1 A Year in Review Pamela A. Horning, EFCOG Chair 2007 Annual Executive Council Meeting Washington DC February 21, 2007
2 The Mission Promote excellence in all aspects of the operation, management, and integration of DOE facilities in a safe, environmentally sound, efficient and cost-effective manner.
3 EFCOG does: Reduce DOE program costs. Promote, coordinate, and facilitate information exchanges among DOE contractors on successful programs, practices, procedures, lessons learned. Interface with DOE-HQ to ensure that EFCOG s mission remains in alignment with DOE objectives. Establish and maintain effective networks for addressing key DOE complex-wide issues. Sponsor working groups and workshops to exchange best practices and management and technical information. Establish liaisons with others organizations to minimize duplication of efforts.
4 EFCOG does not: Engage in lobbying. Take public positions opposing DOE on issues, regulations, DOE orders, etc. Require standardized approaches among member companies, but encourages members to customize solutions to fit their needs.

Established Task Group to address improvements in construction project management and performance.
14 Accomplishments in 2006 Established pilot Price Anderson Peer Reviews. Formed Task Group to improve Occurrence Reporting System (ORPS) reporting. Established Project Team to assist DOE in addressing 10CFR851 implementation issues. Held multiple COO Forums with EM to address operational issues.
15 Accomplishments in 2006 Formed task group to address D&D issues. Completed Electrical Safety Improvement Project. Issued topical report on Safety and Security Integration (TROSSI). Formed Safety in Design Integration Task Team to support DOE in Standard 1189 Safety Integration Into Early Phases of Design.
16 Accomplishments in 2006 Addressed DOE wide engineering issues - safety system design adequacy, - HEPA filter testing, - drawing management, - excavation practices, - human performance improvement - value management. Addressed DOE wide infrastructure issues - lessons learned in alternate financing, - effective performance metrics, - Improvements in work management.
17 Accomplishments in 2006 Maintained "Best Practices" website - a single reference point for all contractors and the DOE. Maintained EVMS website containing info on preparing for, conducting and following up on EVMS Certification Reviews.
