2 DIALOGUE DISPATCH HIGHLIGHTS MAY 2013 IEF ENERGY DIALOGUE PROMOTION APRIL The IEF Secretary General (SG) shared insights into energy outlooks and the IEF s work to facilitate their comparability during the IEA-IEF-OPEC Panel at the 14th International Oil Summit (Paris, 4 April) The IEF SG delivered a keynote address on the outlook for oil and gas at the 2013 Conference of the Regional Association of Oil, Gas and Biofuels Sector Companies in Latin America and the Caribbean, ARPEL (Punta del Este, 9-11 April) The IEF SG spoke about the IEF s efforts to promote energy dialogue and data transparency at the Centre of Energy Regulatory Activity Studies of the University of Buenos Aires, hosted HE Daniel Cameron, the Argentine Secretary of Energy (Buenos Aires, 12 April) The IEF Lecture Series welcomed HE Ola Borten Moe, Minister of Petroleum and Energy of Norway, who spoke about Norway on the Global Energy Scene (Riyadh, 14 April) The IEF Lecture Series featured Dr Lu Jing, Deputy Director-General, Policy Planning of the Chinese Centre for Contemporary World Studies, who shared insights regarding China s energy industry (Riyadh, 15 April) The IEF Lecture Series hosted Dr Christof Ruehl, Group Chief Economist and Vice President of BP, who described BP s Energy Outlook through 2030 (Riyadh, 30 April) MAY The IEF Lecture Series will welcome Mr Wim Thomas of Shell, who will explain Shell s New Lens Scenarios: Mountains and Oceans (Riyadh, 6 May) The IEF SG will discuss the IEF s efforts in promoting the global energy dialogue and data transparency at the Johns Hopkins University s School of Advanced International Studies (SAIS), where a team of students from the same institution will present its findings from a year-long consulting project it conducted analysing the IEF s data transparency and dialogue promotion activities (Washington DC, 7 May) The IEF SG will share the views of the IEF and its stakeholders on a panel entitled The New Energy Landscape Key Drivers of the Energy Future at the Sixth Astana Economic Forum (Astana, 23 May) The IEF SG will deliver a keynote address at the Energy Forum Groningen, jointly-organised by the governments of the Netherlands and the Russian Federation, together with GasTerra, Gasunie and Gazprom (Groningen, 29 May) The IEF, together with colleagues from the International Energy Agency (IEA) and the Organization of the Petroleum Exporting Countries (OPEC), will finalise a joint paper on practical steps for improving transparency in gas and coal markets, as requested by the G20 (Riyadh, May) Planning continues for the Third IEF NOC-IOC Forum, to be hosted by ONGC, co-hosted by Shell, and supported by Knowledge Partner Ernst & Young. Recently confirmed speakers include Antonio Brufau, CEO of Repsol; Ahmad Ghalebani, Managing Director of the National Iranian Oil Company; and Farouk Hussein Al-Zanki, CEO of Kuwait Petroleum Corporation (New Delhi, June) DATA TRANSPARENCY AND JODI COORDINATION ACTIVITIES APRIL The IEF s JODI team met with professionals from the Gas Exporting Countries Forum to exchange ideas regarding avenues for closer cooperation (Doha, 2 April) The IEF s JODI team met with experts at Qatar Petroleum and at Qatar Marketing (Tasweeq) to discuss JODI-Gas and JODI-Oil (Doha, 3 April) The IEF and the Latin American Energy Organization (Olade) jointly hosted a workshop with the heads of the statistical divisions of 21 Olade member countries. Participants discussed various challenges to reporting JODI data, and pledged to tackle a number of specific points within established timeframes (Quito, April 29-May 1) MAY The IEF will present at an energy data transparency workshop, jointly organised by the Swiss Federal Department of Finance, the Russian G20 Presidency and the French Treasury as part of the G20 energy agenda for 2013 (Geneva, 28 May) A MONTHLY UPDATE FROM THE IEF 1
3 A number of technical improvements are being made to the JODI platform, including the ability to upload more quickly the various datasets the IEF receives from the JODI Partners (Riyadh, May) The IEF continues to follow up on various points raised during the last JODI Inter-Secretariat meeting in Vienna, including the design of a new template for country notes (metadata), plans for an online, interactive JODI Forum, and the layout of and content for the JODI-Gas website (Riyadh, May) Planning and logistics coordination efforts continue for the Third Gas Data Transparency Conference, wherein discussions will focus on the progress related to JODI-Gas and next steps prior to a public launch of the database (Bali, 4-5 June) 1. IEF Energy Dialogue Promotion 1.1 Looking Back at April April was a busy month for dialogue promotion at the IEF Secretariat in Riyadh, as three esteemed speakers shared their views on energy markets and outlooks with a variety of IEF stakeholders. On 14 April, HE Ola Borten Moe, Minister of Petroleum and Energy of Norway, spoke about Norway on the Global Energy Scene. The following day, Dr Lu Jing, Deputy Director-General, Policy Planning of the Chinese Centre for Contemporary World Studies, discussed China s energy consumption and cooperation between