2 Community Emergency Response Team What is CERT?

3 What is CERT? Assist first responders when requested Initially assume many of the same functions as response personnel when necessary until help arrives: Fire safety Light search and rescue Disaster medical operations

4 CERT Chronology 1985: Mexico City Earthquake 100 spontaneous rescuers killed. 1986: Los Angeles County CERT After researching Mexico City Quake, the nation s first Community Emergency Response Team was formed and properly trained in disaster response by LA City Fire.

5 CERT Chronology 1990 Orlando Hurricane Preparedness Florida formed Nation s 2 nd CERT after formulating a comprehensive volunteer response plan. Orlando Fire Department s plan is the preeminent guide for CERT training, nationwide.

6 CERT Chronology 1990 CERT is put under the Federal Emergency Management Agency (FEMA) CERTs begin to appear nationwide 1994 FEMA creates CERT training through Emergency Management Institute 2003 CERT and Citizen s Corps partnered under FEMA/DHS

8 Homeland Security Presidential Directives (HSPD)-5 Coordination and implementation of allhazards preparedness in the United States. To help ensure the preparedness of the Nation to prevent, respond to, and recover from threatened and actual domestic terrorist attacks, major disasters, and other emergencies.

9 Homeland Security Presidential Directives (HSPD)-8 Companion to HSPD-5 HSPD-8 encourages citizen involvement in preparedness efforts. DHS is responsible for working with appropriate federal, state, and local government organizations and the private sector to encourage active citizen participation in preparedness efforts.

10 Homeland Security Presidential Directive (HSPD)-8 Supporting efforts to ensure First responders are prepared to respond to major events, especially prevention of and response to threatened terrorist attacks. First responders can be civilians that are members of a United States national service program under the jurisdiction of the Department of Homeland Security

11 CERT Overview CERTs have proven themselves invaluable in the areas in which they were tested. CERTs have become a key component of the Citizen Corps program. CERTs are among a variety of agencies and personnel who cooperate to provide assistance in the aftermath of a disaster.

37 Notifying Twinsburg CERT *City of Twinsburg Emergency Operations Plan, Section XIV, CERT CERT can be activated at the request Fire, Police or EOC commanders via the Wireless Emergency Notification System (WENS). WENS has the ability to alpha page any or all members of the team via personal cell-phone, announcing any disasters or search & rescue events that CERT is needed for, as well as any events that could or will impact specific or multiple departments.

38 Notifying Twinsburg CERT *City of Twinsburg Emergency Operations Plan, Section XIV, CERT Once the Twinsburg Communications Center (TPD dispatch) or TFD Officers have been advised to activate CERT, all team members are to be contacted via the Wireless Emergency Notification System (WENS): CERT Group. When notifying CERT, please have the following information available: TYPE OF INCIDENT LOCATION(S) OF STAGING ANY OTHER PERTINENT INFORMATION TO BE PASSED ALONG

39 Communicating With Twinsburg CERT *City of Twinsburg Emergency Operations Plan, Section XIV, CERT CERT utilizes radio communications while performing tasks such as search and rescue, training sessions, or working crowd control for community events. Techniques and protocols are taught during training in how to adequately respond to CERT members, along with additional first responders.

40 Communicating With Twinsburg CERT *City of Twinsburg Emergency Operations Plan, Section XIV, CERT CERT can operate on the existing 800MHz or the backup 420MHz radio systems. If utilizing the 800MHz radios, the CERT command staff shall confer with the incident command staff or EOC for channel assignment(s). 800MHz channels can be on the Twinsburg or Summit County Group, as assigned. If utilizing the 420MHz radios, the CERT command staff shall confer with the incident command staff or EOC for channel assignment(s). 420MHz channels include TFD-1, TFD-2 (non-repeated), TFD-16 or TFD-15 (non-repeated).
