5 Jus*fica*on for the Project ü The way disaster risk assessment is done varies across the country, ü There is no standard to ensure that the way risk assessment is done across the country is integrated and harmonized, ü It is required to ensure that all related ins4tu4ons and organiza4ons and provincial AFAD offices focus their aben4on more on pre- disaster studies.

12 Objec*ves of The Project Disaster risk management through risk assessment is appropriately conducted in all provinces. The capability of AFAD and Bursa AFAD for disaster risk management is improved. Output 1 for shall be prepared. Three complementary guidelines (Earthquake and Tsunami, Landslide, and Man- made Disaster induced by Earthquake, Tsunami and Landslide, shall be prepared Output 2 Disaster risk assessment and prepared in Bursa as the pilot province. according to the drad guidelines shall be Output 3 Sustainable dissemina4ng mechanism of standardized guidelines including disaster risk assessment applicable countrywide are formulated. (Dissemina4on to all 81 Provinces)

14 Ac*vi*es and Progress of the Project Output 1 No. <Common Works for All Output> Ac*vi*es 0 Collec4on of baseline data for capacity assessment <Output 1> 1-1 AFAD in coopera4on with JICA Expert Team holds the seminar which introduces risk assessment, disaster risk reduc4on plan, and Japanese experiences and lessons learned AFAD in coopera4on with JICA Expert Team clarifies roles of relevant ministries/ agencies in terms of implementa4on of risk assessment and disaster risk reduc4on planning in order to have effec4ve coordina4on. AFAD in coopera4on with JICA Expert Team clarifies the concepts of risk assessment and disaster risk reduc4on plan based upon the current situa4on and needs of Turkish side.
15 Ac*vi*es and Progress of the Project No. 1-4 Ac*vi*es AFAD in coopera4on with JICA Expert Team establishes working group for guidelines prepara4on by coopera4ng with the relevant agencies (men4oned above 1-2) based on the concept (1-3) of risk assessment and disaster risk reduc4on plan. 1-5 The working group in coopera4on with JICA Expert Team examines the contents of a guidelines based on the concept (1-3) of risk assessment and disaster risk reduc4on plan. 1-3 The working group in coopera4on with JICA Expert Team prepares the drad guidelines for disaster risk assessment and disaster risk reduc4on planning.
16 Ac*vi*es and Progress of the Project Output 2 No. <Output 2> Ac*vi*es AFAD in coopera4on with JICA Expert Team establishes the Bursa task force for disaster risk assessment and disaster risk reduc4on planning by including relevant agencies in Bursa Province. The task force in coopera4on with JICA Expert Team finalizes the basic concept of risk assessment and disaster risk reduc4on plan based on the drad of guidelines (1-6). The Bursa task force in coopera4on with JICA Expert Team collects the data and methods necessary for disaster risk assessment and disaster risk reduc4on planning in Bursa Province. The Bursa task force in coopera4on with JICA Expert Team carries out risk assessment by using the drad of guidelines.
17 Ac*vi*es and Progress of the Project No. Ac*vi*es 2-5 The Bursa task force in coopera4on with JICA Expert Team formulates disaster risk reduc4on plan by using the drad of guidelines 2-6 The Bursa task force in coopera4on with JICA Expert Team gives feedback to the drad version of guidelines based on lessons learned through disaster risk assessment and disaster risk reduc4on planning. 2-7 AFAD and Bursa AFAD in coopera4on with JICA Expert Team recommend to implement the priori4zed project men4oned in disaster risk reduc4on plan.
18 Ac*vi*es and Progress of the Project Output 3 No. Ac*vi*es <Output 3> AFAD in coopera4on with JICA Expert Team determines the approval and revision process of the guidelines according to the responsibili4es of relevant ministries/ agencies. Based upon achievements and experience of Bursa pilot ac4vity, AFAD in coopera4on with JICA Expert Team implements the training to AFAD provincial officials and for na4on- wide dissemina4on of the guidelines. 3-3 AFAD in coopera4on with JICA Expert Team holds the workshop for the introduc4on of disaster risk reduc4on plan which is applicable in each circumstance in all provinces.
19 Ac*vi*es and Progress of the Project No. Ac*vi*es <Output 3> 3-4 AFAD in coopera4on with JICA Expert Team establishes the framework/system for collec4on of data, risk assessment and disaster risk reduc4on planning to be handled by provincial AFAD directorates. 3-5 Based upon disaster risk assessment and disaster risk reduc4on planning in provincial level, AFAD considers the mechanism to support.
