3 Energy cooperation in NW Russia in Phase I Political background: Northern Dimension on Environment Cooperation with BASREC, BDF, UBC, NEFCO, BEAC Nordic Climate Solutions 2008 (NCS) EU Baltic Sea Strategy Objectives: Contribute to the Nordic-Russian energy dialogue within the framework of the Northern Dimension. Contribute to the development of a network of energy actors in North West Russia, BSR and Nordic countries To build capacity of NW Russia energy actors by knowledge building and networking through project events 3
4 Energy cooperation with NW Russia Phase I Program participants: Representatives of Federal, regional and local authorities, universities, relevant institutions, NGOs, business structures and staff of existing regional energy efficiency centers. 6 Energy cooperation with NW Russia Results: Existing energy network in Nordic countries and BSR is extended and strengthened and coordinated with municipal 16 municipalities of NW Russia are involved in the project activities Number of participants of 5 study visits -100 Relevant professional environment related to energy efficiency on the municipal level is created involving cooperation with high level Russian and Nordic partners and specialists Network of students and young researchers is established 3 issues of newsletter Energy Efficiency in the Barents & Baltic Regions are developed and disseminated Support to business cooperation of Nordic and NW Russia companies is provided (Vestas RusHydro) 6

11 Focus Areas and activities 2010: Energy cooperation in the Baltic Sea Region on energy efficiency and renewable energy - analyses of selected Kaliningrad region municipalities with regard to utilization of sustainable energy efficiency solutions - Conference on sustainable energy efficiency solutions and financing in Kal-d - summer school in October November 2010 for energy actors from BSR in Kaliningrad together with BASREC and Ea Energy Analysis Cooperation with regional and municipal authorities on the implementation of the new Federal Law: - contribution to Energy Efficiency Municipal programmes (number of training seminars, study visits, pilot projects) 11
12 Focus Areas and activities 2010: -contribution to the development of energy management system in the involved NW Russia municipalities based on Nordic experience (series of training workshops, study visits) - information campaign at schools of the involved 11 municipalities of the Kaliningrad Region on energy savings -2 pilot projects on the reduction of energy consumption in municipal buildings (pilot projects) Identification of concrete projects related to energy efficiency and renewable energy with supporting financial schemes - training programme on bankable project preparation - development of list of projects for financing to apply to NEFCO and other relevant Nordic financial institutions and support to the involved municipalities in preparing project applications 12
13 Focus Areas and activities 2010: Capacity building of NW Russia Energy Efficiency centres through a number of trainings held in NW Russia regions and participation in study visits to Nordic countries Summer camp for young people from NW Russia and BS countries on energy issues in Leningradskaya oblast in cooperation with St.Petersburg Vodocanal using experiences BGY in Sonderborg 2009 and BASS Lolland , DTU Copenhagen
14 Activities implemented in 2010: 2-3 March - Seminar for the municipalities of NW Russia on the development of municipal energy saving and energy efficiency programmes. More then 100 participants Study visit of specialists in energy saving and energy efficiency to Denmark on March. 23 participants including NW Russia region Training seminar in Pushkin (Leningradskaya oblast) on 6-7 April for relevant authorities and energy efficiency centres of 11 RF subjects on the legal aspects of energy efficiency and the development of regional energy efficiency and energy saving programmes. 30 participants 14
15 Activities implemented in 2010: information campaign at schools of the involved 10 municipalities on energy savings has started by Kaliningrad regional energy efficiency centre and last till the end of First Information seminar took place on 18 May in Kalininrad Study visit of specialists in energy saving and energy efficiency from NW Russia to Sweden on May. 23 participants from NW Russia Training seminar on energy planning and management for the municipalities and energy efficiency centres of NW Russia on 8-9 June Joint study visit of Saint Petersburg and Kaliningrad authorities and business on energy saving and efficiency to Denmark and Sweden June. 22 participants. 15
16 Activities planned for the rest of 2010: Final seminar on best municipal programme and bioenergy for the NW Russia regional and municipal authorities in Archangelsk by the end of September Study visit of specialists in energy saving and energy efficiency from NW Russia to Norway in August World Climate Solutions 2010 supporting Russian delegation, September 16
17 Activities planned for the rest of 2010: A conference on sustainable energy efficiency solutions and financing in cooperation with the Danish presidency of NCM, BDF, BASREC and UBC Energy Commission, NEFCO, NIB and IFC is planned for September Summer camp for young people from NW Russia and BS countries on energy issues in Leningradskaya oblast in cooperation with St.Petersburg Vodocanal using experiences BGY in Sonderborg 2009 is planned for August.
