1 TRANSMISSION MAINTENANCE COORDINATION COMMITTEE (TMCC) MINUTES October 16, 2014 Meeting from the ISO Headquarters Folsom, California Steve Rutty, Acting Chairperson of the Transmission Maintenance Coordination Committee (TMCC), called the web conference to order at approximately 9:30 a.m. ATTENDANCE The following TMCC members attended: Tibor Foki (International Brotherhood of Electrical Workers Local Union 47 (IBEW 47)) Steve Rutty (California Independent System Operator Corporation (ISO)) Acting Chairperson Tyson Swetek(San Diego Gas & Electric (SDG&E)) Raymond Fugere (Southern California Edison (SCE)) Jamie Patterson (California Energy Commission (CEC)) David Haerle (Los Angeles Department of Water & Power (LADWP)) Landis Marttila (International Brotherhood of Electrical Workers Local Union 1245 (IBEW 1245)) James Andresen (Valley Electric Association (VEA)) Tom Wright (PG&E) The following TMCC members were not in attendance: David Hahn (Western Area Power Administration (WAPA)) Jack Vranish (PacifiCorp) Jorge Somoano (City of Burbank Water & Power (BWP)) Steve Powell (Trans Bay Cable) The following members of the public were in attendance: Duke Luu (ISO) Lou Fonte (ISO) Scott Vaughan (ISO) Monica Curry (SDG&E) Brett Ball (SDG&E) Kristin Mettke (VEA) (via conference call) Adam Mikulski (Bonneville Power Administration (BPA)) Sam Stonerock (SCE) David Radosevich (Western Area Power Administration (WAPA)) Page 1 of 5
2 The following agenda items were addressed: Opening Comments: Steve Rutty provided the group an update on the Trans Bay Cable (TBC) outage. He noted that Steve Powell from TBC was not able to attend the TMCC but would provide the group a presentation summarizing the outage events at the January meeting of the TMCC. Tibor Foki (IBEW 47) began a discussion on current industry news. A list of the discussion points are listed below: Demand response program implementation at Saddleback School Concerns with concentrated mirrored solar technology its effects on the environment and the recent cancellation of the Palin Solar Project in Southern California. Battery storage technology and projected market pricing New land use plan developed by the Secretary of the Interior to streamline renewable development in Southern California. Decision on 07/17/14 General Session Minutes: The July 17, 2014 meeting minutes were reviewed and approved with no objections noted. Decision on Membership replacements for SDG&E: SDG&E Manager of Substation Operations and Maintenance, Tyson Swetek, was nominated by SDG&E to replace their current voting member, Katie Speirs, on the TMCC for the remainder of her 3 year term that expires on March 31, The TMCC Acting Chair introduced the candidate stating his qualifications to be considered for nomination. Mr. Tyson Swetek was approved as a new member of the TMCC with no objections noted. CAISO Presentation on the ISO Energy Imbalance Market (EIM): Don Tretheway from the CAISO provided a presentation explaining the basics of the new ISO Energy Imbalance Market. Mr. Tretheway explained the regional benefits as well as the basic operation of the new market. In addition, he noted that the market is currently operating in parallel with the existing market and is scheduled to go live on November 1, Discussion on CIP and a review of the Notice of Proposed Rulemaking for CIP-014: Mr. Rutty, opened a discussion on the NERC CIP-014, physical substation security. Mr. Rutty asked those in attendance about the identification, implementation and third party validation Page 2 of 5
3 identified in the standard. He was interested in hearing how the new regulations were affecting the organizations represented at the TMCC. Brett Ball (SDG&E) noted that finding staff to evaluate their existing substations and implement the new standards were a significant challenge. Tom Wright (PG&E) noted that PG&E had not been able to determine when new facilities must meet the standard. Therefore, PG&E had taken the position that their staff could not perform any testing or commissioning activities until the physical security systems at the perspective site were operational. TMCC members also noted that the California Public Utilities Commission was drafting a security standard that would be applicable to all substations not just Bulk Electric System facilities. This bill was previously identified as California State Senate Bill 699. Recent Experiences with NERC Reliability Standards and compliance processing: Mr. David Haerle (LADWP), noted that in their recent NERC reliability audit WECC staff had seemed less adversarial. He also noted that the auditors were concerned about LADWP s disaster planning and rehabilitation efforts. Mr. Haerle queried the participants as to whether any of their organizations were stockpiling equipment as part of their disaster recovery planning. Briefing on General Orders 165 and 174: SDG&E representative Brett Ball discussed their recent CPUC audit. He indicated that the audit was routine and did not result in any significant findings. James Andresen (VEA), discussed Valley Electric Association s CPUC compliance efforts stating that VEA had already developed GO 165 inspection plans for their 350 poles located in California. In addition, he noted that the CPUC had granted his company an extension so they could complete the work before there audit next year. Briefing on major grid events: None Open discussion items: Adam Mikulski (Bonneville Power Administration (BPA) asked TMCC members how they are planning on complying with the new OSHA fall protection rules. The new rules go into effect in April and are significantly more restrictive than current standards. Among the issues raised, members noted that the 5000lb shock load requirement is very difficult to meet on a steel pole. Many TMCC members felt that the solutions provided made it more dangerous to the associated staff. Page 3 of 5
4 TMCC members openly discussed the upcoming approach distance changes required by NESC. Sam Stonerock (SCE) noted that he would report back to the TMCC on the proposed changes to NESC table 8. In addition, he stressed that the approach distances identified could be significantly reduced by determining the associated equipment s voltage rise time or t-value. New Business Issues and Future Agenda Items: Acting TMCC Chairperson Steve Rutty asked the members to consider what topics the TMCC should consider for the future. Below is a proposed list: Fall protection for towers/pole climbing Re-visit work that can be done during no-touch periods Availability measures and forced outages due to not scheduled Communication companies (ATT) Line outage guidelines adding new work to same outage Vegetation Repair/Replacement programs Communication facilities markings/tagging Ongoing transmission projects On-line condition monitoring solutions (XFMRS, CBs ) Condition based maintenance Insulator wash programs In general, lessons learned discussions Transient over voltage studies Latest in underground inspection programs Animal/Bird guards Pending regulations Mylar balloons Pole ground theft prevention Line fault / outage follow up process Use of drones for transmission line inspections in areas that are off limits to helicopters or are in difficult to access areas from the ground Emergency response capability of a utility in terms of materials and resources which should be dedicated for this Cyber security How to deal with aging infrastructure (asset management) Physical Security TMCC MEMBER ACTION ITEMS Page 4 of 5
5 The ISO will provide a presentation on CAISO outage coordination procedures at the next TMCC meeting. MR. Stonerock will update the group on changes to safe approach distances as identified in NESC table 8. ISO will draft the minutes for this meeting and post as a document for the October 17, 2014 TMCC meeting; ISO will post the minutes approved for the April 17, 2014 TMCC meeting on the ISO website; The meeting was adjourned with no objections noted.