China and the Middle East. At the end of last month, on 30 April, Dr Christof Ruehl, Group Chief Economist and Vice President of BP, explained the supermajor s Energy Outlook through 2030, including commentary on the revolution in shale gas and tight oil. 1.2 Looking Ahead to May Keeping the recent IEF Lecture Series momentum going, on 6 May the IEF will welcome Mr Wim Thomas, Chief Energy Advisor at Shell, who will discuss Shell s New Lens Scenarios, which include Mountains (wherein power stays in the hands of those who currently have it), and Oceans (wherein influence stretches far and wide and compromise is king). IEF cooperation with the IEA, OPEC and the G20 will continue on various fronts this month. The three international organisations plan to finalise a joint paper entitled Practical Recommendations for Increasing Transparency in International Gas and Coal Markets, as requested at the G20 Finance Ministers meeting held on 4 November 2012 in Mexico. Looking a bit farther afield, planning continues for the Second IEA-IEF-OPEC Symposium on Coal and Gas Market Outlooks and the Fourth IEA-IEF-OPEC Symposium on Energy Outlooks, currently pencilled in for October 2013 and the first quarter of 2014, respectively. 2. Data Transparency & Joint Organisations Data Initiative (JODI) Coordination Activities 2.1 Looking Back at April Last month, the IEF s JODI team travelled to Doha for a meeting with the Gas Exporting Countries Forum (GECF) on 2 April, wherein professionals from both international organisations discussed ways to work more closely together. Thanks to the GECF team and to HE GECF Secretary General Leonid Bokhanovskiy for their hospitality. While in Doha, the IEF professionals visited Qatar Petroleum and Qatar Marketing (Tasweeq) to provide an update on JODI-Gas, to discuss technical issues related to both JODI-Gas and JODI-Oil, and to discuss future cooperation regarding energy outlooks. Late last month, the IEF s JODI team, together with Ms Mieke Reece and Ms Erica Robin of the IEA, traveled to Quito, Ecuador for a three day IEF-Olade JODI Workshop designed to deepen ties among the organisations and to promote better understanding of the JODI data reporting practices of the Olade member countries. The first day, April 29, involved a meeting of the IEA, IEF and Olade professionals, in which Olade explained in great detail the specifics of its data collection techniques, submission cataloguing methods and internal checks. One key outcome of this meeting was an agreement to comprehensively assess the compatibility between Olade s monthly A MONTHLY UPDATE FROM THE IEF 2
4 hydrocarbon data questionnaire and the JODI-Oil and JODI-Gas questionnaires. The Workshop began in earnest the morning of April 30 with opening statements by representatives from the Government of Ecuador, Olade, and the IEF, and a presenation by the IEF highlighting the journey of JODI and its increasing importance. Those present at the opening ceremony included HE Fabian Herrera, Deputy Director of the Ministry of Non-Renewable Resources; HE Eduardo Noboa, Deputy Secretary of Climate Change in the Ministry of the Environment; HE Dr Victorio Oxilia Secretary General of Olade, representatives of the IEA, IEF and Olade, and energy professionals from 21 Olade countries. In the morning session, Olade provided a briefing on its JODI data collection mechanism and clarified its approach towards JODI data quality assessments. Details on these assessments are also available at During the afternoon, the IEF presented slides featuring selected flows from each country s JODI data, and the country representatives discussed, one by one, their data reporting practices and pending questions about the data. The following Olade countries were represented: Argentina Barbados Brazil Colombia Costa Rica Cuba Dominican Republic Ecuador El Salvador Grenada Guatemala Haiti Honduras Jamaica Mexico Nicaragua Panama Paraguay Peru Suriname Trinidad and Tobago Uruguay On the final day of the gathering, all Olade country representatives engaged in a brainstorming exercise to identify next steps to improve JODI data reporting and quality. All country participants jointly pledged in writing to follow up on the following points: The Olade countries will review the JODI data and make the necessary changes according to the observations presented by the IEF in a maximum period of six months (by October 31, 2013). The results of the review will be forwarded to the IEF through Olade. The Olade countries commit to provide JODI information within a maximum of 60 days from the month that the data are reported. In Olade s data submission form, the countries will submit the metadata (country notes) for the energy sources and flows that identify eventualities related to the data sent, such as a refinery foreclosure, change in methodology, occasional import and export of products, etc. The Olade countries will raise JODI awareness within their respective countries. For its part, Olade committed to do the following: Review the correspondence of the flows and calculations between the Olade and JODI formats and its dissemination among member