I am informed and believe that SCE posted and mailed its notice of filing for the Cerritos Channel Transmission Tower Replacement Project Permit To Construct Application, as required by General Order 131-D, Section XI, subparagraphs A.1. and A.3. The Notice and Map of the Project is attached as Attachment A. All required mailings were sent on February 1, 2018, and all notices were posted by January 31, SCE posted notices along and near the route and site of the proposed project. 5 NOTICE OF APPLICATION FOR A PERMIT TO CONSTRUCT CERRITOS CHANNEL TRANSMISSION TOWER REPLACEMENT PROJECT Filing Date: February 1, 2018 Proposed Project: Southern California Edison Company (SCE) has filed an application with the California Public Utilities Commission (CPUC) to replace SCE transmission facilities between Harborgen Substation and Long Beach Substation that cross the Cerritos Channel (Channel) from Pier A to Pier S Island at the Port of Long Beach (POLB), located in the City of Long Beach, Los Angeles County. The purpose of the Cerritos Channel Transmission Tower Replacement Project (hereinafter, Proposed Project )* is to raise several transmission lines and a telecommunications line utilizing taller tower structures in order to provide adequate vertical conductor clearance for navigation across the Channel. The raising and replacing of the lines will provide the necessary clearance to allow larger ships access to existing and potential future marine cargo terminals along the Channel. *Note: The Proposed Project may also be referred to as the Cerritos Channel Relocation (CCR) Project in certain SCE documentation included in the Permit to Construction Application. Project Description: The Proposed Project consists of the following major elements (please also refer to the enclosed map below): Transmission Lines and Towers Remove two approximately 5,000-foot segments of 220 kv transmission lines Replace and raise six approximately 3,400-foot segments of 66 kv subtransmission lines Replace and raise one approximately 3,400- foot of 12 kv distribution line Remove twelve lattice towers ranging in height from approximately 200 feet to 300 feet Install three lattice towers ranging from approximately 200 feet to 400 feet and 4 tubular steel poles ranging from 150 feet to 175 feet Substation Harborgen Substation Loop in Lighthipe-Long Beach 220 kv transmission lines to Harborgen Substation to create the new Lighthipe-Harborgen 220 kv Line Long Beach Substation Remove 220 kv transmission line facilities and substation equipment and de-commission the 220 kv Long Beach Substation Telecommunications Replace and raise one approximately 5,000-foot segment of fiber warp telecommunications cable with new ADSS/OPGW telecommunications cable and ground wire Construction is scheduled to begin in September 2018, and the Proposed Project to be operational by fourth quarter Electric and Magnetic Fields (EMF) Compliance: The CPUC requires utilities to employ nocost and low-cost measures to reduce public exposure to magnetic fields. In accordance with EMF Design Guidelines (Decisions and ), the Proposed Project would implement a combination of the following measures: 1. Utilize structure heights that meet or exceed SCE s EMF preferred design criteria and are taller than existing structures 2. Replace box-loop (split-phase) circuit construction with single circuit construction that reduces spacing between circuits 3. Removal of a portion of double circuit 220 kv transmission line

6 Environmental Review: The Board of Harbor Commissioners for the Port of Long Beach certified the Final Environmental Impact Report (EIR SCH No ) pursuant to the California Environmental Quality Act (CEQA) for the Transmission Tower Replacement Project on December 11, Prior to certifying the Final EIR, the Port of Long Beach prepared a Draft EIR and issued it for public comment on July 24, For more information on the Proposed Project, including its Final Environmental Impact Report, please visit the Port of Long Beach s project website at Public Participation: Persons wishing to present testimony in evidentiary hearings and/or legal briefing on all other issues, including project need and cost, EMF compliance, require party status.
