpass solid-state (LED) luminaires, the following specifications apply. Assure that the luminaire meets or exceeds the ANSI/NEMA C Vibration Test Level 1 (Normal Applications), 1.5 G. 3

4 Assure that driver modules with 0-10VDC dimming (10% to 100% required control range) are installed as part of the luminaire. Assure dimming inputs shall cause 100% drive if open-circuited. Assure the driver is rated IP67, minimum. Assure additional ingress protection against anticipated water streams used in tunnel maintenance: housing shall be rated IP66, minimum, and the installed housing shall withstand the following, continuously applied: psi cold water stream delivered through a ½-inch tapered nozzle at a distance of 6 feet psi, 2.5 gpm 140 F hot water stream delivered from a 15 to 40 fan nozzle at 2 feet. G. Post-Top Solid-State (LED) Luminaires. This category of luminaire is not being specified for use at this time. H. High-Tilt Conventional Solid-State (LED) Luminaires. This category of luminaire is not being specified for use at this time Energy Consumption. Assure the solid state (LED) luminaire uses 60% to 100% of the real power of the corresponding HPS luminaire it nominally replaces, including ballast. Any deviation from this general energy consumption specification must be approved by the Office of Roadway Engineering Light Output Requirements. A. Color Temperature and Scotopic Light. Assure the color temperature of the solid state (LED) luminaire is 3000K +/- 300K. No allowance shall be made for Scotopic light contribution in judging the equivalency of solid state (LED) versus HPS luminaires. B. Lumen Maintenance Life. Lumen Maintenance Life requirements are based on the commonly-published L70 data per IES TM according to the following formula: Φ(0) Φ(t) = e-αt Where Φ(0) is the initial luminous flux at time t = 0 Φ(t) is the luminous flux at time t > 0 α is a decay rate determined by experiment, usually at 70% or 50% (αt70 =.357, αt50 =.693) For all luminaires other than tunnel luminaires, the desired performance is an LD factor of no less than 0.90 at 60,000 hours at 25 C; this corresponds to a minimum projected L70 4

5 of 200,000 hours at 25 C, and shall be based on a minimum of 10,000 hours of data per IES-LM-08 and the IES-LM Annex D 6X rule. For tunnel lighting, the desired performance is an LD factor of no less than 0.84 at 100,000 hours at 25 C; this also corresponds to a minimum projected L70 of 200,000 hours at 25 C, and shall be based on a minimum of 17,000 hours of data per IES-LM-08 and the IES-LM Annex D 6X rule. Supply supporting data in IES TM Section 7.0 Report format Additional Material Requirements. A. Environmental. Luminaire operating temperature shall include the range -20 C to 40 C, with no L70 de-rating from -20 C through 25 C, per ANSI/NEMA C Operating humidity shall include the range 0% to 90% RH, non-condensing, without de-rating. B. Electrical. Assure the Driver Module is UL listed as complying with ANSI/UL 8750 Category FKSZ2, Drivers for Light-Emitting-Diode Arrays, Modules, and Controllers. Assure Driver ingress protection rating is IP65, minimum. Driver module shall be 1) autosensing over the nominal 120VAC to 277VAC nominal operating range, or 2) 480VAC nominal, as required. Driver module inputs shall be floating to accommodate phase-to-phase inputs. The current total harmonic distortion measured at the luminaire input terminals shall be less than 15% for voltages less than 277VAC and less than 20% for voltages 277VAC or higher. The turn-on inrush current shall be less than thirty (30) times the nominal load current. Terminal blocks shall meet the provisions of ANSI/NEMA C Part 11 and shall include a GROUND terminal. Noncurrent-carrying metal parts of the luminaire shall be bonded to the GROUND terminal. Driver shall comply with FCC Title 47 CFR 15 Class B electrical interference emission and immunity requirements. C. Mechanical. Assure the luminaire shall operate following a drop test which consists of sliding and/or dropping the unpowered luminaire onto a hard (smooth concrete) surface from a height of 1 foot, onto any non-glass portion of the luminaire enclosure, repeated at least three times; this ODOT-specific requirement simulates handling often experienced by the luminaire during highway lighting construction, with test failure represented by a failure to operate electrically. Minor mechanical/cosmetic damage resulting from this test is acceptable. Polymer refractive materials shall be UV-inhibited high impact plastic (such as acrylic or polycarbonate). Ensure glass refractive materials or windows shall be borosilicate glass free of striations and imperfections. The equivalent physical area for wind load calculations shall not exceed 3.0 square feet. 5