countries (within two months). Consider incorporating other primaries in Olade s monthly forms (within one month). Send the IEF the metadata submitted by Olade member countries (on-going). Analyse the request from the Olade countries on the implementation of a tool to perform data quality control before sending the forms to Olade (two weeks). Together with its member countries, Olade will do the follow up, review and update of the monthly oil and gas data based on the observations made by the IEF at the Quito Workshop (three months). Implement the colour code allocation mechanism in the report sent to the IEF by using growth rates (three months). Harmonise the JODI historical series for the three types of forms: standard, extended, and the Olade A MONTHLY UPDATE FROM THE IEF 3
5 format (December 2013). Send the reference forms to the countries for their approval and then forward them to the IEF (three months). The IEF likewise committed to follow through in these areas: The IEF will continue to monitor the data quality of the Latin American and Caribbean region, and will communicate any findings from its data monitoring process. While Olade is responsible for establishing a comprehensive methodology to maintain compatibility between the Olade monthly hydrocarbon data questionnaire and the JODI-Oil and JODI-Gas questionnaires, the IEF will support the process to identify a fitting conversion methodology. The IEF will ensure that it continues to update the JODI World Database with all revisions of data, as well as inclusions or modifications of country notes (metadata) submitted by the Olade member countries. The IEF will support the Olade member countries in their efforts to disseminate information about JODI, by providing promotional material and coordinating logistics for workshops with stakeholders. Special thanks once again to the Government of Japan for its extraordinary contribution towards JODI, which made the IEF-Olade Workshop possible. Special thanks as well to HE Dr Victorio Oxilia and the entire Olade team for all of their support and cooperation. 2.2 Looking Ahead to May The IEF will participate in a G20 Expert Outreach Seminar entitled Commodity Markets Transparency: Effective Information for Efficient Markets, to be held 28 May in Geneva. Topics to be discussed include JODI, data reporting practices and energy price transparency. Planning continues for the Third Gas Data Transparency Conference, to be held in Indonesia from 4-5 June. Statistics and energy professionals from over thirty countries will converge in Bali to continue the discussions held at the last Conference (Doha, May 2012). 69 countries, representing around 80% of global natural gas supply and demand, are currently submitting data to JODI-Gas. The Conference agenda is available on both the IEF and JODI websites. The day prior to the Conference, the JODI Partners will convene for a JODI Inter-Secretariat meeting, to continue moving JODI forward on both strategic and technical fronts. 3. Dialogue Promotion by the IEF Secretary General 3.1 Looking Back at April On 4 April, IEF Secretary General Aldo Flores joined IEA Executive Director Maria van der Hoeven and OPEC Secretary General HE Abdallah Salem Al-Badri in speaking on a panel at the 14th International Oil Summit. Dr Flores focused his remarks on the role the IEF is playing in comparing the IEA and OPEC outlooks, and on shared progress in harmonising definitions. Several days later, the IEF SG delivered a keynote address in Punta del Este at the 2013 Conference of the Regional Association of Oil, Gas and Biofuels Sector Companies in Latin America and the Caribbean, ARPEL. The following day in nearby Buenos Aires, he spoke at gathering of the Centre of Energy Regulatory Activity Studies at the University of Buenos Aires, hosted by HE Daniel Cameron, Secretary of Energy of Argentina. While in Argentina, Dr Flores met with Argentine government officials, including HE Julio de Vido, Minister of Federal Planning, Public Investment and Services, to exchange ideas on strengthening the global energy dialogue. 6 3.2 Looking Ahead to May The IEF SG will start off the month in Washington DC, holding a series of meetings with IEF stakeholders and speaking at an event at The Johns Hopkins University s School of Advanced International Studies (SAIS) on 7 May. In addition to the SG s remarks, the gathering will feature a presentation of findings by the team of four SAIS students that spent the academic year performing a consulting project for the IEF. The SAIS team prepared a summary paper of their analysis, which will soon be made available to all IEF stakeholders on the IEF website. Later this month, on the other side of the Atlantic, the SG will share insights into the current state of the global energy dialogue on a 26 May panel entitled The New Energy Landscape Key Drivers of the Energy Future at the Sixth Astana Forum. A few days later, Dr Flores will deliver a keynote address at the Energy Forum Groningen, an event that will be jointly-organised by the governments of the Netherlands and the Russian Federation, together with GasTerra, Gasunie and Gazprom.
