2 Huntsville Utilities Fiber Story Municipal Utility (City of Huntsville, AL) providing Water, Gas, and Electric to about 185,000 customers over 800 square miles First fiber in 1999 in 2012 had over 2012 miles and no plan Building a fiber system to serve utility and city needs; leasing excess fiber Backbone ring with 6 huts and ~80 miles; approximately 1,000 miles of distribution fiber Anchor tenant = Google Leasing Dark Fiber and Colocation space to others
3 About Huntsville Utilities 76 year old municipal utility (City of Huntsville) Provide water, gas, and electric utilities to Madison County, AL Round numbers: 52,000 gas; 94,000 water; 181,000 electric customers City of Huntsville has a population of about 195,000 in 214 square miles Madison County has a population of about 354,000; the entire county covers 813 square miles
4 History In 1999 first fiber installed Used for internal purposes and sharing with the city, we patchworked together a network 2012 we have about 100 miles and no fiber department We needed a plan!
5 Parallel Tracks In 2012, HU and TBG to study the options: Completed June 2014 FTTH? Too expensive Lease Dark Fiber to Commercial (everybody is doing it) Fiber network for Utility and Government use (decision) Mayor sent out RFI December 2014 Over several Months of 2015 current plan developed
6 The Model Huntsville Utilities builds, owns, and maintains a fiber system to serve Utility and City needs Install enough for growth (a lot of potential out there) Anticipate excess fiber capacity in Network Cost around $70 Million Build out City of Huntsville Fall 2016 Fall 2019 Fiber Department is part of the Electric Department
7 The Funding Dark Fiber Lease Rates regulated by Huntsville Utilities Electric Board Anchor Tenant = Google City of Huntsville and Huntsville Utilities Operations departments pay for use of the fiber Didn t set up a separate company, but treat it that way
8 The Network Passive Network 288 count loose tube backbone ring in the power space; built with in house resources Six Communication Huts Distribution/Access Network from each hut multi 432 count ribbon; built with contractors Dark Fiber Distributed Network; 32:1 split Point to Point Dark Fiber; no split
9 Backbone Ring ~80 miles of 288 count backbone ring 6 fiber hut sites 2 aggregation sites
10 Distribution and Access Fiber 325 route miles of underground fiber 675 route miles of overhead fiber 105,000 addresses passed
11 The Leases Network leases; 32:1 split we provide fiber to a multi service port tenant takes if from there Tenant pays per assigned port available (rates for high and low volume/density areas) Tenant leases space in the fiber hub buildings and leases fiber on the backbone ring Dark fiber point to point leases; no split evaluated individually Tenant pays per mile, per fiber Backbone Ring lease (ring only) Per fiber; minimum amount Colocation Space lease Evaluated individually

14 Lessons Learning Not the easiest time to catch up on pole maintenance! Save your place on the pole. Spend time on your contracts know how to use the strengths from all your resources. Be realistic about construction costs including make ready. Materials management is crucial.
15 Lessons Learning - Homework Have good pole attachment agreements and processes in place (NJUNS). Learn the contractors/consultants/software in the business. Clean up maps and GIS data.
16 Pros and Cons Advantage: We do what we know how to do install and maintain infrastructure and respond to outages Disadvantage: Inefficient use of fiber and not as much opportunity for revenue We think we made the right choice. Ask me in a year.