6 Thermal management shall be passive by design; the use of fans, liquids or other mechanical devices shall not be allowed. The heat sink material shall be aluminum or other material of equal or lower thermal resistance Surge Protective Device (SPD). The surge protective device used to protect the Solid- State (LED) Luminaire where it connects to the AC power source shall meet the following minimum specifications. Provide documentation showing authorized UL 1449 listing of the SPD as Listed or Recognized Component. A. Certified Test Reports. The SPD manufacturer shall provide a test report from an NVLAP accredited test laboratory showing compliance with the Peak and Repetitive Surge Current specifications below. B. Markings. In addition to the Manufacturer, Model Number, and UL 1449 mark, the following information shall be clearly and permanently marked on the SPD data label: 1. Electrical Ratings (Operating Voltage, AC Power Frequency, Load Current Rating for 2-port devices, etc.) 2. Voltage Protection Rating (VPR) in volts 3. Nominal Discharge Current (In) Rating in amps of ka 4. Maximum Continuous Operating Voltage (MCOV) in volts 5. Short-Circuit Current Rating (SCCR) in amps or ka C. Location Scenario, per ANSI/IEEE Std C , section 4.2. ODOT considers the location scenario for this device to be Scenario I. D. Location Category, per ANSI/IEEE Std C , Scenario I. ODOT considers the exposure conditions for this device to be Location Category C (High). E. Type Designation. The SPD shall be UL Listed as Type 2 or Type 4, and intended for point-of-use on the loadside of the main service disconnect. F. Operating Voltage and Frequency. The operating voltage of the SPD shall be VAC autosensing, 60 Hz, unless specified otherwise in the plans. G. Voltage Protect Rating (VPR). 6

7 The UL-assigned VPR shall be no higher than 2000 volts for all modes, or a higher level certified in writing by the manufacturer to be below the damage threshold for the protected equipment. H. Nominal Discharge Current (In). For this Type 2 SPD, UL-assigned In shall be 10 ka. I. Maximum Continuous Operating Voltage (MCOV). The UL-assigned MCOV shall be at least 420 Volts. J. Short-Circuit Current Rating (SCCR). For this Type 2 SPD, the UL-assigned SCCR shall be at least 5 ka, asymmetric. K. Peak, Maximum, or Single-Impulse Surge Current Rating. This parameter shall be tested using the standard waveforms called for in Table1, ANSI C Sections 4 through 7, and meeting or exceeding 15 ka. L.Repetitive Surge Current Capacity. The SPD manufacturer shall produce internal or 3 rd -party test reports and certify in writing that the expected lifetime of the device is at least 10 surges of the Standard waveforms in Table 1 of C for the Location Category and Scenario given above. Scenario I: Location Category C (High)- 10kV 1.2/50 us Voltage Waveform 10kA 8/20 us Current Waveform De-rating for multiple pulses: assure that the de-rated current for 100 (10 2 ) hits of the required Current Waveform is at least 2.5kA. Published MOV-manufacturer Pulse De- Rating graphs are acceptable documentation of this requirement. M. Protection Modes. Protected modes for SPDs in single-phase circuits shall be L-N, L-G, N-G. Protected modes in multi-wire single-phase circuits shall be L-L, L-G. N. Internal Fusing. Internal fusing shall be supplied as determined by the SPD manufacturer. O. Operating Temperature and Humidity. The SPD shall operate with no performance degradation over a minimum temperature range of -20 o C to 40 C, 0-95% RH, non-condensing. 7

8 P. SPD Warranty. Manufacturer shall provide a written 5 year warranty against material or workmanship failure from the date of ODOT documented acceptance to the project. The warranty will not apply in the case of a direct lightning strike to the structure. SPDs are considered sacrificial components under normal installed roadway lighting conditions and are excluded from the Luminaire Warranty below unless a known or demonstrable SPD design or manufacturing failure is indicated Luminaire Warranty. A written warranty shall be provided for the full replacement of the luminaire due to any defective electrical parts or defective enclosure parts for six (6) years, minimum. The warranty shall provide for the repair or replacement of defective electrical parts (including light source and power supplies/drivers) for a minimum of ten (10) years from the date of purchase. A. LED Light Source Failure Definition for Warranty Purposes. Failure of more than 10% of the total number of original individual LED emitters in the LED Light Source within 6 years shall constitute luminaire failure. 8
