3 Standardized District Portal

5 Standardized District Portal The standardized district portal has been adopted from NIC Odisha. It is based on GIGW guidelines and National Portal of India framework. It has been used for creation of district website of Upper Subansiri, Tawang, Tirap, East Siang and Lohit. Other districts are also migrating to the new framework. The framework provides easy maintenance of the portal which has various sections such as Who s Who, Services, Programme & Scheme, Documents, Notifications, Directory, Photo Gallery, District at a Glance, Press Release etc. It has two level of authentication and publication mechanism.

6 RTO Application (VAHAN) It is running in 13 RTO offices. Four offices have been made online.

8 RTO Application (Sarathi) The project is implemented in 12 RTOs. It is planned to make few services online. Connectivity is a challenge.

11 ArunTax(MMPCT) The ArunTax Project comes under Mission Mode Project for computerisation of Commercial Taxes(MMPCT). Under the project, various eservices has been operationalised such as e- Registration(VAT/CST), e-returns, e-sales, e-purchase, e-tds, e-cst by Dept of Tax & Excise. Other module such as e-payment, e-checkpost, e-refund is ready for roll out. For e-payment NSDL s PayGov Payment gateway is being used. The ArunTax application has been developed by NIC Karnataka and hosted at NIC Karnataka Data Center. Transactions: Online Dealer login account C-Form More than e-registration About 1800

13 Excise Computerisation

14 Excise Computerisation The Tax & Excise Dept, GoAP entrusted NIC to computerize the activities of the Excise Branch of its Hqrs office. Accordingly, NIC, Itanagar developed a webbased covering following activities: 1. Liquor license (Manufacture / warehouse / retail). 2. Brand Registration. 3. Import Permit. 4. Export Permit. It is a work flow based software and works in a LAN environment.

16 National Database on Arms License(NDAL) The National Database of Armed License (NDAL) project has been initiated by Ministry of Home Affairs, Govt. of India for creation of district wise database of Arms License and generation of Unique Identification Number (UIN). The application has been hosted at NIC Hqrs., New Delhi and is accessed by Judicial branch from every district hqr. NIC is giving support with respect to training and Internet connectivity. The deadline for completion of project is 31 st March In Arunachal Pradesh, at the district level, technical assistance in entry of Arms license data is being extended in the National Database of Arms License portal. More than UIN (Unique Identification Number) has been generated altogether by various districts.

18 GPF Computerisation The goal of this project was to computerize the GPF accounts of Group A, B and C employees of Govt. of Arunachal Pradesh. It s running successfully. More than subscribers are there. An online General Provident Fund (GPF) system has also been developed to provide GPF statements, final account status etc., for employees under GoAP The Portal can be accessed at

20 National Pension System(NPS) The software developed by NIC, Itanagar, maintains the NPS subscriber details and provides various reports for use of Department of Accounts and Treasuries, GoAP and subscribers. 21 e-procurement (MMP) This project( is running in PHED and RWD (in PMGSY projects) department. Awareness training programme has been carried out in most of the prospective departments.

22 Arunachal Pradesh Payroll System This is very successful Client-Server Architecture based software developed by NIC, Itanagar. This has been implemented in most of the Directorates of the State Hqrs and District administrations. It facilitates generation of various reports like Pay Bill, Pay Slip, Challans, Bill Abstract, Part Bill, etc. It is being used by the State government since January, 2004 and is being maintained with new updates from time to time.

24 TrackChild 2.0 The Ministry of Women and Child Development is implementing a Centrally Sponsored Scheme, namely the Integrated Child Protection Scheme (ICPS) since The objectives of the scheme are to contribute to the improvement in the well being of children in difficult circumstances, as well as to the reduction of vulnerabilities to situations and actions that lead to abuse, neglect, exploitation, abandonment and separation of children. The Scheme, also envisages for creating a mechanism for tracking 'Missing' and 'Found' children under ICPS and Juvenile Justice (Care & Protection of Children) Act,2000 ( JJ Act).

25 Jan Suvidha This single window-based citizens service developed NIC-Itanagar for issuance of various certificates (ST, PRC, ILP etc) is functioning in most of the DC offices and few ADC offices in the State. This Project Won State Silver Medal Award in 2007.

30 Treasury Net Application The software captures all the activities of Treasury. The project has been replicated at locations namely Itanagar, Namsai, Tezu, Ziro, Basar, Aalo Yingkiong, Tawang, Daporijo and Pasighat Treasury and is going to be replicated in Naharlagun & Khonsa Treasury followed by other remaining Treasuries.

31 Network Services National Knowledge Network (NKN) POP has been established in NIC, Itanagar. Connectivity has been provided to Rajiv Gandhi University, NIT Yupia, NERIST, NIELIT. Internet connectivity has been provided to about 65 departments through Wi-Max technology. Leased line connectivity has been extended to 8 NIC District Centres, Election Dept, Raj Bhawan, DHS Naharlagun. Other NIC District centres are connected through DAMA VSAT.

32 Video Conferencing Services Video conferencing facility is provided to all Govt departments. It is being utilised by the H.E. Governor, Hon ble Chief Minister, Chief Secretary, Commissioner and Secretaries, HoDs, Deputy Commissioners for important conferences. Now, it is also being used for - PRAGATI (Hon ble Prime Minister VC with Chief Secretary 2 nd Wednesday of every month) and Arun Vikas (Chief Minister & Chief Secretary along with Commissioners take meeting with the Deputy Commissioners and other HoDs through VC)

33 Web Hosting & Cloud Services NIC is providing website development and hosting services to Govt departments. All the existing websites are being moved to Cloud environment. About 40 websites of the state are now hosted in cloud environment. Details: ;
